Regolazione e Governance delle reti elettriche private
Questo libro presenta un’analisi giuridica della regolazione e della gestione di reti elettriche private. Si tratta di infrastrutture che permettono di collegare impianti di produzione e clienti finali in un’area geografica circoscritta. La loro diffusione è strettamente collegata all’aumento della generazione distribuita, a sua volta frutto delle politiche sul cambiamento climatico.
Tre motivi richiedono una riflessione sul ruolo delle reti private nel sistema elettrico italiano. In primo luogo, le reti pubbliche di trasmissione e di distribuzione non garantiscono la possibilità di integrare quote di produzione da fonti rinnovabili che nel 2020 potrebbero avvicinarsi al 38%. Gli investimenti nelle reti private potrebbero facilitare questa evoluzione. In secondo luogo, le reti private potrebbero incrementare la concorrenza nei mercati elettrici italiani, con effetti positivi sui prezzi e la qualità del servizio. In terzo luogo, gli investimenti nelle reti private potrebbero trainare l’innovazione tecnologica nel settore delle reti intelligenti, consentendo all’industria italiana di conquistare posizioni di vantaggio nei mercati mondiali.
Il primo capitolo descrive le regole principali del diritto europeo dell’energia che sono direttamente rilevanti per la regolazione italiana delle reti private. In particolare, si prende in considerazione la nozione di sistema di distribuzione chiuso, e cioè la versione europea della rete privata.
Il secondo capitolo analizza i vari aspetti del quadro regolatorio italiano: gli interventi legislativi, la posizione delle autorità indipendenti, gli orientamenti della giurisprudenza amministrativa. In questa parte l’attenzione si concentra sull’aspetto cruciale delle relazioni fra gestori di reti pubbliche e gestori di reti private. Inoltre, si cerca di chiarire le differenze fra le tre categorie di reti private finora introdotte nel diritto italiano.
Il terzo capitolo sposta l’attenzione su un altro tema cruciale, e cioè il governo dei rapporti interni alla rete privata. In assenza di scelte che favoriscano la cooperazione fra i soggetti coinvolti ed una equilibrata distribuzione dei rischi, nessun progetto di rete privata potrà avere successo. L’analisi proposta in questo capitolo mostra che varie strutture organizzative e contrattuali possono offrire risposte soddisfacenti, anche se non esiste un’unica soluzione ottimale in tutti i contesti.
Il quarto capitolo affronta brevemente le questioni fiscali, in particolare per quanto riguarda il versamento delle accise. Gli orientamenti contrastanti della giurisprudenza di merito e di legittimità rappresentano un ulteriore elemento di incertezza che potrebbe frenare gli investimenti nelle reti private.
Il quinto capitolo discute le soluzioni regolatorie e le strutture di governo utilizzate in alcuni paesi europei e negli Stati Uniti. L’obiettivo non è proporre imitazioni, ma raccogliere informazioni che consentano di chiarire la natura dei problemi da affrontare.
Le conclusioni sintetizzano i risultati della ricerca in alcune raccomandazioni rivolte a legislatori, regolatori e operatori del settore
Methods for determining differential behaviors in stone tool production and application to the Oldowan of Olduvai Gorge, Tanzania and Koobi Fora, Kenya
Traditional lithic artifact analyses have provided information regarding hominin ranging behaviors, raw material preferences, and the potential for functionality. However, there is currently no standard method for determining how hominins produced lithic artifacts. This dissertation research provides the first quantitative measure of flake production techniques and applies these measures to the Oldowan of Koobi Fora, Kenya and Olduvai Gorge, Tanzania. Four Oldowan production behaviors are identified and are used to define what has been called the “least effort approach” to flake production in the Oldowan. Behaviorally informative measurements are taken on whole flakes and size standardized using their geometric mean. In order to attribute each archaeological flake to a production behavior, large experimental assemblages are created using native raw materials from Koobi Fora and Olduvai Gorge (n = 3,651 flakes and 443 cores). Each experimentally produced flake has empirically known production behaviors associated with it. A multivariate classification algorithm is constructed to determine a classification tree of best fit for the experimental flakes such that each flake is assigned a particular production behavior. Archaeological flakes are assessed via this classification algorithm and then compared to the experimental expectations for distribution of production behaviors. The application of Oldowan archaeological assemblages to this process demonstrates that the null