Inadequate management control in Beninese public enterprises : a problem of coherence between the control mode and the organizational values
Cette thèse porte sur l’inopérance du contrôle de gestion qui est définie comme la déconnexion d’un modèle de ses pratiques réelles. Ce problème empirique nous a paru digne d’intérêt, car le mode de contrôle instauré sous la pression des bailleurs de fonds ne semble pas donner les résultats escomptés, notamment en matière d’influence des comportements. La présente étude vérifie d’abord, par une démarche scientifique de nature essentiellement qualitative que le contrôle de gestion instauré est bien inopérant. Ensuite, ce travail propose une matrice de cohérence entre le mode de contrôle et les valeurs organisationnelles. La thèse revisite ainsi les fondamentaux du mode de contrôle qui apporte un éclairage en mobilisant une typologie orientée sur l’activité – l’individu – l’organisation. La quête d’un caractère opérant conduit à interpréter l’implantation du contrôle de gestion à l’aide des théories institutionnelles. Ce cadre repose sur l’idée selon laquelle, l’institutionnalisation est le processus de reconnaissance formelle d’une manière de faire, de son incorporation dans les pratiques quotidiennes et nécessite non seulement les normes, les pratiques mais surtout les valeurs organisationnelles. Les résultats montrent une institutionnalisation inaboutie que l’horizon de temps ne peut justifier. Le processus d’institutionnalisation du mode de contrôle par les résultats se trouve ainsi bloquer à la théorisation. Ce blocage se comprend car à cette étape, les acteurs ne sont pas convaincus que le contrôle de gestion par les résultats soit la solution irrémédiable au problème posé. Un découplage s’observe ainsi entre les pratiques de ce mode de contrôle et les discours. L’inopérance se comprend encore mieux lorsque les analyses révèlent un problème de cohérence entre le mode de contrôle par les résultats et les valeurs organisationnelles des entreprises publiques béninoises. L’observation des valeurs organisationnelles des entreprises publiques béninoises reposant sur la matrice de cohérence proposée, seraient plus en adéquation avec le contrôle par le clan et la hiérarchie.This thesis deals with the inoperability of management control, which is defined as the disconnection of a model from its real practices. This empirical problem seemed worthy of interest because the mode of control instituted under the pressure of the donors does not seem to give the expected results, especially in terms of influence of behavior. This study first verifies, through a scientific approach of essentially qualitative nature, that the management control introduced is ineffective. Then, this work proposes a coherence matrix between the control mode and the organizational values. The thesis thus revises the fundamentals of the control mode, which sheds light by mobilizing a typology oriented on the activity - the individual - the organization. The quest for an operating character leads to the interpretation of the implementation of management control using institutional theories. This framework is based on the idea that institutionalization is the process of formally recognizing a way of doing things, of incorporating them into daily practices and requires not only norms, practices but above all organizational values. The results show an unfinished institutionalization that the time horizon can not justify. The process of institutionalizing the control mode by the results is thus blocking the theorization. This blocking is understandable because at this stage, the actors are not convinced that the management control by the results is the irremediable solution to the problem. Decoupling is thus observed between the practices of this mode of control and the speeches. Inoperability is even better understood when the analyzes reveal a problem of coherence between the mode of control by the results and the organizational values of the Beninese public enterprises. The observation of the organizational values of Beninese public enterprises based on the proposed coherence matrix would be more in line with the control by the clan and the hierarchy
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Accounting Quality in French Local Government
Les mouvements successifs de décentralisation depuis 1982 soulèvent des exigences nouvelles concernant les comptes publics locaux. Les observations, les réserves et les souhaits des institutions - notamment de la Cour des Comptes - les attentes et les exigences de transparence des citoyens et électeurs obligent dans un contexte financier contraint et de recours croissant à des éléments d’analyse financière à poser la question de la qualité des comptes publics locaux.Dans ce contexte, notre thèse s’applique à cerner la définition de la notion de qualité comptable, à évaluer son niveau, à détecter les espaces de liberté et à proposer de possibles améliorations que les collectivités publiques locales pourraient intégrer dans leurs pratiques.Pour ce faire, dans une première partie, notre recherche doctorale s’applique à étudier la fonction comptable et les systèmes comptables d’après la littérature et la pratique, à noter les évolutions, à relever la porosité des systèmes et les efforts d’intégration d’aspects issus des textes communautaires ou internationaux.Des difficultés ayant été observées dans les modèles généraux, nous mettons en place un modèle d’étude reprenant des comptes spécifiques à savoir les comptes d’attente hors écarts de conversion, les virements internes non soldés et les neutralisations incorrectes de plus ou moins-values.Dans