    In recent years and in line with the goals of the Europe 2020 Strategy, enhancing cultural heritage has undergone a radical change, shifting the emphasis from objects to the capacity of understanding by users. Therefore, correctly communicating cultural heritage becomes relevant, especially in an era where communication is often confused with marketing. Communication apparatus must effectively transmit the values of heritage in the widest possible sense, recognizing that Interpretation (Principle 3 of ICOM Charter on the Interpretation and Presentation of Cultural Heritage Sites) should explore the significance of a site in its multi-faceted historical, political, spiritual and artistic contest. At the same time, it is fundamental to widen the visitors’ audience through products and services aimed at heterogeneous groups of users, based on the analysis of visitor and non-visitors’ profiles, in line with the principles of Universal Design. As MiBACT suggests with the Guidelines for communication in museums, the driving questions for heritage communication projects are: Who to communicate? What to communicate? Where to communicate? How to communicate? Information and Communications Technologies (ICT) can effectively contribute to raise the accessibility of cultural heritage better promoting it to a wider range of different users. It is necessary to overcome the purely compensatory use of ICTs, but rather to promote a broader vision of policy making and strategic actions: physical, cognitive, sensorial and semiotic accessibility must be taken into account in a holistic strategy for heritage conservation. This paper will present the multidisciplinary VIP-FVG research, which starts by considering Accessibility and Inclusion as driver for an integrated approach to the enhancement and extended use of the historical and cultural heritage. The research purpose is to investigate the potentialities related to the communicability of the Patriarchal Basilica of Aquileia (which architectural development started in 313 AD) to start a trial aimed to achieve quality improvement of the visit through a project that integrates the adoption of ICT. The introduction of ICT in cultural communication allows to better promote knowledge and increase accessibility, especially where the overcoming of some physical barriers is difficult due to problems related to the presence of restricted spaces. How to integrate a virtual museum and a tangible heritage? What tools can be adopted to facilitate access to cultural heritage, following the Design for all principles? How to measure the results

    Fabio Tronchetti is an Associate Professor of Law at the School of Law of the Harbin Institute of Technology, People’s Republic of China, where he also serves as Director of the International Law Department. Since January 2014 he works as an Adjunct Professor of Comparative National Space Law at the the School of Law of the University of Mississippi, United States. Earlier in his career he was Lecturer and Academic Coordinator at the International Institute of Air and Space Law, Leiden University, the Netherlands. Professor Tronchetti is regularly invited to give lectures at several European and Chinese Universities, including the Cologne University (Germany), the Leiden University (the Netherlands) and the Beihang University (Beijing, China) and has participated as a speaker at numerous international conferences. Prof. Tronchetti’s scholarly is primarily in the areas of international space law and public international law. His publications include two books and more than 20 articles in internationally peer-reviewed space law and policy journals, such as Space Policy, the German Journal of Air and Space Law, the Journal of Space Law, etc. He holds a PhD in International Space Law (Leiden University) and an Advanced LL.M in International Relations (Bologna University, Italy). He is Member of the International Institute of Space Law (IISL), European Centre for Space Law (ECSL), and the Asian Society of International Law (ASIL).     “SicurezzAccessibile” è uno slogan che sta a rappresentare che non esiste accessibilità senza sicurezza e viceversa, sottolineando nel contempo il fatto che i due aspetti sono estremamente collegati tra di loro. La sicurezza per essere tale deve essere accessibile a tutti, altrimenti non è sicurezza nel senso pieno del termine. La cronaca ci insegna che ai giorni nostri le persone che rimangono maggiormente coinvolte in situazioni di emergenza sono proprio le persone disabili in quanto più vulnerabili: viviamo in un mondo dove la comunicazione gioca un ruolo da protagonista per cui, in relazione a chi non sente, ogni spazio deve essere pensato in maniera particolare ed integrato da accorgimenti affinché sia consentita la codificazione visiva di informazioni sonore. Percepire un segnale di allarme, effettuare una telefonata per chiedere aiuto, relazionarsi per capire cosa sta succedendo e come comportarsi per essere aiutati da chi interviene per prestare soccorso, sono criticità a cui bisogna fornire soluzione. Il volume raccoglie interessanti esperienze ed esempi che si ritiene possano rappresentare utili riferimenti non solo per acuire la sensibilità e l’attenzione rispetto a questi temi, ma anche per indicare possibili strade da percorrere

    Embedding inclusion in the management approach of cultural organizations

    This paper aims at analyzing the theme of inclusion of physically and socially disadvantaged people in the management of cultural organizations. The objective of the analysis is to investigate this subject in the context of changes that has characterized the recent years. The research analyzes whether current and emerging managerial approaches are consistent with or reflect the perspectives on inclusion promoted by European policies (in particular the strategy Europe 2020 for a smart, sustainable and inclusive Europe), by the Council of Europe Faro Convention and by UNESCO key documents, particularly the Declarations on Cultural Diversity, 2001, the Convention on the Protection and Promotion of the Diversity of Cultural Expressions, 2005 but also more specific documents concerning disability such as the New Delhi Declaration on Inclusive ICTs for Persons with Disabilities: Making Empowerment a Reality, 2014, the Convention on the Rights of Persons with Disabilities, 2006, or the Recommendation concerning the Most Effective Means of Rendering Museums Accessible to Everyone, 1960. Furthermore, the analysis aims at understanding the peculiarities and characteristics of current and emerging managerial approaches in relation to this theme. For this purpose, a research has been carried out in two phases: a theoretical analysis and an empirical investigation. The theoretical analysis focused on understanding the main managerial and economic approaches to the theme of inclusion in the cultural sector. The empirical analysis was structured in two main phases: In the first phase, interviews and meetings with key players of the cultural sector were carried out. This phase aimed at gathering information that could lead to the selection of a small sample of representatives of cultural organizations that are promoting innovative managerial approaches to the issue of inclusion in cultural organizations and at identifying selected case studies that could be relevant to this topic. In the second phase, the sample of representatives of cultural organizations was contacted via email or phone. Research interviews were carried out with directors and managers of the chosen case studies. The institutions selected are located in Italy and France, two countries that are characterized by a relevant presence of cultural heritage assets as recognized by the high number of UNESCO World Heritage Sites. Starting from the theoretical premises, this chapter is divided into four main sections. This introductory part is followed by a second section that explores the main theoretical approaches to the theme of inclusion under a managerial perspective. The following section analyzes the economic and managerial criteria and approaches to this issue, discussing the degree of consistency of these perspectives with the scenarios proposed by European policies, by UNESCO conventions, recommendations and declarations and by the Council of Europe Faro Convention. As a result of this analysis, an innovative approach is proposed. This approach is analyzed by means of an empirical investigation of specific case studies of cultural organizations that have been implementing innovative perspectives to inclusion. The chapter ends with some concluding remarks on the results of the analysis, highlighting also potential research developments in the future
