    Quality is the difference between the expectations and the reality of customers for the service they receive. One of the main tasks of the government is to provide services to fulfill the wants and needs of the community. This research describes the quality of service for obtaining SIUP in the Departement of Invesment and Integrated Services One Door City of Medan. This study is motivated by the impression that the government bureaucracy in providing services is slow. To assist the community in the service process, the Minister of Home Affairs issued Regulation of the Minister of Home Affairs issued a Regulation of the Mayor of Medan No. 69 of 2017 concerning Guidelines for One Door Services so that services can run effectively and prime. The method used in this study is descriptive qualitative, using indicators presented by Zeithaml. Parasuraman & Berry such as Tangible, Reliability, Responsiveness, Assurance, Emphaty and also accountability as an indicator to measure how far the results of quality of public service has been done. Quality of public services in the issuance of SIUP in the Department of Investment and Integrated Services One Door city of Medan, can be said to have met the dimensions or any benchmark on the theory that the author uses. Although the implementation has not been maximal, as in the performance of public services in the issuance of SIUP which sometimes the time of issuance is not in accordance with the SOP that has been set, andsloww staff respon.Kualitas adalah seberapa jauh perbedaan antara harapan dan kenyataan para pelanggan atas layanan yang mereka terima. Salah satu tugas pokok pemerintah adalah memberikan pelayanan untuk pemenuhan keinginan dan kebutuhan masyarakat. Penelitian ini mendeskripsikan tentang Kualitas Pelayanan Untuk memperoleh SIUP Pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu. Kajian ini dilatar belakangi dengan kesan birokrasi pemerintahan dalam memberikan pelayanan yang lamban. Untuk membantu masyarakat dalam proses pelayanan maka Mendagri mengeluarkan Peraturan Wali Kota Medan No.69 Tahun 2017 tentang Pedoman Pelayanan Terpadu Satu Pintu agar pelayanan dapat berjalan efektif dan prima. Metode yang digunakan pada penelitian ini adalah deskriptif kualitatif, dengan menggunakan indikator-indikator yang dikemukakan oleh Zeithaml. Parasuraman & Berry seperti Kehandalan, Bukti Fisik, Ketanggapan, Jaminan, dan Empati sebagai indikator untuk mengukur sejauh mana kualitas pelayanan telah terlaksana.     lobal Warming is a concern of the world today due to the phenomenon of significant climate change felt by the world's population. One of the phenomena that occurs is poor air quality. Based on various reports on environmental conditions, air quality is the second highest cause of death in the world. Various methods have been discussed in dealing with this phenomenon, one of the methods that has been implemented is the improvement of energy use in the transport system to renewable energy such as electric buses. The problem that exists in achieving the objectives of the method is how the community responds to the services provided by the government in this renewable transport system. This study aims to see and provide empirical results regarding the effect of service quality from the Medan City Transportation Office on the interest of the Medan city community in electric bus transportation services. The theory used in this study, on variable X using Service Quality (SERVQUAL) from Parasuraman and on variable Y using The Planned Behaviour from Icek Ajzen. The method used is quantitative method with associative research type. The research respondents were 89 (eighty-nine) people from the people of Medan city who used electric buses. Data collection techniques using questionnaires and field observations. The data analysis used includes validity test, reliability test, descriptive statistical analysis test, normality test, linearity test, and hypothesis testing using simple linear regression test, correlation coefficient test (r test), determination coefficient test (r2) and partial significance test (t test). Processing of this questionnaire data using SPSS version 26 software. The results showed that there is a positive relationship between service quality and public interest. The results of the linear test with a value of 0.156 which means that there is a linear relationship between variables X and Y. The results of the simple linear regression test of the service quality variable (X) with a regression coefficient value (b) of 0.422, the constant value (a) of 8.186. The result of the correlation coefficient (r test) is 0.873 and the coefficient of determination test is 0.762 which can be concluded that the two results are included in a very strong relationship, and based on the results of the coefficient of determination test, there is an influence of the service quality variable (X) on public interest (Y) of 76.2%.139 PagesSkripsi Sarjan

    Non-cash program assistance is a form of assistance provided to the people of Indonesia in the form of non-cash to assist the community in making ends meet, especially in Nangka Village, Binjai City. However, in reality there are still problems where the distribution of assistance is uneven and not routine to the community. This shows that there are obstacles in the implementation of BPNT. This study aims to describe and examine the implementation of the BPNT Program in the Nangka Village. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out using interviews, observation, documentation, and literature techniques. The data were analyzed qualitatively using the implementation model of George Edward III which included communication, resources, dispositions, and bureaucratic structures. The results of the research show that the BPNT Program has been communicated to the public in a clear, easy to understand, and consistent manner through face-to-face methods and posters. Resources have also supported both in terms of facilities and the people on duty. In addition, the community and local government are able to understand the mechanism for distributing aid properly which is based on the legal basis of the BPNT Program. It's just that the commitment or attitude of the local government is still not optimal because they are only waiting for the attitude of the central government in responding to existing problems.     