Organizational sustainability to support Trusted Smart Statistics: Istat’s experience
No full textThe datification processes have driven National Statistical Institutes (NSIs) to explore new data sources with the goal of enhancing the quality of statistical information. The creation of innovative statistical products, known as Trusted Smart Statistics (TSS), necessitates new production processes that integrate with traditional methods, maintaining levels of relevance, quality, and trust. To facilitate this transition in statistical production, NSIs must embark on change management initiatives involving all organizational dimensions engaged in statistical processes. In the scientific debate, sustainability has assumed a broad connotation. This paper delves into the organizational aspect, viewing sustainability as a paradigm that encompasses all organizational areas and their interactions crucial to supporting the shift to new statistical production models, without compromising traditional practices. The paper explores the path taken by Istat in this direction, the organizational solutions implemented, the benefits realized, and investments in research and innovation initiated years ago on new data sources, aligning with developments in the European statistical community. Istat has been at the forefront of big data experimentation in Europe for over a decade, implementing a modernization program and establishing research infrastructures. Istat took a significant step by founding the TSS Center to guide organizational adaptation at technological, methodological, legal, communication, and human resources levels toward the new production system

Get PDFIl lavoro traccia il percorso evolutivo che gli Istituti di statistica, e l’Istat in particolare, hanno fatto e stanno facendo per adeguarsi, accompagnare e raccontare i significativi mutamenti sociali che hanno caratterizzato gli ultimi anni e che sono inscindibilmente connessi con la trasformazione digitale.
La prima parte della tesi si focalizza sulla definizione di un framework teorico dedicato alle nuove fonti di dati e sul loro impatto su specifiche dimensioni della vita sociale, in particolare sulla loro capacità di contribuire alla costruzione di nuova conoscenza e di rispondere a bisogni informativi emergenti. Il lavoro contiene infatti un approfondimento sui processi evolutivi che i big data hanno innescato all’interno degli Istituti di statistica europei e in particolare all’interno dell’Istat, e sulle risposte che gli Istituti hanno dato a queste trasformazioni in termini di innovazione di prodotto e di processo.
Per quanto riguarda l’Istituto di Statistica Italiano sarà riportata l’analisi della traiettoria evolutiva dei diversi paradigmi di ricerca di volta in volta adottati fino ad arrivare a descrivere, i recentissimi investimenti in cui l’Istat è attualmente coinvolto e che sono finalizzati alla costruzione di un nuovo sistema di produzione, quello delle Trusted Smart Statistics. Le Trusted Smart Statistics rappresentano la nuova frontiera della statistica europea, sono prodotti statistici innovativi che inglobano le nuove fonti di dati e che sono effettivamente in grado di intercettare e tradurre in informazione statistica i cambiamenti determinati dai processi di digitalizzazione. Quello riportato nei capitoli centrali è quindi un racconto delle diverse sfide che l’Istat ha affrontato e sta affrontando per mantenere intatta sia la sua rilevanza istituzionale in un ecosistema informativo che via via diventa sempre più affollato sia la trust, la fiducia che da sempre i cittadini nutrono nei confronti della statistica ufficiale.
L’ultima parte della tesi, infatti, riporta i risultati di un’indagine effettuata presso gli istituti di statistica europei che sono già ampiamente stati coinvolti in progetti di sperimentazione statistica con l’uso dei big data e che, come l’Istat sono impegnati in un riadattamento del loro business model al fine di continuare ad integrare ricerca e produzione e ad innovare per arricchire l’informazione statistica in termini di qualità, tempestività, granularità territoriale e continuare a soddisfare varie tipologie di stakeholders a cui la statistica ufficiale si rivolge.
Emerge con forza che quello degli Istituti di statistica è un mondo in evoluzione perenne perché in forte interconnessione con i sistemi sociali in cui è immerso, anche il presente lavoro è per la sua stessa natura aperto, c’è ancora spazio per raccontare come andrà a finire: la statistica ufficiale non si può fermare perché come ha affermato Mariana Kotzeva, Direttrice di Eurostat, all’apertura della XIII Conferenza di statistica nel luglio 2018 “statistics follows the life”

No full textThis paper describes the path followed by the European Statistical System and the Italian Statistical Institute to respond to changes due to the ongoing digital transformation. The digitalization of most daily activities has led to an enormous production of new data, prompting National Statistic Institutes (NSIs) to integrate these new sources within their production processes in order to: (i) enrich their information offerings; (ii) respond to the growing needs of stakeholders; (iii) support decision-making processes in a more efficient way. To achieve these results, NSIs must adapt their organizational, methodological and research paradigms to produce innovative outputs that make structured use of big data. These outputs, called Trusted Smart Statistics (TSS), represent NSIs' response to the changes taking place inside and outside the Institutes

Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
