    Migration and emigration among health care professionals across nations and continents have been a societal issue globally for some decades. The situation is made worse in developing countries, where health care professional always migrates to developed countries in search of greener pastures. Constant migration of trained health care professionals erodes the health care facilities and delivery so much as leaving the health care of the citizen of the developing countries as Nigeria in jeopardy as getting adequate specialist care from trained health care personnel becomes a mirage. The increased movements of relatively well educated persons from developing countries to developed countries was termed “Brain drain” which was first coined by the British Royal Society to allude to the mass movement of technologist and scientist from Canada and United Kingdom in the 50s and 60s to the United States of America USA for better opportunities. Migration of professional health care givers to a more stable socio-political environment for improvement in their educational and professional status, better salaries and quality of life. However, a number of studies were undertaken in the area of brain drain in Nigeria and some other part of the world in order to find out the causes and solution to the problem of brain-drain in both public and private sector but none has been done in Usmanu Danfodiyo University Teaching Hospital, Sokoto. Therefore, it is against this backdrop that the researcher seeks to investigate some factors associated with medical Brain Drain and its effect on healthcare service delivery in Nigeria with particular reference to Usmanu Danfodiyo University Teaching Hospital, Sokoto

    The quest for the expansion of United Nations Security Council (UNSC) is one of the most critical issues that has confronted the United Nations (UN) system for the better part of the organization’s existence. To this end, this paper examines the call for the expansion of the UNSC and the challenges thereof. It argues that the attempt to expand the UNSC has been unsuccessful due to fact that the UNSC was not designed to be a democratic organ from its inception. The paper submits that a democratically constituted UNSC will lead to chaos and disorder in the international system

    Information Communication Technolgy and Tax Administration in Kebbi State, Nigeria

    Administration of tax laws and policies is the major source through which government around the world raise money to cater for the economic and social wellbeing of the citizenry, the same goes for Nigeria in general and Kebbi State in particular. However, due to the poor tax administration which is as a result of the inability of the Nigeria tax authorities to effectively and efficiently administer tax laws and policies, as such, governments are left with very insignificant tax revenue which undermine their effort in providing economic and social infrastructures to promote the condition of living of the people. The high level of poverty, unemployment, poor infrastructural development, growing public debt and over reliance on statutory allocation from the federation account are all attributed to poor tax administration due to the failure of  tax authorities to collect all approved pubic revenue. Information Communication Technology adoption in taxpayers registration, filling of tax return, tax assessment and tax collection have the potential of improving tax administration and increasing tax revenue. It has been observed that, failure to deploy Information Communication Technology in tax administration has undermined the effort of Kebbi State Board of internal Revenue to collect all approved public revenue there by enabling large number of taxpayers to escape from the tax net, delay in filling of tax return, lead to errors and inaccuracies in tax assessment, which brings about high cost of tax collection, as well as high level of corruption and mismanagement of collected revenue. This research work under study heavily relied on secondary data to investigate the Impact of Information Communication Technology on Tax Administration in Kebbi State. The research recommends the need to put in place policy and legislation that will derive ICT adoption in tax administration in Kebbi State, training of revenue officers on Information Communication Technology related skills, designing, development and deployment of local content software in tax administration by the Kebbi  State Board of Internal Revenue Service

    The aim is to evaluate the effect of information and communication technology on healthcare service delivery in Nigeria with particular reference to Specialist Hospital Sokoto State. To realize this, the paper employed the use of secondary data to review existing literature and official reports related to this study. Based on the review, the study concludes that the use of Information and Communication Technology (ICT) in healthcare service delivery has revolutionized the way healthcare is delivered to patients and had a significant impact on various aspects of healthcare, from improved patient care to increased efficiency in healthcare systems as well as enhancing patient care and safety. The study recommends further improvement including the need for increased investment in ICT infrastructure, training of healthcare professionals on ICT tools, and continuous monitoring and evaluation of ICT implementation as well other healthcare facilities should also consider adopting ICT solutions to enhance healthcare service delivery

    This study examines the relationship between policy process, economic growth, scheme design and mobilization, and heathcare services among the rural dwellers of Sokoto state, Nigeria. This is done with the aim of providing the dwellers with healthcare services that are lacking in the countryside of Sokoto state. There are many factors which hinder the provision of these healthcare services to the delivery which include insufficient funds, lack of good governance, poor policies on healthcare services, poverty, poor scheme design, poor community mobilization and sensitization and corruption. Of these several problems, this research focuses on four major factors, namely policy process, economic growth, scheme design and mobilization as independent variables and healthcare services as the dependent variable. The study uses convenience sampling in which samples were drawn from the 23 local governments of the state that comprise 3,000,000 rural dwellers. Data was collected through the self-administered method by sending questionnaires to 800 rural dwellers in the state. A total of 54 items were captured in the questionnaire. The studyevaluates the relationship between healthcare services and these variables. Multiple regression analysis was used to predict the significant contribution of the four variables. All the instruments were adapted from the past studies. The Statistical Package for Social Sciences (SPSS) version 18 was used to analyze the data and test the hypotheses. The findings of the study show that a positive relationship between healthcare services and the four variables. The correlation coefficient between policy process and healthcare servicesas 0.251 while economic growth and healthcare services it was 0.166. For scheme design and healthcare services,it was 0.260, while formobilization and healthcare services, it was0.119. The Multiple regression analysis shows that the variables are correlated and have a uniquely significant role in providing healthcare services. This shows that the result of this study can be used to address the problems facing the rural dwellers in their demand for quality and affordable healthcare services in their areas

    The purpose of this paper is to examine a few sample data on the investigation into the impact of community-based health insurance scheme among the rural dwellers of Sokoto state. Thus instrument such as content and face validity, reliability and data normality were also examined based on the revised version by expert, a few data were analyzed using the statistical software SPSS version 18. The result reveals that the instruments are reliable and the data for pilot study show evidence of rational normality. An examination of the major airlines was also undertaken they include; Arik air, Aero contractors, Dana air, First nation airways, Med-view airline, and Overland Airways.     Health protection seen as a method of conveying the monetary risk connected with the variety of singular's human services used by pooling expenses over the long run through prepayment and other individuals with risk pooling.The health protection approach seeks to evacuate financial boundaries to gaining a satisfactory level of health care and requires the affluent to experience the expense of support of the sick; the element of cross-subsidy is crucial.Therefore, the objective of this study was to carry out Data gathering in respect to Data screening and preliminary analysis in related to investigating the impact of community based health insurance scheme among the rural dwellers of Sokoto state Nigeria.The study employed convenience sampling techniques, equally the exercises was carried in order to suit the supposition of multivariate analysis.In view of that, an appraisal of Data is missing, identify univariate and multivariate outlier and lastly, skewness and kurtosis were checked.In addition, factor analysis through Exploratory Factor Analysis (EFA) was also carried out. Similarly, all the exercises were prepared in Statistical Package for Social Science (SPSS) software version 18, and the preliminary analysis revels convinced that the data fulfill the condition of multivariate analysis.The findings will give an insight into further analysis its hope to provide an understanding of how and why this may be diversified in a perspective rising environment
