A Decision Support Methodology to Foster Renewable Energy Communities in the Municipal Urban Plan
Renewable Energy Communities (RECs) represent a possible solution to facilitate the transition to carbon neutrality and reduce energy poverty in urban areas. Although the topic has received little attention from urban planning scholars and practitioners, they can make a significant contribution in the enhancement of RECs. To this end, this article proposes a methodology that allows identifying priority urban areas where the Municipal Urban Plan can incentivize RECs’ establishment. These areas are spatially identified where a minimization of the constraints on RECs’ formation and a maximization of their energy and social benefits are expected. The application of the proposed methodology to an Italian municipal area where the Plan is being drawn up is presented. The obtained results show how priority areas can be found both in the urban center and in rural areas, suggesting that urban planning can encourage different REC configurations, depending on the settlement fabric and land use, as well as the number of buildings to be clustered and potential leaders who can lead the community development process

Diversi Atenei si sono attivati negli ultimi anni proponendo sistemi di valutazione delle pubblicazioni basati su diversi criteri, spesso disomogenei da sede a sede. Rispetto a questa situazione disarticolata, l’approvazione da parte del CUN degli “Indicatori di attività scientifica e di ricerca” avvenuta nel dicembre 2008 ha costituito un’importante opportunità di confronto e di riflessione per tutte le aree disciplinari.

A Methodology Based on GIS-BIM Integration to Evaluate Energy Efficiency at Urban Scale
Strengthening the energy efficiency of residential buildings brings numerous benefits, not only for the reduction of GHG emissions in urban areas, but also for the fight against energy poverty, which appears to be dramatically increasing. However, still little importance is attributed to efficiency on an urban scale, rather than on individual buildings, while an effective strategy is to start from the most energy-intensive neighbourhoods. The aim of this work is to propose a methodology for evaluating the energy efficiency of residential buildings on an urban scale, in the Italian geographical context, for urban planning purposes. To this end, in the absence of open data for the estimation of the buildings energy performance, a bottom-up approach is proposed that exploits the technological advances offered by GIS and BIM software, requesting input data normally available in urban planning processes. The proposed methodology is applied to the case study of Pagani, a municipality in Campania Region, Italy, showing the applicative potential of the proposed model in highly urbanized contexts, where facing the challenge of the energy transition is of absolute urgency

A Preliminary Model for Promoting Energy Communities in Urban Planning
Renewable energy communities (REC) represent an important opportunity to promote the use of energy from renewable sources and the buildings efficiency, to reduce greenhouse gas emissions and, more generally, to combat energy poverty, exacerbated by the recent pandemic and rising energy prices. Although the topic of energy communities is still little explored in municipal planning, the latter can make a significant contribution in their promotion. The aim of this work is the definition of a preliminary model for the construction of a priority areas map, in which to plan the development of REC on an infra-urban scale, in the Italian geographical context. This map makes it possible to identify critical urban areas both in terms of energy performance and income vulnerability, in order to maximize the benefits brought by the REC establishment, with particular reference to the reduction of energy poverty.
