    Sommeren 2007 vil de fleste huske for en fantastisk frodighed, både indenfor ”krudt” og ukrudt. De mange regnvejrsdage og den vandmættede jord gjorde de velmente tiltag med ukrudtsredskaberne vanskelige, ja ofte umulige. Men afgrøden havde også gode chancer for at udkonkurrere ukrudtet. Der, hvor ukrudtet blev renset væk i det tørre forår, fik afgrøden et forspring, der holdt sæsonen ud. Sæsonen giver anledning til at overveje, om man har den rigtige ukrudtsstrategi. Her opsummeres de aktuelle muligheder for at bekæmpe ukrudt i rækkeafgrøder

    Municipal Management\ud of Administrative Burdens -\ud Standard Cost Model\ud as Method of Change

    This thesis investigates the legal conditions, the methodological framework and the\ud sufficient conditions for the application and implementation of the standard cost\ud model (SCM) in German municipalities. Based on the background of the severe\ud financial crisis of German municipalities this thesis examines the potential of using\ud the SCM to assist in requesting the necessary financial funding for transferred public\ud obligations by the federal legislation in Germany. The first step of the research\ud methodology was based on a number of expert interviews conducted with\ud stakeholders of German institutions. Those that are relevant for the SCM\ud implementation into German legislation. Additionally, this thesis analyzes existing\ud projects that utilize the SCM application in public administration, particularly\ud municipalities. Together with a reflective presentation of the author in front of an\ud audience of experts about bureaucracy decrease, the author developed a\ud hermeneutic prejudice as starting point for a hermeneutic text analysis.\ud First, the thesis analyzes the relevant constitutional jurisdiction and literature about\ud the municipal finance equalization and the principle of connectivity in the federal\ud states and proposes the transfer of essential parameters to the level of federal\ud legislation. Concerning the methodological framework as the second issue, the\ud thesis examines existing methods to measure municipal efforts and proposes a\ud coherent system of public finance equalization within the constitutional conditions.\ud The third issue is a proposal for the possible integration of the municipal cost\ud estimation into the federal legislation regarding existing rules of legislative\ud procedures.\ud The thesis reveals a lack of municipal cost estimation that is necessary for the\ud impact assessment of federal legislation in Germany. Regarding the constitutional\ud jurisdiction in particular, the text analysis shows that such a municipal cost\ud estimation is not only legally permissible, but is necessary for federal legislation.\ud The analysis of the dualistic system of municipal finances requires an appropriate\ud financial equalization for transferred administrative obligations including administrative and purposes costs. This estimation is based on a representative\ud investigation in “average economic municipalities.” The consideration of such\ud financial municipal demands must be implemented by the responsible federal\ud ministry as early as possible within the legislative procedures, ideally during the\ud investigation of municipal interests (§ 41 GGO). This thesis describes legal,\ud methodological, and organizational proposals for a SCM application in\ud municipalities; however, additional research is needed about the concrete process\ud of information exchange between the different administrative levels in Germany\ud and the resultant political consequences on federal legislative discussions

    <b>Title</b>\ud \ud - Disseminating Cochrane evidence to the public health workforce via author-led webinars\ud \ud <b>Background</b> \ud \ud - <u><a href="http://www.healthevidence.org/">Health Evidence™</a></u> is a free searchable repository, of 4,500+ quality-appraised public health relevant reviews, including nearly 700 Cochrane reviews. Author-led webinars is one knowledge translation strategy to disseminate the findings of Cochrane reviews.\ud \ud <b>Objectives</b>\ud \ud - (i) Disseminate the findings of Cochrane reviews via webinars\ud \ud - (ii) Evaluate the impact of Cochrane author-led webinars \ud \ud <b>Methods</b>\ud \ud - Webinars are 60-90 minutes in length and include: an overview of the principles of evidence-informed decision making (15mins), a presentation of the findings by the review author (30mins), and a Q&A period (30mins). Webconferencing software monitors participant registration, attendance, engagement, poll responses, and questions. Standard polling questions are asked throughout each session to assess familiarity with and use of systematic reviews, as well as familiarity and agreement with session-specific review findings.\ud \ud <b>Results</b>\ud \ud - Since January 2015 Health Evidence™ has hosted six Cochrane author-led webinars. Webinar participants include: nurses, health promoters, physicians, dietitians, and knowledge brokers. On average, participants in each session were attentive and engaged 68.8% of the time. Google Analytics reflect an average 572% increase in users accessing the Cochrane review featured in each webinar on the day of the session compared to average daily access the month prior. On average, each session attracted 177 registrants, of which approximately half joined on the session date. Poll response data reveal 59.6% attendees use systematic reviews to inform their practice. Data collected pre/post on participant’s knowledge of the effectiveness of an intervention, suggest that webinars are an effective way to influence participant’s knowledge about intervention effectiveness (participant knowledge improved 10-31.8%, measured via pre/post poll questions). During the Q&A period, attendees submitted 5-12 questions per session.\ud Conclusion: Webinars are an interactive and effective mechanism for promoting public health relevant Cochrane evidence to decision makers. Data from webinars highlight a high level of interest and engagement with Cochrane author-led sessions