hypothesis that a least effort manufacturing strategy was employed at Koobi Fora cannot be rejected, but this null hypothesis can be rejected for subsets of quartzite and basalt flakes at Olduvai Gorge. Hominins at both localities demonstrate an understanding of raw material economics, but at Olduvai Gorge these hominins demonstrate a consistent ability to produce flakes in a more efficient way than a least effort approach predicts. Hominins at Olduvai Gorge consistently transport quartzite flakes to the site locations, while they consistently transport basalt cores to the sites. Koobi Fora hominins also demonstrate the ability to transport raw materials, but do not produce flakes outside of least effort expectations. Due to these differences in stone tool production strategies and lithic transport behaviors, this research argues that distinct cultural differences between hominin populations are quantifiably evident as early as the Oldowan.Ph. Perancangan Sistem Informasi Pelayanan jasa pada KIA Laundry bertujuan untuk merancang program informasi yang digunakan untuk memberikan kemudahan dalam proses administrasi terutama dalam Penerimaan serta pemberitahuan jika laundry sudah selesai dikerjakan, serta untuk membagikan informasi paket yang ada pada laundry dengan memakai sistem SMS Gateway merupakan salah satu komunikasi dengan teks melalui perangkat bergerak (mobile device). Model pengembangan sistem menggunakan model pengembangan Sistem Development Life Cycle SDLC, data diambil melalui teknik survey dengan menggunakan daftar pertanyaan yang berkaitan dengan pengendalian intern yang telah disiapkan, kemudian dilanjutkan dengan studi lapangan, studi kepustakaan dan analisis. Dengan adanya program aplikasi dalam penerimaan Laundry ini mampu mempermudah Pengolahan data pada bidang Administrasi / Karyawan secara cepat dan efisien dan dapat memberikan info secara cepat kepada pelangan dengan pesan teks melalui SMS gateway.
APLIKASI PENGOLAHAN DATA GURU MDTA/TPSA SERTA GHARIM DAN IMAM MESJID SECARA ONLINE UNTUK DANA BANTUAN TAHUNAN
Dana bantuan tahunan untuk para guru MDTA/TPSA serta gharim dan imam mesjid merupakan program tahunan yang dianggarkan dalam Anggaran Pendapatan dan Belanja Daerah (APBD) pemerintah daerah. Dana ini bisa diperoleh dengan ketentuan masa tugas masing-masing lebih dari satu tahun dan tidak boleh rangkap jabatan yang dibuktikan dengan surat keterangan aktif dari walinagari setempat, kenyataan nya selama ini untuk perekapan data guru MDTA/TPSA serta Gharim dan Imam masjid masih membutuhkan proses waktu yang lama dan pemberian bantuan tersebut ada yang rangkap jabatan dengan kurang pemeriksaan terhadap data yang telah dikumpulkan. Untuk mengatasi hal tersebut, perlu dibangun sebuah aplikasi pengolahan data guru MDTA/TPSA, gharim dan iman mesjid secara online, dengan metode metode penelitian yang digunakan adalah Metode Penelitian dan Pengembangan (Research and Development/R&D yang nanti nya terintegrasi mulai dari calon penerima bantuan dana tahunan sendiri, pihak kecamatan, sampai ke Bagian Kesra. Agar data-data guru MDTA/TPSA dan Gharim, Imam Mesjid terorganisir dengan baik dan dapat menampung semua data guru MDTA/TPSA dan Gharim, Imam mesjid. Sehingga data yang telah diinputkan tersebut valid dan tidak terjadi redudancy data, agar pemberian bantuan tepat sasaran, dan mudah dalam perekapan dan pembuatan laporan sebagai bentuk pertanggungjawaban dana bantuan tahunan

Stephen R. Gliessman: Alfred E. Heller Professor of Agroecology, UC Santa Cruz
An internationally recognized leader in the field of agroecology, Stephen (Steve) Gliessman is the Alfred E. Heller Professor of Agroecology in UC Santa Cruz’s Environmental Studies Department, where he has taught since 1981. He earned his doctorate in plant ecology at UC Santa Barbara, and was the founding director of the UCSC Agroecology Program (now the Center for Agroecology and Sustainable Food Systems). His teaching focuses on agroecology, sustainable agriculture, organic gardening, ethnobotany, California natural history, botany and ecology. He is the author of the groundbreaking textbook Agroecology: The Ecology of Sustainable Food Systems (Second Edition, CRC 2006), and numerous other books and articles. In 2008, Gliessman became the chief editor of the internationally known Journal of Sustainable Agriculture.Gliessman’s activities in the field of sustainable agriculture are extensive. He founded and directs the Program in Community and Agroecology (PICA), an experiential living/learning program at UCSC. He heads UCSC’s Agroecology Research Group, an interdisciplinary body of faculty, graduate, and undergraduate students, research associates, postdoctoral researchers, and international visitors from the agroecological community. In 2001, Steve and his wife Robbie Jaffe (also