    The crime acts of malfeasance for abuse the power and authority provided in the Criminal Code of the Republic of Macedonia in Article 353, according to previous research is most work in the group of economic crimes, or economic crime in general. Economic crime undermines confidence in the functioning of public administration and political system. The fight against this type of crime have become a constant task for all stakeholders. Misuse of official position and authority as a deviant phenomenon can be considered in isolation, as it is present in all institutions of the system. Fighting against criminal activities with elements of abuse of power and authority in a coherent and effective manner should occupy a central place in the priorities of the institutions of the system in the fight against crime in general. As a phenomenon, is ancient evil, is that even in very beginnings of organized society. Regarding the motive of carrying out this crime can be said that there is no change in the history of the initial forms of abuse today, but criminal actions are adjusted according to socio - economic and social living conditions.     The main pillar of a state\u27s stable functioning is the fight against corruption across the whole and in particular in the administration. Based on this principle, the work will address the problem of corruption in the Administration of Kosovo, by highlighting its forms and causes, and the effectiveness of the institutions of the Republic of Kosovo in the fight against this negative phenomenon. For the realization of this work during the research, contemporary methods applied in the social sciences have been applied. In this context we have used relevant contemporary study literature such as: university books, scientific journals, professional - scientific works, records from administrative institutions, data from the European Commission, we have also used open sources such as web - various websites and analysis of annual reports of various government and non-governmental institutions in Kosovo.Finally, conclusions will be made on the topic in question, pointing out recommendations on measures and activities that should be undertaken by the relevant institutions of the Republic of Kosovo, to combat and prevent this criminal phenomenon

    The paper analyses the current situation of the public administration in Kosovo and its integration into the European Union. The aim of this paper is to analyse the condition of Kosovo’s public administration and its attempts to reform in order to reach the standards set out by the EU for becoming a member state. The paper presents challenges faced by the public administration, which arise from the European integration process, i.e. the requirements related to the public administration from the Copenhagen criteria and the Stabilisation and Association Agreement. The paper offers recommendations for improving the public administration, describes the focus of the reforms and the results achieved on Kosovo’s path to meeting EU standards, as well as what should be done for full membership to be achieved. Special attention is paid to progress, with a comparative approach vis-à-vis the neighbouring countries in the Western Balkans used as an analytical tool

    This paper examines the European Union\u27s (EU) foreign policy and external actions concerning Kosova, focusing on the EU\u27s evolving role as both a mediator and state-building partner in the Western Balkans. Central to this analysis is the EU’s involvement in facilitating dialogue between Kosova and Serbia, its ongoing support for Kosova’s institutional development, and the broader challenges the EU faces in fostering regional stability and integration. A key element of the EU’s engagement has been its leadership in the BelgradePrishtina Dialogue, a process initiated in 2011 to normalize relations between Kosova and Serbia. The EU has acted as a facilitator, aiming to bridge political divides and promote reconciliation, most recently with the implementation of the Ohrid Agreement in 2023, which marked a significant step forward in the normalization process. In addition to diplomatic efforts, the EU has contributed substantially to state-building in Kosova through missions such as the European Union Rule of Law Mission in Kosova (EULEX). EULEX, launched in 2008, represents the EU’s largest civilian mission, tasked with strengthening the rule of law, judiciary, and police institutions in Kosova. Despite these efforts, the EU faces ongoing challenges, including member state divisions over Kosova’s recognition, regional political instability, and skepticism about EU enlargement. Nonetheless, Kosova remains a crucial element of the EU\u27s strategic interests in the Western Balkans, as peace and integration in the region are essential for European security and cohesion.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