une seconde partie, au niveau descriptif, nous mettons en avant des ajustements fréquents et importants en matière de comptes d’attente, les autres types d’ajustement devenant plus liminaires au fil de la période d’étude ce qui conforte la tendance à une amélioration de la situation. Les ajustements restent, par ailleurs, principalement créditeurs.Ensuite, au niveau logistique les zones de risque apparaissant sont les doublons entre comptes de tiers et comptes d’attente, ainsi que le critère d’exhaustivité des comptes de produits en cas d’ajustement créditeur et des comptes de charges dans le cas d’un ajustement débiteur.Enfin, nous parvenons à proposer des mesures d’anticipation préventive comptable à savoir un meilleur suivi, la possibilité d’évaluer une immobilisation de manière autre que le coût historique en cas d’exploitation de l’immobilisation, le renforcement de l’information comptable rendue disponible sous un format lisible par tout utilisateur, et l’adjonction ou le renforcement d’une clé aléatoire dans les numéros de bordereaux pour remédier aux conséquences d’une éventuelle erreur de saisie.Ainsi, nous parvenons, au fil de notre étude, à un glissement de l’amélioration de la situation vers l’anticipation préventive dans le cadre d’une notion non linéaire et toujours en devenir.Due to the financial context, and to the importance of the use of financial statements for financial analysis: the concern is growing about the quality of underlying data: the financial statements. An effort is made in France in the public sector at a central and local level since 2006.The question of accounting quality in this sector is not so explored in the literature and we developed an adapted framework for assessing the level of accounting quality in French municipalities and its accounting comprehensive risk factor variables. We noticed the magnitude of the adjustments and their heterogeneity. The Logit model that was established helped to build an accounting risk scenario in French municipalities
Financialization and emotional work in nursing care centers : from failure towards medical-financial hybridization
Les Centres de Soins Infirmiers (CSI) sont des structures méconnues, sanitaires de par la lettre mais médico-sociaux de par l’esprit et structurellement fragiles, dont l’exploration en sciences de gestion fait défaut alors qu’ils constituent une alternative précieuse dans un contexte de vieillissement de la population et de tension hospitalière amenant une augmentation du besoin ambulatoire. Cette thèse de doctorat explore l’influence du travail émotionnel sur l’hybridation médico-financière au sein de CSI associatifs engagés dans un processus de financiarisation. Notre étude de cas mobilisant un paradigme épistémologique interprétativiste et une démarche abductive indique que les infirmiers perçoivent les stratégies gestionnaires visant l’efficience financière comme une perturbation de leur exercice professionnel notamment en termes de réalisation de valeurs humanitaires. La rédaction de nos résultats sous une forme dialogique souligne une forte implication émotionnelle des soignants, marquée par des émotions individuelles et collectives négatives intensifiées par un processus de régulation défaillant, empêchant toute perspective d’hybridation. La présente recherche, caractérisant le lien entre le processus de financiarisation et l’émergence d’émotions négatives en CSI, souligne le rôle clé des infirmiers dans le processus d‘hybridation, jusqu’ici négligé. Elle propose, outre une modélisation du processus de défaillance en spirale des CSI, un modèle conceptuel matérialisant l’émergence d’un processus de défaillance émotionnelle empêchant l’hybridation ainsi qu’une voie alternative rendant possible l’hybridation grâce au travail émotionnel de régulation, identifié comme un nouveau levier d’hybridation médico-financière.Nursing Care Centers (NCC) are little-known structures, healthcare facilities by name but medico-social by nature and structurally fragile, whose exploration in management sciences is lacking, despite their being a valuable alternative in the context of an aging population and increasing pressure on hospitals, leading to a rise in the demand for outpatient care. This doctoral thesis explores the influence of emotional labor on the medical-financial hybridization within nonprofit NCCs undergoing a process of financialization. Our case study, grounded in an interpretivist epistemological paradigm and an abductive approach, indicates that nurses perceive management strategies aimed at financial efficiency as disruptive to their professional practice, particularly in terms of fulfilling humanitarian values. The presentation of our findings in a dialogical format highlights the strong emotional involvement of healthcare professionals, marked by intensified negative individual and collective emotions due to a failing regulation process, which hinders any prospects for hybridization. This research, which characterizes the link between financialization and the emergence of negative emotions in CSIs, emphasizes the key role of nurses in the hybridization process —previously neglected—. In addition to modeling the spiral failure process of CSIs, it proposes a conceptual framework that demonstrates the emergence of an emotional breakdown process that prevents hybridization, as well as an alternative pathway that makes hybridization possible through the regulation of emotional labor, identified as a new lever for medical-financial hybridization
The influence of management control on local public performance. A study of the link in the context of the Beninese communes.