interviewed in this series) started the Community Agroecology Network (CAN). CAN’s goal is to help a network of rural, primarily coffee-growing communities in Mexico and Central America develop self-sufficiency and sustainable growing practices. CAN markets coffee directly to individuals, institutions, and markets in the United States. Those who wander through the Downtown Santa Cruz Farmers’ Market can sample and purchase CAN coffee at the market, UCSC students can drink it in campus dining halls and cafes, and everyone else can order the coffee and have it shipped to their home. CAN and PICA also co-sponsor the International Agroecology Short Course, which Gliessman has taught since 1999 in venues as diverse as Costa Rica, Mexico, and Vermont.A consummate storyteller, Gliessman reflected on the diverse aspects of his life in agroecology in this comprehensive interview conducted by Irene Reti on three different occasions: April 16, May 25, and June 12, 2007, in his offices on the UCSC campus. Gliessman’s office shelves are packed with books and journals, conference programs, buttons, posters, and other archival material representing forty years of reading and publishing in his field. He assured Reti that he “never throws anything away.” He sometimes referred to these books during the interview; at one point he held up a packet of heirloom seeds from Brazil, at another a bottle of olive oil from his own organic orchard and vineyard, Condor’s Hope Ranch in Santa Barbara County, California—a place close to his heart
IMPLEMENTASI SISTEM PENDUKUNG KEPUTUSAN DALAM PEMBERIAN BANTUAN KEPADA MASYARAKAT DESA
<p>Salah satu langkah konkret yang dilakukan pemerintah dalam penanggulangan kemiskinan adalah dengan mengadakan program perlindungan sosial, yaitu berupa pemberian bantuan sosial kepada masyarakat miskin yang menjadi target sasaran program. Permasalahan yang sering terjadi dalam pelaksanaan program perlindungan sosial tersebut adalah terjadinya salah sasaran dalam pemberian bantuan sosial akibat adanya kesalahan (<em>error</em>) data, tidak akuratnya data penerima sasaran program perlindungan sosial, dan tidak konsistennya <em>stake holder</em> terkait dalam penentuan kelayakan masyarakat penerima bantuan. Maka dirancanglah sistem yang dapat membantu dalam perekapan, pengolahan, dan penyeleksian data penerima bantuan yaitu dengan sistem pendukung keputusan menggunakan metode <em>Analytical Hierarcy Process</em> (AHP) yang merupakan salah satu model untuk pengambilan keputusan yang komprehensif dengan memperhitungkan nilai bobot masing-masing kriteria. Sehingga bisa mempermudah <em>stakeholder</em> terkait dalam perekapan dan pengolahan data penerima bantuan, serta membantu dalam penentuan kelayakan penerima bantuan agar merata, tepat sasaran dan sesuai dengan ketentuan yang telah ditetapkan pemerintah.</p><p> </p><p><em><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-fareast-font-family: Calibri; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;" lang="EN-US">One of the concrete steps taken by the government in poverty alleviation is by conducting social protection program, which is social assistance to the poor targeted by the program. PERSEPSI MASYARAKAT KABUPATEN PURWAKARTA TERHADAP PENGOBATAN TRADISIONAL BERDASARKAN KELOMPOK USIA
Guna mendukung upaya Pemerintah dalam mewujudkan derajat kesehatan optimal, masyarakat didorong untuk dapat memilih pengobatannya sendiri termasuk keputusan memilih pengobatan tradisional yang masih banyak digunakan sebagai alternatif memelihara dan mengatasi masalah kesehatan. Dalam hal ini, perilaku kesehatan tersebut dipengaruhi oleh faktor predisposisi, pemungkin dan faktor penguat. Penelitian bertujuan melihat faktor perilaku yang melatarbelakangi pemilihan pengobatan tradisional berdasarkan tiga kelompok usia di Kabupaten Purwakarta dengan menghubungksn pernyataan dari kuisioner yang diberikan dan mencari korelasi antar faktor tersebut. Penelitian dengan pendekatan kualitatif jenis eksplanatif asosiatif ini menggunakan subjek masyarakat Kabupaten Purwakarta sebanyak 137 orang melalui instrumen kuesioner yang diisi oleh kelompok masyarakat perkotaan, masyarakat urban dan masyarakat pedesaan. Persepsi masyarakat Kabupaten Purwakarta setuju terhadap tingkat pengetahuan dan animo pada pengobatan tradisional sebesar 57,7%, dalam hal ini termasuk dalam faktor predisposisi. Sementara faktor penguat dilihat dari persepsi potensi pengembangan, masyarakat setuju pengobatan tradisional tumbuh menjamur, warisan nenek moyang dan biaya pelayanan tergolong murah sebesar 59,9%. Masyarakat juga setuju pengobatan tradisional memberi bukti menyembuhkan penyakit sebesar 51,7% (skala cukup). Variabel lain menunjukkan semua kelompok usia setuju fasilitas praktik dari upaya pengobatan tradisional masih seadanya (57,0%), peneliti menganggapnya sebagai faktor pemungkin. Diperoleh bahwa perkembangan pengobatan tradisional diapresiasi oleh masyarakat dari semua kelompok usia. Dimana kelompok usia diatas 40 tahun, menyatakan persetujuan paling tinggi bahwa pengobatan tradisional potensial untuk dikembangkan, memiliki khasiat untuk penyembuhan namun fasilitas pengobatan belum terstandar dibandingkan kelompok usia 30-40 tahun maupun dibawah 30 tahun.

