Ovidius University Annals of Chemistry Analele Universitatii "Ovidius" Constanta - Seria Chimie
The journal was founded in 1990 by the staff of Engineering Faculty; in the first number the papers being published in either Romanian or English language from all fields of engineering: chemistry, mechanical and constructions. Starting from 1991 Chemistry Series have been separately edited and published in Romanian language with abstract in English, and from 1993 all the papers have been published only in English.
The journal is a Category B+ journal in the CNCS classification.
Starting from 2008 the journal has been evaluated and found suitable for coverage in Chemical Abstracts, and from 2009 the journal is indexed in Index Copernicus and the frequency is 2 issues per year from 2005.
“Ovidius University Annals of Chemistry” appears in two issues per year and publish reviewed original unpublished papers in all branches of fundamental and applied chemistry: inorganic, organic, analytical, food, biochemistry, physical chemistry, petroleum technology, chemical process engineering, environmental protection technologies, education in chemistry and environment protection. Control of microbial contamination in drinking water from microfiltering dispensers by dialysis ultrafilters
Abstract. Tap water filtering devices are widely employed to improve odor and taste of tap water, or to obtain refrigerated or sparkling drinking water. The presence of disinfectants-resistant bacteria in tap water is responsible of the biofilm formation inside tubes and tanks. The consequent contamination of dispensed water is a well-known hygiene problem because of the quite constant presence of potentially pathogenic bacteria likes P. aeruginosa. In this study, we tested the technical feasibility and effectiveness of the addition to different commercial devices of a packaged polysulphone fibers filter. We aimed to find a simple solution to implement the quality of the delivered water. Water contamination levels were determined in a wide selection of microfiltered water dispensers and we selected among them a representative group of 10 devices, new or in use. The packaged ultrafilter was introduced in about half of them, to monitor, when possible, in parallel the contamination levels and flow rate of a couple of identical units, with and without the filter. The placement of the dialysis filters resulted feasible at different positions along the water circuits of the variously designed filtration units. Delivered water resulted completely free from bacteria when the filter was placed exactly at, or very close to, the outlet in spite of the inner surfaces contamination. This performance was not obtained in presence of a more or less long tract of water circuits downstream the ultrafilter: a significant but not complete reduction of the plate count numbers was observed. The filters worked in continue over the whole study period, ten months, showing exactly the same efficiency. Moreover, the flow rate in presence of the filter was quite unaffected. The addition of this kind of filter to already in use water dispensers was technically easy, and its use can be recommended in all cases a simple but reliable water sanitization is requested
The management and exploitation of naturally light-emitting bacteria as a flexible analytical tool: A tutorial
Conventional detection of toxic contaminants on surfaces, in food, and in the environment takes time. Current analytical approaches to chemical detection can be of limited utility due to long detection times, high costs, and the need for a laboratory and trained personnel. A non-specific but easy, rapid, and inexpensive screening test can be useful to quickly classify a specimen as toxic or non toxic, so prompt appropriate measures can be taken, exactly where required. The bioluminescent bacteria-based tests meet all these characteristics. Bioluminescence methods are extremely attractive because of their high sensitivity, speed, ease of implementation, and statistical significance. They are usually sensitive enough to detect the majority of pollutants toxic to humans and mammals. This tutorial provides practical guidelines for isolating, cultivating, and exploiting marine bioluminescent bacteria as a simple and versatile analytical tool. Although mostly applied for aqueous phase sample and organic extracts, the test can also be conducted directly on soil and sediment samples so as to reflect the true toxicity due to the bioavailability fraction. Because tests can be performed with freeze-dried cell preparations, they could make a major contribution to field screening activity. They can be easily conducted in a mobile environmental laboratory and may be adaptable to miniaturized field instruments and field test kits
APPLICAZIONE DEI LIMITI DI LEGGE PER IL TASSO ALCOLEMICO: INTERPRETAZIONE ANALITICO-FORENSE LEGAL LIMITS FOR THE ALCOHOL RATE: ANALYTICAL-FORENSIC INTERPRETATION
Summary/Riassunto
The aim of this work is to clarify some aspects that should allow an interpretation of the
analytical data unique, shared and accepted by the community as obtained through statisticalmathematical
tools (chemometric) essential in the expression and interpretation of any
measurements. There is objectively a difficulty of communication between scientists and jurists
when applying regulations involving the use of statistical and mathematical tools: literature is filled
by several lawsuits resulting from this difficulty; it being understood the right of defense that a
party has, however, you need to put a fundamental point on certain aspects (numeric, and therefore
objective) that should not be matter for discussion anymore.
Regarding the breathalyzer, it is already accepted the conversion constant between the
concentration of ethanol in exhaled air and blood concentration: for such constant, regardless of
how it can be scientifically shareable its interpretation, during a judicial procedure no objection is admissible. But, about the verification of exceeding the legal limits, are still needed to establish an
indisputable method, which must take into account all the law prescriptions: both the established
limits, both the measurement uncertainties associated with the breathalyzer.
This paper aims to highlight how, once the analytical result expressed in the correct form
(significant digits, uncertainty, etc.), you can beyond any reasonable doubt compare the limit values
to express an objective and unequivocal judgment of compliance to the norm.