ABSTRACT Homeless and beggars are a problem that must be faced by the government, especially the Medan City Social Service, because homeless people have been considered an easy profession, and have even acted criminally and disturbed the comfort of the community, such as disturbing drivers by scratching car windows. This is a task of the Medan City Government to control homeless and beggars in the city of Medan. The purpose of the study was to determine the extent of the Implementation of Medan City Regional Regulation Number 6 of 2003 and what factors hinder its Implementation. The method used is a qualitative method, the researcher uses Edward III's Implementation theory which states that implementation factors consist of communication, resources, disposition, and bureaucratic structure. The results of the researcher's research are that the Social Service has carried out its duties in accordance with the theory used by the researcher, but it has not been maximized and there are obstacles faced, namely the lack of awareness of the community in giving something and seen from the resource factor, there is still a lack of facilities and infrastructure in implementing the implementation, such as the absence of shelters and the lack of patrol cars owned. The Medan City Social Service should request a revision of Regional Regulation No. 6 of 2003, so that it is more effective and rational in responding to the problems of beggars in the city of Medan and can immediately meet the needs of facilities and infrastructure so that the implementation runs as expected.     This study was conducted to determine the Implementation of the Decree of the Board of Directors of PT Pos Indonesia (Persero) Number KD.013 / DIRUT/0320 concerning Agenpos in the Perspective of Good Corporate Governance (GCG) at PT Pos Indonesia Regional I Medan which is still not maximized in its development. The study was conducted because previously there were several obstacles that occurred at Agenpos which caused postal services to be slow and less than optimal, including operational needs that had to be met by Agenpos themselves, a system that sometimes crashed, the elimination of ordinary package delivery commissions from 5% to 0%, competitors around Agenpos, lack of attention and protection from Agenpos owners and Post Office management so that it would affect the results of services to the community. As an extension of PT Pos Indonesia, Agenpos also implements Good Corporate Governance. This research was conducted at 5 Agenpos namely Agenpos Setiabudi Estate, Agenpos Setiabud Center, Agenpos Medan Tasbi, Agenpos OMJ Johor and Agenpos Ngumban Surbakti. Through this research, it can be seen that based on the Communication aspect, namely when delivering information on Agenpos regulations, from the 5 locations studied, there are 3 Agenpos that do not socialize to Agenpos employees so that only Agenpos owners know the contents of Agenpos regulations and when PT Pos Indonesia checks the Agenpos they cannot explain in detail. Then in the Resources aspect, based on this aspect of the 5 Agenpos locations studied, there is 1 Agenpos that is still lacking in the completeness of work equipment. In addition, there are still frequent delays in package pickup and a lack of innovation in the latest services to promote postal agents either through brochures or digital media. Furthermore, for the Attitude aspect, in this aspect it was still found that 3 Agenpos out of 5 Agenpos that were examined were still lacking in attention and protection from the direct Agenpos owners, so that in carrying out their performance Agenpos was not good because only their employees worked at Agenpos outlets and when problems occurred at Agenpos outlets, the employees only waited for action from the Agenpos owners. Then then in the last aspect, namely the Bureaucratic Structure aspect, based on this aspect there are still Agenpos that only open one service, such as only online payment services. Based on the Agenpos SOP and existing Agenpos regulations, Agenpos outlets should serve and open postal services in the form of online payments such as e-money, electricity & water bills, selling postal goods and sending goods packages.     The Office of Religious Affairs (KUA) is a government agency that carries out the duties and functions of the Ministry of Religion in the religious field, whose main function is to provide services to the community in the surrounding environment in terms of religious guidance and services. In the process of its service, KUA (Office of Religious Affairs) as a government agency documents all activities it carries out, including the process of registering marriages. The KUA (Religious Affairs Office) Medan Petisah Sub-district which is the object of the case study in this study has used the online SIMKAH (Marriage Management Information System) application as a marriage registration service. This study aims to determine how the Implementation of Online Marriage Management Information System (SIMKAH) at the Office of Religious Affairs, Medan Petisah District, Medan City. The research method used is descriptive research method with a qualitative approach. Data collection techniques were carried out by interviewing, observing and recording documents related to online SIMKAH. The data obtained is then analyzed qualitatively by examining all the data that has been collected which is supported by the results of interviews with the Edward III policy implementation model theory approach which suggests that the success of a policy is influenced by the variables of communication, resources, disposition, and bureaucratic structure. Ujung Padang Village is one of the villages located in Aek Natas District, North Labuhan Batu Regency, generally the people in this village work as farmers and livestock breeders. Ujung Padang Village Head Regulation Number 2 of 2024 concerning the Mechanism and Distribution of Village Food and Animal Security Sourced from Village Funds, by budgeting 20% of the Village Fund Ceiling to implement the food and animal security program in Ujung Padang Village, in the form of providing