    One of the objectives of the existence of Badan Usaha Milik Desa (BUMDes) is to improve the welfare of village communities. This will be realized if the community has economic, educational and social resilience. This research wants to see how the existence of BUMDes, especially in the village of Ekang Anculai, which has been running well, is able to contribute to the community in the aspect of social resilience. The results of the study state that although it is not significant, the existence of BUMDes is able to change the mindset of the community in improving the standard of living, especially in the economic aspect by starting from growing individual resilience which ultimately impacts on community resilience in creating a better community environment. Some of the obstacles faced in realizing social resilience are that there are still few people who are positively affected by the existence of BUMDes to create communities that have social resilience

    Kajian ini dipilih karena adanya kebijakan pemerintah untuk melakukan pemangkasan anggaran terhadap Dana Alokasi Khusus (DAK) pada tahun 2016. Pemangkasan DAK tersebut tentu saja berdampak pada implemntasi program pembangunan di daerah yang bersumber dari DAK terutama untuk Sub Bidang Prasarana Pemerintahan Daerah. Analisis data dalam laporan ini didasarkan pada data sekunder yang diambil dari statistik dan pelaporan DAK di 19 Provinsi, laporan kegiatan, dokumentasi program, dan semua bahan yang tersedia di perpustakaan dan juga di unit penyimpan arsip atau data. Hasil kajian menemukan bahwa kebijakan pemerintah dengan memotong/mamangkas anggaran DAK telah memberikan pengaruh dalam mengimplementasikan DAK di tingkat daerah terutama untuk Sub Bidang Prasarana Pemerintahan Daerah, selain itu juga masih terdapat hambatan dalam melakukan monitoring dan evaluasi yang disebabkan oleh sangat terbatasnya koordinasi di antara pemerintah pusat dengan pemerintah daerah

    Community Service was held in the Coastal Resun Village, Lingga Regency. The purpose of this community service is to increase the knowledge and expertise of village officials in managing village websites. The method used is to provide assistance to the coastal resun village apparatus with implementation procedures; identification of partner needs, formulation of partner needs, and assistance in website optimization. The implementation time starts from October to November 2022. This activity is divided into three stages, namely; identification of problems, provision of discussion materials and assistance to village officials. Tujuan dari Pengabdian kepada masyarakat ini adalah untuk meningkatkan pengetahuan dan keahlian perangkat desa dalam mengelola website desa. Metode yang digunakan adalah dengan melakukan pendampingan kepada perangkat desa resun pesisir dengan prosedur pelaksanaan; identifikasi kebutuhan mitra, perumusan kebutuhan mitra, dan pendampingan optimalisasi website.     Law Number 23 Year 2014 About the local government, said that the Regional (district / city) can form the districts in order to improve the coordination of governance, public services, and the empowerment of village communities / villages. Karimun Regency is one of regencies in Riau Islands Province, which borders directly with Singapore. The geographical position of Karimun regency consists of several islands large and small impede access to public services. Therefore, expansion of the existing sub-district is one alternative solution in order to improve the welfare of society. The purpose of this research is to study the prospective analysis of the division of the sub-district of the District Parent Sugie Moro based on Government Regulation No. 19 Year 2008 on the District. The design study is descriptive analysis with qualitative and quantitative approach, where data in the form of empirical reality analyzed qualitatively by describing and considering the provisions of the normative, theoretical judgment or views of experts and key informants related to expansion efforts districts. The results of this study are candidates for the District Sugie Besar only meet one of three requirements formation of districts, namely the requirements of the technical requirements. As for the physical requirements of the administrative and territorial unfulfilled. Candidates for the technical requirements of the District of Sugie Besar Acquire Score 368 which is in the category and Recommended Able to be formed into new districts. While the District Parent Moro after bloomed (formed District of Sugie Besar) they meet one of three requirements of establishing districts as set out in Regulation No. 19 Year 2008 on the District, namely the requirement of technical requirements, while for the administrative and physical cantonal requirements are not met. For the technical requirements, the District Parent Moro obtain a score of 391 in the category Ability and Recommended. The conclusion from this study is that although only meet one of three requirements formation of districts, the Government of Karimun Regency will still be able to carry out the formation of the District Candidate Sugie Besar. It is possible as a rule, that the district / city government can be formed districts in the region that includes one or more islands, which requirements are exempt from the administrative requirements, terms of physical territoriality, and technical requirements as those mentioned with consideration to the effectiveness and efficiency of service delivery and community empowerment village on the remote islands and / or outer.     Pesatnya perkembangan ilmu pengetahuan, teknologi serta transportasi telah memudahkan orang untuk melakukan perjalanan dari suatu negra ke negra lain. Keadaan tersebut mengakibatkan meningkatnya perjalanan antar negara yang dilakukan penduduk indonesia, sehingga masyrakat memerlukan paspor. Hal ini menyebabkan peningkatan jumlah pemohon paspor setiap tahunnya. Dengan peningkatan jumlah permohonan paspor tentu membutuhkan waktu antrian yang lama. Berkenaan dengan ini, Direktorat Jendral imigrasi melakukan inovasi pendaftaran antrian permohonan paspor secara online.Penelitian ini bertujuan untuk mengetahui bagaimana keberhasilan inovasi pelayanan publik dalam antrian permohonan paspor secara online dikantor imigrasi kelas I tanjungpinang. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi dan dokumentasi terkait dengan antrian permohonan paspor secara online. Data yang didapat kemudian dianalisis secara kualitatif dengan menelaah seluruh data yang telah dikumpulakan yang didukung oleh hasil wawancara dengan pendekatan teori keberhasilan Inovasi rogers (sumanjoyo dan hermawan ;2018:32) yang mengemukakan keberhaslan suatu inovasi dipengaruhi oleh karakteristik inovasi,saluran komunikasi, upaya perubahan dari agen, dan sistem sosial Dari hasil penelitian, dapat diketahui bahwa Berdasarkan hasil penelitian maka dapat ditarik kesimpulan, bahwa inovasi pelayanan melalui aplikasi pendaftaran antrian paspor online sudah cukup berhasil, namun dari empat faktor keberhasilan inovasi yang di gunakan adalah karakteristik inovasi, saluran komunikasi, upaya dari agen dan sistem sosial.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
