What makes paradigms last? A study of defense policy change in Germany and Italy (1989–2022)
No full textPolicy ideas are often crafted in international fora, such as international organisations, multilateral institutions, and high-level summits. However, whether and how ideas will eventually inform policymakers at the domestic level remains an understudied subject. This paper contributes to this debate by tracing the domestic consolidation and eventual erosion of 'Crisis Management', a policy paradigm that emerged after the end of the Cold War and became dominant among NATO members in the 2010s. We investigate Germany and Italy as two case studies that followed two distinct trajectories. Policy elites suddenly adopted the paradigm in Italy and built a broad consensus on it. In Germany, crisis management has emerged lately and remains contested, as the territorial defense has maintained legitimacy among elites. Understanding the mechanisms underpinning such trajectories is the key to uncovering whether a consensus on a new version of territorial defense as a dominant paradigm will consolidate
Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

No full textThis article analyses the implementation of the Italian railway reforms, with a focus on the process of regionalization started in 1997. Indeed, this sector represents a relevant challenge for the Italian legacy in the field, traditionally regulated by the bureaucratic structure of the Italian Railways,,under direct ministerial control since 1905. However, after ten years of implementation, Regions seem to have not yet enough financial resources and administrative capacity to deal with this policy. In addition, the national incumbent (FS) initiated a successful lobbying campaign to restrict the market condition on the regional level in order to protect its own domain. As a result, the regionalization process appears to be dominated by national actors and highly politicized dynamics which undermine the creation of a stable and accountable regulatory framework
Industrial policies at a time of liberalization: the internationalization of European transport enterprises
No full textFor more than three decades, European institutions have been committed to opening up the markets of public services, which were traditionally managed under monopolistic arrangements within each member state. The internationalization of firms previously operating in this sector is a phenomenon that will reshape the relationships between national governments and national industry. The creation of a comparative advantage in these markets is thus emerging as a crucial issue within each national political economy. While many scholars have emphasized the role of mercantilist strategies as the most prominent strategy for the creation of national champions, others have suggested that market-building and the pursuit of industrial goals may be self-reinforcing. Adopting a firm-level analysis of the EU market for public transport, this article adds empirical evidence to the debate on the relationship between regulation and industrial policy. Points for practitioners This article describes the evolution of 13 European firms operating in the fields of infrastructure management and public transport services. It tries to assess the linkage between national policy styles and concrete policy outcomes at the sectorial level. Three kinds of practitioners may benefit from the knowledge of these case studies. (1) Policy-makers might have a wider understanding of the impact of regulation on firms' strategies and the potential trade-offs related to this connection. (2) Managers might benefit from a deeper knowledge of the different national approaches to regulatory issues. (3) Stakeholders might increase their awareness of the complex mechanisms operating behind privatization processes
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. No full textThis article contributes to the study of interest group focusing on transport policy. After a short description of groups' evolution over time, the article tries to assess the influence of these organizations on the whole policy. To do so, it looks both at structural and behavioural features. Among the former, membership, number of offices, employees and revenues are considered. These indicators provide an idea of the amount of organizational resources at disposal of each group. Furthermore, groups' strategies are considered, with attention to direct and indirect modes of mobilization. Finally, three law-making processes in the field of transport have been described. The three narratives aim at singling out groups' resources and strategies in action, and to assess their influence on actual policy making