assistance for pigs and goats and cattle. which is given by the government to increase the income of the community in Ujung Padang Village. The research method used in this study is descriptive research with a qualitative approach. Data collection was carried out using interview, observation, and documentation techniques. The data obtained were analyzed qualitatively with the program effectiveness theory approach by Budiani, including Program Target Accuracy, Program Socialization, Program Objectives and Program Monitoring. The results of the study indicate that the accuracy of the target of the livestock assistance program in Ujung Padang Village is still not fully on target, community involvement in planning is still low and the process of identifying target recipients of livestock assistance is still not in accordance with the criteria, then Socialization is carried out through Village Deliberations, but due to lack of coordination, information is not conveyed evenly and there are still residents who do not know or cannot access the livestock assistance program implemented by the village government, for Achievement of Objectives, the implementation of the livestock assistance program has not been achieved in accordance with the predetermined objectives because the program implementation mechanism is often ignored and supervision of the livestock provided is very minimal. In addition, the lack of periodic monitoring and evaluation from the Village Government, causes livestock deaths and hampers livestock development, in addition, the community cannot use it properly according to the program's objectives which results in the program not running effectively.165 PagesSkripsi Sarjan

While the work environment is a state of the physical environment and non-physical environment that is able to influence employees in carrying out their duties in order to achieve organizational goals. This study aims to determine and analyze the influence of the management information system through the SIPANDU MEDAN application and the work environment on employee performance in DPMPTSP Medan City. The research method used in this research is associative research with a quantitative approach. Data collection techniques were carried out by distributing questionnaires, observation, and literature study. The sample of this research is 37 employee respondents who use the SIPANDU MEDAN application. From the research results, it can be seen that the management information system and work environment variables simultaneously have a significant and positive effect on employee performance. Evidenced by the value of Fcount (33,48) ˃ Ftable (3,27) and α of 0,00 ˂ 0,05. The management information system partially has a significant and positive effect on employee performance with tcount (2,294) ˃ ttable (2,032) and α of 0,03 ˂ 0,05.     Government procurement of goods and services is a government activity to obtain goods and services from providers with the aim of providing equipment and supplies for government agencies and providing public facilities to the community. However, in its implementation, procurement activities experience irregularities in the implementation process. The Karo Regency Public Works and Spatial Planning Office received an Opinion Report from the North Sumatra Provincial Representative of the Supreme Audit Agency in 2022 regarding volume shortages on 11 construction work packages which indicated problems during the procurement process. This study aims to describe in detail the accountability of online procurement of government goods and services at the Public Works and Spatial Planning Office of Karo Regency. The research method used in this research is descriptive research with a qualitative approach. Data collection was carried out using interview, observation, and documentation techniques. The data obtained were analyzed qualitatively using Koppel's (2005: 96) theoretical approach including five dimensions of accountability, namely transparency, liability, control, responsibility, and responsiveness. The results of the study indicate that the accountability of the implementation of online government procurement activities at the Public Works and Spatial Planning Office of Karo Regency is not optimal because the procurement of goods and services carried out has not conducted regular field supervision when the procurement is being carried out by the provider. Although the agency has carried out its responsibilities in providing procurement information disclosure to the public, being responsive to community needs for the facilities needed, and providing sanctions for any procurement irregularities, field visits are an important part of avoiding problems of irregularities in the procurement of goods and services.158 PagesSkripsi Sarjan

Some of the roles of the Bina Marga Bina Construction Water Resources Service are the preparation of materials for carrying out reviews of park development, reforestation. , and nurseries, preparing implementation materials for preparing procedures, standards and criteria for the use and management of fields, green open spaces, recreation parks, sports fields, greening, urban forests and nurseries, preparing materials for coordinating the needs for park facilities and infrastructure, greening and nursery. The method used is a descriptive method with a qualitative approach. In researching, researchers conducted interviews with informants from the Medan City Bina Marga and Construction Water Resources Service. Researchers also conducted interviews with the people of Medan City. Then observations, documentation and literature studies were also carried out at the Medan City Bina Marga Water Resources Service and Construction Department to answer research problems. To check the validity of the data, source triangulation techniques and techniques are used, namely comparing several sources and data collection techniques. The findings in the research field concluded that the role of the Medan City Water Resources Department for Construction Development in the Development of Parks as Green Open Spaces in the City of Medan has done its job well, although not yet optimally because it requires time and land to develop and expand green open space which is still lacking.
