Background: There is little information regarding the impact of diet on disease incidence and mortality in Switzerland. We assessed ecologic correlations between food availability and disease. Methods: In this ecologic study for the period 1970–2009, food availability was measured using the food balance sheets of the Food and Agriculture Organization of the United Nations. Standardized mortality rates (SMRs) were obtained from the Swiss Federal Office of Statistics. Cancer incidence data were obtained from the World Health Organization Health For All database and the Vaud Cancer Registry. Associations between food availability and mortality/incidence were assessed at lags 0, 5, 10, and 15 years by multivariate regression adjusted for total caloric intake. Results: Alcoholic beverages and fruit availability were positively associated, and fish availability was inversely associated, with SMRs for cardiovascular diseases. Animal products, meat, and animal fats were positively associated with the SMR for ischemic heart disease only. For cancer, the results of analysis using SMRs and incidence rates were contradictory. No full textIn a previously published paper by Besson et al., we considered the problem of detecting a signal whose associated spatial signature is known to lie in a given linear subspace, in the presence of subspace interference and broadband noise of known level. We extend these results to the case of unknown noise level. More precisely, we derive the generalized-likelihood ratio test (GLRT) for this problem, which provides a constant false-alarm rate (CFAR) detector. It is shown that the GLRT involves the largest eigenvalue and the trace of complex Wishart matrices. The distribution of the GLRT is derived under the hypothesis. Numerical simulations illustrate its performance and provide a comparison with the GLRT when the noise level is known

No full textAbstract. — Following a few historical views about the empirical then statuory appreciation of natural risks, the author introduces the maps for the here area (France). They show up the risks of floods (rivers and torrents), land slides, stone falls and thus determine safe or impossible building areas. After the City Council advice, the map is exposed to public inquiry and then approved by the prefect. The third party can oppose it. In 1982, a law of solidarity about the indemnification for the victims of natural disasters forces the state to establish "Plans d'Exposition aux risques naturels prévisibles — PER " (exposition plans of prévisible natural risks). They take account thepre-named risks plus earthquakes. After the prefect approval, the "PER" becomes a public utility obligation. The RTM(1) Service which is in charge of these creations of areas in here also realises works of protection against those risks : active, temporary or passive défense works, which are partially paid by collectivities (state, country, district).Résumé. — Après quelques brefs rappels historiques sur l'évolution de la prise en compte empirique puis réglementaire des risques naturels, l'auteur présente les cartes de risques du département de l'Isère (France). Elles affichent les risques d'inondations (rivières et torrents), de glissements de terrain, de chutes de pierres et d'avalanches et déterminent ainsi des zones constructibles sous réserves et des zones inconstructibles. Après avis du Conseil Municipal, la carte est mise à l'enquête publique et approuvée par le Préfet. Elle est alors opposable au tiers. En 1982, une loi de solidarité sur l'indemnisation des victimes de catastrophes naturelles impose à l'Etat d'élaborer des Plans d'Expositions aux Risques naturels prévisibles (PER) qui prennent en compte en plus des risques déjà cités, les séismes. Après la procédure d'approbation par le Préfet, le PER devient une servitude d'utilité publique. Le Service RTM(1) qui a la charge de ces zonages dans l'Isère réalise aussi des travaux de défenses active, passive voire temporaire qui sont financés partiellement par les collectivités (Etat, Région, Département).Besson L.
