    The Café-Concert as an object of study has tended to attract the interest of art rather than theatre historians, despite the fact that it was the major form of popular entertainment in France during the nineteenth century. Similar but not identical to the English music hall of the same period, the Café-Concert produced a number of stars of national importance, a large majority of whom were women. Through the writings of journalists and commentators of the period, this article explores how these female performers were perceived and constructed as objects of the public gaze. The author, Geraldine Harris, is a Lecturer in Theatre Studies at the University of Lancaster, with interests in both popular and feminist theatre

    The Political Economy of India’s Fiscal Federal System and its Reform

    This article examines recent and potential reforms in India’s fiscal federal system. We summarize key federal institutions in India, including tax and expenditure assignments, and mechanisms for Center-state transfers. We discuss the institutional process by which reforms can and do take place, including the role of academics, political influences, and especially institutions such as the Finance Commission. In contrast to the past, recent commissions have played a greater role in articulating an agenda for fiscal federal reform, which then proceeds through political bargaining. This change has taken place in the context of, and been influenced by, broader economic reform in India.intergovernmental transfers; economic reform; federalism; regional inequalities

    On this month's episode I discuss the recent book Beyond Unwanted Sound: Noise, Affect and Aesthetic Moralism with its author, Marie Thompson. We discuss different conceptions of 'noise', as anti-music or the cacophony of industrial society, competing theories of noise and Marie's powerful argument that noise is neither inherently bothersome nor transgressive. We end by discussing some of the musicians and sound artists that Marie argues transcend the dominant morality by which noise is related to.</p