Au Bénin, la décentralisation est instituée afin de répondre aux enjeux de développement en introduisant des couches de contrôle pour améliorer la performance, conformément aux principes du New Public Management (NPM) au sens de Hood (1991, 1995),Osborne et Gaebler (1992). Bien que le contrôle de gestion entretienne un dialogue constant avec la performance (Burlaud et Chatelain-Ponroy, 2013), très peu d'études ont examiné ce lien. A cet effet, cette thèse propose de vérifier si une relation de cause à effet peut être établie, en contexte béninois, entre le contrôle de gestion et la performance publique locale.Pour ce faire, deux modèles de recherche sont proposés et testés. Le premier analyse l'impact du package de contrôle de gestion au sens de Malmi et Brown (2008) sur la performance publique locale au sens de Malmquist (1953). Le second analyse l'effet des paradigmes de contrôle et de pilotage au sens de Lorino (1995) et Bessire (2002) sur la même variable expliquée. Pour les 24 communes étudiées, les résultats révèlent un package de contrôle de gestion relativement développé " top-down " avec une amélioration faible et quasi homogène des performances sur la période de 2013 à 2017. Nos résultats mettent également en évidence les effets contrastés des différentes formes de contrôle de gestion sur la performance publique locale.La thèse met aussi en relief les effets pervers du NPM sur la performance publique. Elle soutient ainsi la position des précurseurs du Post NPM, pour qui, le NPM mettrait à l'épreuve l'efficacité et l'efficience, avec les difficultés d'application des nouvelles pratiques managériales, du fait des résistances individuelles et collectives (Van Haeperen, 2012). En substance, si la recherche montre une forte sollicitation des outils et dispositifs de contrôle de gestion, elle met également en évidence la capacité des acteurs communaux à les associer facilement au fait qu'ils sont mis en œuvre dans le but de les aider à mieux gérer et à servir un intérêt général. Il en résulte un usage cérémoniel des outils pour légitimer l'action de la commune plutôt que pour rechercher la performance.In Benin, decentralization is instituted in order to respond to development challenges by introducing layers of control to improve performance, in line with the principles of New Public Management (NPM) as defined by Hood (1991, 1995),Osborne and Gaebler (1992). Although management control maintains a constant dialogue with performance (Burlaud and Chatelain-Ponroy, 2013), very few studies have examined this link. To this end, this thesis proposes to verify whether a cause and effect relationship can be established, in the Beninese context, between management control and local public performance.To this end, two research models are proposed and tested. The first analyzes the impact of the management control set as defined by Malmi and Brown (2008) on local public performance as defined by Malmquist (1953). The second analyzes the effect of control and steering paradigms as defined by Lorino (1995) and Bessire (2002) on the same explained variable. For the 24 communes studied, the results reveal a relatively developed "top-down" management control system with a small and almost homogeneous improvement in performance over the period from 2013 to 2017. Our results also highlight the contrasting effects of different forms of management control on local public performance.The thesis also highlights the perverse effects of NPM on public performance. It thus supports the position of the precursors of the Post NPM, for whom the NPM would put effectiveness and efficiency to the test, with the difficulties of applying new managerial practices, due to individual and collective resistance (Van Haeperen, 2012). In essence, while the research shows a strong demand for management control tools and devices, it also highlights the ability of communal actors to easily associate them with the fact that they are implemented to help them manage better and serve a general interest. The result is a ceremonial use of the tools to legitimize the commune's action rather than to seek performance
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
