Akteure, Netzwerke und Transferprozesse der bundesdeutschen Polizeihilfe für Guatemala (1986-1991)
Im Zuge der demokratischen Öffnung Guatemalas begann sich die Bundesrepublik Deutschland ab 1986 mit umfangreichen Ausrüstungslieferungen und Ausbildungsprogrammen an der Reform der berüchtigten Polizei Guatemalas zu beteiligen. Die Ziele dieser sogenannten Polizeihilfe, Professionalisierung und Rechtsstaatsbindung der Polizei, wurden jedoch nicht erreicht und die Kooperation nach Menschenrechtsverletzungen guatemaltekischer Sicherheitskräfte 1991 abgebrochen. Gestützt auf erstmals ausgewertetes Archivmaterial und Interviews analysiert Fabian Bennewitz die Aushandlungsprozesse, die zum Scheitern der Transferbemühungen führten. Indem die Studie den Verlauf der Transfers aus einer transnationalen und relationalen Perspektive rekonstruiert, bietet sie Einblicke in die oft schwer greifbaren Dynamiken entwicklungspolitischer Projekte.In 1986, in the course of Guatemala’s democratic opening, the Federal Republic of Germany launched an extensive police assistance project to help reform the country’s notorious police forces. Equipment deliveries and training programs were intended to move the Guatemalan police forces towards democratic policing principles and rule of law standards. By 1991, however, non of these goals had been achieved. After continuous human rights violations by Guatemala security forces, the cooperation was terminated. Drawing on interviews and new archival sources, Fabian Bennewitz analyzes the negotiation processes that ultimately led to the failure of the project’s transfer efforts. By reconstructing the highly contingent unfolding of the cooperation from a transnational and relational perspective, the author offers insights into the often elusive dynamics of development projects
Time Between Spaces: The Black Atlantic and the Recent Historiography of Slavery in Brazil
This dissertation advances the sketch of a metaphorical model of long-term Historical time based on the idea of fractal spatiality as outlined by Paul Gilroy in his Black Atlantic – Modernity and Double Consciousness (1993). This task is carried out by combining aesthetics and analytical philosophy of History with post-colonial theory so as to perform a semantic exploration of the disciplinary vocabulary of History understood as social science. An exploration that, stemming from a reflection upon colonial slavery unfolded in the form of a review of the recent Brazilian historiographical production about the issue, deploys discursive strategies and analytical tools—such as diasporic time, Synchronisierung, rethoricity, etc.—that express a distinctive concern with an interpellation of the (excesses) of Eurocentrism, which is here depicted with an accent in its phallogocentric and racist axis. What results from this analysis is presented in the conclusion (Time Between Spaces: fractal spatiality and long-term Historical time), a theoretical effort that, by assuming the semblance of a mirrored dialogue with Fernand Braudel’s longue durée, spells out its own political-epistemological consequences and faces thus its limits
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Bajo la óptica de una reconstrucción histórica del modelo de aprendizaje de las Farc-EP de 1950 a 2018 se observó la presencia de cuatro generaciones (los colonos fundadores, los revolucionarios profesionales, los raspachines/universitarios y los farianos por la paz) las cuales fueron sumando elementos al modelo mixto de aprendizaje, esto es, de carácter militar, tradicional (o bancario) y de educación popular. De tal modo que se percató una continuidad del modelo ( o vida-escuela) amparada por los Documentos constitutivos de la organización y el liderazgo de los comandantes, pero a la vez la presencia de nuevos elementos de cambio en relación con las características sociales, políticas, culturales y personales de los integrantes de las generaciones
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Als napoleonische Truppen 80 in Lissabon einmarschierten, segelte der portugiesische Monarch João (VI) samt 5.000 Personen im Gefolge gen Brasilien. Rio de Janeiro wurde zum Zentrum des portugiesischen Reiches, es kam zu einer „Umkehrung“ des Verhältnisses von Mutterland und Kolonie. Dieser Aufsatz beleuchtet zunächst die geopolitischen und kulturellen Voraussetzungen dafür, dass die portugiesische politische Elite mit relativer Leichtigkeit ihren Sitz in Europa zugunsten einer neuen Hauptstadt in den Tropen verlassen konnte. Danach werden auf der Basis von Polizeidokumenten jene Herrschaftspraktiken analysiert, die aus der Kolonialstadt eine imperiale Hauptstadt machen sollten. Hierbei fungierten europäische Verhältnisse als Vorbild. Deutlich wird aber auch, dass die in Europa geltenden Standards – je nach politischer Lage und ökonomischen Interessen – stark an die Begebenheiten in Brasilien angepasst werden konnten

Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
sophisticated methods
