    Geoffrey Hodgson has recently published a book where he wonders why heterodox economics seems to thrive while at the same time losing ground within the most prestigious universities. Although Hodgson considers himself to be a heterodox economist, he complains about the way heterodoxy has been defined by some of its most active thinkers, in particular Frederic Lee and Tony Lawson. Hodgson believes that heterodox economics should be defined neither by a left-leaning ideology nor by critical realism. He argues that too much energy has been devoted to the study of macroeconomics by the Marxist and post-Keynesian brands of heterodox economics, as they left aside what he believes to be the crucial issue of microeconomic behaviour which can be found in behavioural and evolutionary economics. Hodgson further argues that what he considers to be the decline in the impact of heterodox economics is partly due to a lack of quality control.     In this article, we seek to present complementarities between the main theoretical-analytical categories, approached by Thorstein Veblen and Geoffrey Hodgson, representatives, respectively, of Old North American Institucionalism and Neo-Institucionalism. Particular emphasis is given to institutionalist criticism concerning approaches that advocate the supremacy of the structure over the individual or of the individual over the structure. The alternative proposed by the authors above suggest that both individual can modify existing institutions, and the institutions themselves can affect individual preferences. Habits of thought and behavior emerge as a fundamental category in understanding this alternative proposal.Neste artigo, busca-se apresentar complementariedades entre as principais categorias teórica-analíticas, abordadas por Thorstein Veblen e Geoffrey Hodgson, representantes, respectivamente, do Antigo Institucionalismo norte-americano e do Neo-Institucionalismo. Particular ênfase é dada à crítica institucionalista, no que se refere às abordagens que advogam a supremacia da estrutura sobre o indivíduo ou do indivíduo sobre a estrutura. A alternativa proposta pelos citados autores sugere que tanto os indivíduos podem modificar as instituições vigentes, quanto as próprias instituições podem afetar as preferências individuais. Os hábitos de pensamento e de comportamento emergem como categoria fundamental na compreensão dessa proposta alternativa

    The article aims to analyze the main theoretical contributions elaborated by three authors with a strong influence on contemporary heterodox thinking on development, namely: Geoffrey Hodgson, Ha-Joon Chang and Richard Nelson. It is known that their scientific researches has distinct theoretical and methodological characteristics, however this diversity contributes to the interdisciplinary interpretation proposed in this survey. The researches they have developed has important complementarities that contribute to interpret complex theoretical and historical aspects that intersect in the explanation of the theme. This is the key purpose of this article. It is proposed that institutions play a fundamental role in the dynamics of economic activity insofar as they shape – and are shaped – by the behavior of agents, thus affecting the economic, social, cultural and technological foundations of economic development. The main conclusions are: i) the coevolution of this set of factors constitute the essential elements for development, since society is conceived as a complex organism that evolves from changes that occur in an environment in constant transformation; ii) the interconnection between these authors’ approaches establishes fundamental theoretical elements for an evolutionary institutionalist interpretation of economic development..O objetivo deste artigo é analisar as principais contribuições teóricas elaboradas por três autores com destacada influência no pensamento heterodoxo contemporâneo sobre desenvolvimento, quais sejam: Geoffrey Hodgson, Ha-Joon Chang e Richard Nelson. Sabe-se que suas produções científicas têm características teóricas e metodológicas distintas, contudo esta diversidade contribui para a interpretação interdisciplinar proposta neste artigo. As pesquisas elaboradas por eles possuem importantes complementariedades que contribuem para interpretar aspectos teóricos e históricos complexos que se cruzam na explicação do tema. Fazer este tipo de análise é o objetivo fundamental deste estudo. Propõe-se que as instituições desempenham um papel fundamental na dinâmica da atividade econômica na medida em que moldam e são moldadas pelo comportamento dos agentes, afetando assim os fundamentos econômicos, sociais, culturais e tecnológicos do desenvolvimento econômico. As principais conclusões do artigo são: i) a coevolução deste conjunto de fatores constituem os elementos essenciais para o desenvolvimento, uma vez que a sociedade é concebida como um organismo complexo que evolui a partir de mudanças que ocorrem em um ambiente em constante transformação; ii) as interconexões entre as abordagens destes autores estabelecem elementos teóricos fundamentais para uma interpretação institucionalista evolucionária do desenvolvimento econômico