In order to support the Government\u27s efforts in achieving optimal health status, people are encouraged to be able to choose their own treatment, including the decision to choose traditional medicine is still widely used as an alternative to maintaining and health problems. In this case, the health behavior is influenced by predisposing, enabling, and reinforcing factors. The study aims to look at behavioral factors behind the selection of traditional medicine is based on three age groups in Purwakarta with menghubungksn statements from a questionnaire and looking for correlations between these factors. The study with qualitative approach kind of explanatory associative, with subjects society Purwakarta 137 people through questionnaire filled out by a group of urban communities, urban communities and rural communities. The public perception Purwakarta agree on the level of knowledge and interest in the traditional medicine of 57.7%, in this case, including the predisposing factors. While reinforcing factors seen from the perception of the potential development, community agrees traditional medicine flourished, ancestral and relatively cheap service charges amounted to 59.9%. Traditional medical community agrees also gave evidence of cure of 51.7% (enough scale). The other variables showed all age groups agreed the practice facility of the traditional treatment efforts are still modest (57.0%), the researchers think of it as an enabling factor. Provided that the development of traditional medicine to be appreciated by people of all age groups. Where the age group over 40 years, stating the highest approval that the potential for development of traditional medicine, has properties for healing but not yet standardized treatment facilities compared to those 30-40 years of age and under 30 years.

Analisi di reti di Trasporto 'small world' e 'scale-free'
2006/2007Coupled biological and chemical systems, neural networks, social interacting
species, the Internet and the World Wide Web are only a few examples of Small
World and Scale-free complex networks, i.e. systems composed by a large number
of highly interconnected dynamical units. During the last ten years these kinds of
systems have been the subject of many studies related to comprehend their
common structural properties and their dynamics. Small World and Scale-free
networks are supposed to be very stable and robust structures in case of failures or
deliberate attacks on the system. Moreover, due to their well-known properties, they
allow to model several real networks in order to find the key elements for a complete
and efficient communication activity between nodes.
This thesis introduced a new mathematical tool developed by the author called
Time=net.work. The latter has got the purpose to extend the above mentioned
complex networks theories to transportation systems under a new time-related point
of view. Analysis have been taken firstly on Berlin Transportation Network and then
to several other test cases. The relative results help in finding statistical properties
about the connectivity and the structure of such system both topologically and
considering the travel time and the frequency of the scheduled services. This is a
new approach on robustness of transportation networks which allows to find which
and how many nodes have to assurance their functionality in order to provide a
desired Level of Service in case of failures or deliberate attacks.I sistemi biologici e chimici, le interazioni ed i rapporti sociali, Internet e il World
Wide Web sono soltanto alcuni esempi dei cosiddetti sistemi complessi Small World
e Scale-free; essi sono particolari strutture di rete composte da un gran numero di
unità interconnesse tra loro che scambiano informazioni dinamicamente ed
evolvendosi nel tempo. Negli ultimi dieci anni questi particolari sistemi fisici sono
stati oggetto di numerosi studi tesi a determinare le proprietà comuni a diversi tipi
di rete e le loro dinamiche. Le reti Small World e Scale-free ad esempio, sono state
analizzate per la loro stabilità e resistenza in caso di avarie o di attacchi mirati verso
particolari elementi del sistema. Grazie alle loro proprietà tali sistemi consentono di
modellizzare diversi tipi di reti reali al fine di determinare gli elementi chiave
necessari a garantire la più completa efficienza nelle comunicazioni tra i nodi.
