    Public-Private Partnerships for E-Government Services: Lessons from Malaysia

    Implementation of e-government is seen as a tool to improve government service delivery to citizens, businesses and within government agencies. The benefits could be more transparency, greater convenience, less corruption, revenue growth and cost reduction. However, lack of financial resources, and low levels of skills and limited capacity of governments are some of the main obstacles faced in pursuance of e-government nationwide. The introduction of Public-Private Partnerships (PPP) is seen as a solution to overcome many of the obstacles and challenges faced by governments in realizing the objectives of e-government projects. PPP model is expected to increase opportunities for both the public and private sectors to serve their customers more effectively and efficiently. The main aim of this paper is to explore the need for PPP in e-government service delivery.     A bibliometric examination of all the journal articles published in the Malaysian Journal of Library & Information Science from 1996-2000 was carried out. The range of articles published per volume is between 14 and 17; average number of references per article is 22.5; the average length per article is 41.2 pages; 53(69. 74%) of the articles are research oriented, the percentage of multi-authored papers is slightly higher at 52.6% or 40 papers out of a total of 76, Zainab Awang Nga, the most prolific author contributed 12 articles followed by B. K. Sen (10 papers), Tiew Wai Sin (8 papers), C. R. Karisiddappa, Nor Edzan Nasir, V. L. Kalyane, Teh Kang Hai, and B. M. Gupta (3 papers each); 36 (45%) of the authors are geographically affiliated to Malaysia, authors affiliated to library schools were well represented (55.2%), the most productive institution is Faculty of Computer Science and Information Technology, University of Malaya with 26 out of 80 author's affiliation, the most popular subject is Scientific and Professional Publishing, 30 (39.5%) articles contained author's self-citation, while the rate of journal self-citation is found to be 27.6% and most of the articles (67.1 %) contained no formal acknowledgement

    Analysis of Character Conflict in Pak Guru's Novel Awang Surya's work. Literary work as an imaginary, fiction that offers various problems of man and humanity, life and life. One form of work literature is a novel. Like other literary works, in novels there are conflicts too or problems that are often raised by the author to represent the idea exist in everyday life, with the above facts, the author is interested in conducted a study entitled "Analysis of Character Conflict in Pak Guru's Novel" Awang Surya's work". Research problems (1) How is the conflict of characters in the novel? Mr. Guru by Awang Surya? (2) How does the author express the conflict of characters in the novel Pak Guru by Awang Surya? This research uses qualitative approach with the type of library research and using the method descriptive. Data collection techniques through hermenuetic techniques. In analyzing the data refers to various relevant theories, namely using the Theory of Assessment Nurgiyantoro's (2009) fiction about character conflict and the theory of literary criticism development Indonesia Sukada (1993) on how the author presents character conflicts. Results The study concluded that the conflicts contained in the novel Pak Guru by Awang Surya is (1) internal conflict and external conflict. Internal conflict is a conflict that occurs in the heart, soul of a character or temporary story characters External conflict is a conflict that occurs between a character and something else outside himself, perhaps with the natural environment or perhaps the human environment. The internal conflict was experienced by the characters of Musa and Nasimah while the external conflict happened to the figure of Musa and the teachers of SDN, Musa and Mr. Sarkowi, Musa with Alfan, Musa with Bu Eni, Musa with Nasimah. (2) Author's way Presenting character conflicts analytically and dramatically. Analytics is the way The author describes the conflict of the characters in the story directly explaining the name characters and physical images while dramatic is in an indirect way, namely through conversations or dialogues described by characters when facing problem. The dominant character conflict expressed by the author is the character conflict analytically, because the author describes the story more provide direct explanations without dialogue. Then the author's way revealing character conflicts dramatically illustrated by dialogue directly between the characters contained in the novel Pak Guru by Awang Surya

The results of the study concluded that the conflicts contained in the novel Pak Guru by Awang Surya were (1) internal conflict and external conflict. The internal conflicts experienced by the figures of Musa and Nasimah, the external conflicts occurred with the figures of Musa and SDN teachers, Musa and Pak Sarkowi, Musa with Alfan, Musa with Bu Eni, Musa with Nasimah.     The background of the writer is the literary work is someone's imaginative essay in expressing his thoughts through both oral and written, and the novel is wrong a literary work that tries to express the reality of life in society. The problem raised in this study is how are the Values ​​of Education in the novel Pak Guru Karya Awang Surya. This research was conducted with the aim to describe, analyze, and interpret in detail the data was obtained. The theory used in this research is, Law. Hamidy (1993), Burhanuddin Salam (2000), K. Bertens (2004), Abuddin Nata (2005), and Mohammad Daud Ali (2008). The data source in this study is the entire contents of the novel, and the authors limit research data sources that have elements of educational value as many as 3 kinds. This study uses a qualitative approach to the type of library research (Library Research) and the method used is descriptive method. In order to collecting data in this study the authors collected data through novels contained in the Pak Guru novel by Awang Surya published by Ersa publishers Jakarta in 2014. The novel contains 48 chapters. The results of the study are in the novel Pak Awang Surya's teachers have good educational values ​​related to (1) grades Islamic education includes: Aqeedah there are 5 quotations, Worship there are 8 quotations, and Muamalah there are 3 quotes. (2) Moral education values ​​include: There is a conscience 3 citations, There are 3 citations for responsibilities, and Liabilities for 4 citations. (3) value Cultural education includes: Trust there is 1 quote. There are 1 habits quote, and Customs there is 1 quote Istiadat.     Abstract Malaysia was ranked 16 th and 10 th in mathematics based on the Trends in Mathematics and Science Study (TIMSS) in 1999 and 2003, respectively while its neighbor, Singapore, used to be a part of Malaysia until 1965, was ranked first in both years. Hence, it is the aim of this study to investigate what makes Singaporean students better in mathematics performance compared to Malaysian students using TIMSS data. Factors examined in this analysis include characteristics of students, teachers and schools, educational aids and resources as well as students&apos; attitudes towards mathematics learning. It is hoped that the findings from this study will provide useful inputs to improve mathematics learning among Malaysian students