Lo scopo della presente riflessione è chiarire alcuni aspetti che dovrebbero permettere
un'interpretazione del dato analitico unica, condivisa e da tutti accettata in quanto ottenuta
attraverso strumenti statistico-matematici (chemiometrici) essenziali nell'espressione ed
interpretazione di qualsiasi misurazione tecnica. Esiste obiettivamente una difficoltà di
comunicazione tra Scienziati e Giuristi quando si applicano normative che comportano l’uso di
strumenti statistici e matematici: numerose cause derivanti da tale difficoltà riempiono la
letteratura giudiziaria; fermo restando il diritto di difesa che una controparte ha, è necessario però
porre un punto fermo su certi aspetti (numerici, e quindi oggettivi) che non dovrebbero più essere
motivo di discussione.
Nel caso dell’etilometro, si è già posto un punto fermo nell’utilizzo della costante di
conversione tra concentrazione di etanolo nell’aria espirata e concentrazione nel sangue: per tale
costante, indipendentemente da quanto possa essere scientificamente condivisibile una sua
interpretazione, in sede dibattimentale non viene più ammessa alcuna contestazione. Ma per quanto
riguarda la verifica del superamento dei limiti di legge c’è ancora bisogno di stabilire un metodo
incontestabile, che deve tenere conto di tutte le indicazioni della legge: sia i limiti stabiliti, sia le
incertezze di misura associate alle misure effettuate su persone soggette a controlli mediante
etilometro.
Nel presente lavoro si vuole mettere in luce come, una volta espresso il risultato analitico nella
forma corretta (cifre significative, incertezza, etc.), si può oltre ogni ragionevole dubbio confrontarlo con i valori-limite per esprimere un oggettivo ed inequivocabile giudizio di conformità

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
TOX-OER: learning Toxicology through Open Educational Resources (Erasmus+ KA2 Strategic Partnership 2015)
In “Bucharest Communication”, 2012, European Higher Education Area, Ministerial Conference, it was stated: “We reiterate our commitment to promote student-centred learning in higher education, characterised by innovative methods of teaching that involve students as active participants in their own learning”. This project (TOX-OER) faces this principle joining as partners Universities and research centers from 7 European States, with high level of knowledge and skills in subdisciplines of Toxicology. This is a transversal science in human and environmental health, society well-being and economy, being part of high-education curricula in Pharmacy, Human and Veterinary Medicine, Environmental Engineering, Biology, Law/Regulation and Forensic Sciences. The profile of partners is adequate to the project needs, to transfer the scientific expertise from one to the other partners, to improve their scientific knowledge and skills, and to strengthen the educational offer and quality among the participating Universities.
This project aims to enhancing digital integration in learning, teaching, training and youth work at various levels by developing scientific, pedagogical, informative and formative materials in Toxicology (ICT-BASED), in their specialized field, which will be available both to all partners and through OPEN EDUCATIONAL RESOURCES (OER). The preparation of unified studying materials by experts on different areas will increase the quality of learning. Noteworthy, in this project, it will be design an international MOOC on Toxicology. To carry out the MOOC customization and implementation we have figured out five stages: syllabus; open Source MOOC platform; OER module creation; certifications and credit recognizable; harmonization of the OERs. This MOOC will be translated in all partner-country languages (Spanish, Portuguese, Italian, Romanian, Czech, Bulgarian and Finnish) and potentially addressed to a plurality of target groups with different learning needs. Furthermore, it will be created conditions to recognize and certify the learning outcomes carried out by participants through the Toxicology MOOC fruition. This makes this material available to Europeans and also to South America and Africa people. Of note, the OER could be used in the Lifelong Learning scenario, being useful in long distance teaching in diverse social, economic and cultural contexts and reaching AUDIENCES OF DISADVANTAGED BACKGROUNDS. Thus, due to the lack of European MOOCs in Toxicology, the OER and the MOOCs resulting from this project will be fundamental resources to improve the access of learning, the active learning, the virtual and blended mobility. All the material will remain available even after project end.
The different target groups that will be reached and will benefit from this project are: a) staff of the consortium, benefiting of the various tools (like distance learning); b) scholars, undergraduate students, PhD students, post-docs of programs related to pharmacy, medicine, environmental protection, food safety, and forensic; c) interested professionals in the field: environment biologists and engineers, food and health professionals, authorities and police forces. Participation in scientific meetings and seminars and publication of the achievable tools in Toxicology journals will allow to disseminate the outcomes of the project in the academic environment. Toxicology is also important for general community as basic knowledge of the field can prevent risks associated to chemical exposure at home, in workplace and open environment, to drugs, “medicinal” plants, and drugs of abuse.
As methodology, communication between partners will be through physical meetings and virtual meetings (IT tools) will be held every three months and whenever necessary. Four full partnership meetings will be carried out, one at the beginning of the project in Salamanca for the scientific discussion of the toxicological themes, to be presented by the involved partners in workshops open to students and professors. Also, intensive learning courses will enable direct contact between interested students and experts in the selected fields of Toxicology. Two other interim meetings will be held in Bologna and Králové before the final meeting in Porto to prepare the final report of the project. This final meeting will include an open session to the community in order to share the outputs of the project and to discuss the pedagogical and scientific improvements with recognized experts in the area. The results will be used to prepare a future Join Master among the partners. In fact, after this project it is expected to increase the number of students interested in the courses related with Toxicology

Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