Questa tesi presenta un nuovo strumento matematico sviluppato dall'autore
denominato Time=net.work. Quest'ultimo ha l'obiettivo di estendere le teorie che
contraddistinguono i sistemi complessi a reti di trasporto in funzione di
caratteristiche temporali. Le analisi hanno riguardato la rete di trasporto pubblico di
Berlino ed altri casi di studio. I relativi risultati consentono di ricavare numerose
proprietà statistiche riguardo la connettività e le proprietà strutturali di tali sistemi,
sia da un punto di vista topologico che da quello legato ai tempi di percorrenza ed
alla frequenza dei servizi.
Si tratta di un nuovo approccio alla resistenza delle reti di trasporto che permette di
ricavare quali e quanti elementi della rete devono garantire il loro completo
funzionamento al fine di provvedere un desiderato Livello di Servizio in caso di

Politiche migratorie e reti etniche: un intreccio da costruire?
The essay presents the principal trends in migrations policies adopted in different OECD countries (block policies for structural needs, selective policies and brain drain processes) underlining, for each of them, the aspects of contradiction. The Author tries to demonstrate how a lot of the apparent failures of migration policies depend of the fact that the official aims of them often does not correspond to the latent one. In fact, the empirical phenomenology of migration rarely coincides with that represented by the policies that pretend to control it. At the centre of this plot of contradictions there are the ethnic networks, the role of which in structuring migration processes and in addressing insertion in society and in labour market is too often undervalued by policies. It is also stressed another problematic feature of immigration policies, that is the low finalisation to a circular process between economic inclusion and social integration, with relevant consequences on both aspects (increase of irregular work, temporary immigration, discrimination, etc.). The principal problem is recognised in an absence of a strategic vision of the policies that aim to create an integrated society and to carry on economic programs and social measures at the same time. The capacity of the society to recognise the link between immigrant labour and local development and competitiveness plans is estimated as the key for success policies
The Usage of Translation Strategies in the Latvian Translation of the Novel "The Glass Child" by Maarja Kangro
Bakalaura darba „Tulkošanas stratēģiju lietojums Mārjas Kangro romāna „Stikla bērns” latviskajā tulkojumā” mērķis ir analizēt romāna tulkošanas gaitā, tulkojot no igauņu valodas latviešu valodā, izmantotās tulkošanas stratēģijas un saprast, kādas stratēģijas un kāpēc ir lietotas visbiežāk. Darba teorētiskajā daļā ir sniegts pārskats par igauņu daiļliteratūras tulkošanu latviešu valodā un latviešu daiļliteratūras tulkošanu igauņu valodā. Ir apkopota teorētiskā literatūra par ekspresīvu tekstu tulkošanu, tulkošanas metodēm un tulkošanas stratēģijām. Praktiskajā daļā autore ir vaikusi atlasīto piemēru analīzi, balstoties uz Žana Pola Vinē un Žana Darbelnē (Jean-Paul Vinay et Jean Darbelnet) un Monas Beikeres (Mona Baker) tulkošanas stratēģijām. Darba noslēgumā autore secina, ka visvairāk izmantotā stratēģija bija izlaišanas stratēģija un bieži tika izmantota arī ekvivalences stratēģija.The aim of the bachelor thesis „The Usage of Translation Strategies in the Latvian Translation of the Novel „The Glass Child” by Maarja Kangro” is to analyze the used translation strategies in the novel’s translation from Estonian into Latvian and to understand, what type of strategies are used most often and why. In the theoretical part of the thesis is given an insight about Estonian literature translation into Latvian and about Latvian literature translation into Estonian. There are summarized theoretical literature about the translation of expressive texts, translation methods, and about translation strategies. In the practical part of the thesis, the author has conducted an analysis of selected examples, relaying on Jean-Paul Vinay et Jean Darbelnet and Mona Baker translation strategies. The author concludes, that the most used strategy was the omission strategy and often was used the equivalence strategy as well
