TESTING SCENARIOS ON THE VIABILITY OF SMALLHOLDING IRRIGATION SCHEMES IN SOUTH AFRICA: A PARTICIPATORY AND INFORMATION-BASED APPROACH
Government smallholder irrigation schemes were developed in former homeland areas of South Africa during the apartheid era. Although experiencing serious financial, technical, and institutional problems, most of them are now earmarked for rehabilitation and transfer to water users' associations. Transfer operators find it difficult to evaluate the potential for viability, then to organize the transfer accordingly. The paper refers to a multi-disciplinary, action-research approach that has been proposed to address such issues. It has been implemented in a case study scheme management, the possible contributions by farmers to cover these costs, the possible charging system to be set up, and finally the impact of certain measures or decisions, or certain farmers' strategies on the financial viability of the scheme. The paper mainly presents and discusses some principles of the approach, especially the need for a sustained and multi-disciplinary partnership during scenario development and discussion, including farmers and transfer operators. Both monarchist and catholic, as well as nostalgic of France before 1789, the writer, in a very often ironic and mischievous style, writes up a very critical chronicle of the failings of democracy and modernity. The Algerian war and especially de Gaulle's return transform his way of writing the papers in a machine of war against the one that he accuses of selling off Algeria and the values of the army. Younger than Jacques Perret, Roland Laudenbach (1921-1991) takes over the editorship of La Table ronde in 1945, stemming from the "Cahiers" of the same name, which are the heirs of a community centre created under Vichy and close to the sociabilities of Action française. As an editor, Roland Laudenbach federates the literary right (les "Hussards") against the existentialism and the review Les Temps modernes. Using the pen name of Michel Braspart, he is also a journalist, a writer and the author among others of Mauvaise carte (1951). The national award in narrative literature and the role of art in democratic Spain (1977 - 2011)
In this dissertation, I examine the history and function(s) of the National Award in Narrative Literature—a prize that is sponsored by the Spanish state—to highlight the role the award has played in the creation of “national cohesion” and therefore in maintaining a specific idea of Spain and of Spanish literature in the democratic period. Although the issuing of the National Award is just one of many practices that informs how the concept of the nation is understood, I argue that it is one of few that allow us to analyze ways in which literature has explicitly contributed to the image of Spain as a multicultural, yet cohesive nation-state.
In order to further explore this idea, I first analyze the rules that have governed the National Award at four different stages in the democratic period to show how the prize has evolved to include a wider variety of author/texts of diverse linguistic and cultural backgrounds than ever before. I then demonstrate how, as one of the more visible literary prizes in the country, the National Award also serves to promote a specific idea of literature as a “high art” worthy of praise. I maintain that it is because literature is viewed as a distinct space, one that is both tied to and distanced from reality, that the idea of a multicultural yet cohesive national literary canon can be sustained. Finally, I also explore the role the National Award plays in promoting democratic values, in general, and active citizenship, in particular. I claim that, in addition to being a practice that benefits the state, the National Award also has the potential to be a platform from which to discuss a wide variety of social issues. In all, I argue that the National Award in Narrative Literature can be read as a powerful metaphor of the limitations and possibilities that nearly thirty-five years of democracy have brought to Spain.Item withdrawn by Mark Zulauf ([email protected]) on 2012-07-04T14:30:37Z

Meant as an introduction to research on enunciation (according to E. Benveniste) in the Middle Ages, this article underlines the linguistic impact of the orality share implied by the composition or the transmission of the earliest vernacular texts. Those texts are sometimes composed, often dictated by their author to a scribe, and, in ail cases, they are performed by means of a recitation or read aloud to an audience unable to access written documents. A certain number of features, familiar to Romanists, are linked to this mode of transmission, such as double sets of shifters in praesentia (some referring to the act of performance, others coalescing the listeners' time and space with those of the narrated content), the semantic evolution of or, the use of the present as an unmarked tense in a narrative context, or the sudden tense switching.
This article also shows how such features, initially of a linguistic nature, have finally contributed to the building up of the codification of certain literary genres, epic songs (chansons de geste) or, more broadly, fictions.Perret Michèle.
