That is why, by making use of R&D (Research & Development) cooperation mechanisms, Romania could access - even in times of transition but with the help of its national highly qualified labor force - peak technology sectors. By developing production capacities in cooperation with companies from the European Union, Romania’s affordable (cheap) labor, natural resources, commercial facilities could be driven to the technology of the third millennium.     The paper carries out a short literature review on public sector and public marketing terms. The findings of the paper’s study shows that the Romanian public sector should give more importance to marketing activities, as 87% of the respondents sustained when asked about their necessity. Within a public institution, the marketing specialists should cooperate with research& development, sales and financial departments.     Streaming for Aibohphobes: Longest Palindrome with Mismatches

    A palindrome is a string that reads the same as its reverse, such as "aibohphobia" (fear of palindromes). Given a metric and an integer d>0, a d-near-palindrome} is a string of Hamming distance at most d from its reverse. We study the natural problem of identifying the longest d-near-palindrome in data streams. The problem is relevant to the analysis of DNA databases, and to the task of repairing recursive structures in documents such as XML and JSON. We present the first streaming algorithm for the longest d-near-palindrome problem that returns a d-near-palindrome whose length is within a multiplicative (1+\eps)-factor of the longest d-near-palindrome. Our algorithm also returns the set of mismatched indices in the d-near-palindrome, and uses O{\frac{d\log^7 n}{\eps\log(1+\eps)}} bits of space, and O{\frac{d\log^6 n}{\eps\log(1+\eps)}} update time per arrival symbol. We show that for d=o(\sqrt{n}), any randomized algorithm with multiplicative approximation (1+\eps) that succeeds with probability at least 1-1/n requires \Omega(d\log n) space. We further obtain a streaming algorithm that returns a d-near-palindrome whose length is within an additive E-error of the longest d-near-palindrome. The algorithm uses O{\frac{dn\log^6 n}{E}} bits of space and O{\frac{dn\log^5 n}{E}} update time. As before, we show that any randomized streaming algorithm that solves the longest d-near-palindrome problem for additive error E with probability at least 1-\frac{1}{n}, uses \Omega\left(\frac{dn}{E}\right) space. Finally, we give an exact two-pass algorithm that solves the longest d-near-palindrome problem using O{d^2\sqrt{n}\log^6 n} bits of space

    A local decision test for sparse polynomials

    An ℓ-sparse (multivariate) polynomial is a polynomial containing at most ℓ-monomials in its explicit description. We assume that a polynomial is implicitly represented as a black-box: on an input query from the domain, the black-box replies with the evaluation of the polynomial at that input. We provide an efficient, randomized algorithm, that can decide whether a polynomial [MathML] given as a black-box is ℓ-sparse or not, provided that q is large compared to the polynomial's total degree. The algorithm makes only queries, which is independent of the domain size. The running time of our algorithm (in the bit-complexity model) is , where d is an upper bound on the degree of each variable. Existing interpolation algorithms for polynomials in the same model run in time . We provide a similar test for polynomials with integer coefficients

    MeSH term explosion and author rank improve expert recommendations

    Information overload is an often-cited phenomenon that reduces the productivity, efficiency and efficacy of scientists. One challenge for scientists is to find appropriate collaborators in their research. The literature describes various solutions to the problem of expertise location, but most current approaches do not appear to be very suitable for expert recommendations in biomedical research. In this study, we present the development and initial evaluation of a vector space model-based algorithm to calculate researcher similarity using four inputs: 1) MeSH terms of publications; 2) MeSH terms and author rank; 3) exploded MeSH terms; and 4) exploded MeSH terms and author rank. We developed and evaluated the algorithm using a data set of 17,525 authors and their 22,542 papers. On average, our algorithms correctly predicted 2.5 of the top 5/10 coauthors of individual scientists. Exploded MeSH and author rank outperformed all other algorithms in accuracy, followed closely by MeSH and author rank. Our results show that the accuracy of MeSH term-based matching can be enhanced with other metadata such as author rank

    Public and private affairs marketing in rural tourism development

    In Romania, the agro and rural tourism started as potential sources of living and become an alternative for the classic tourism. As we rise up on the presented papers in 2003, even if there is a significant development of the rural tourism, it is not very attractive to the Romanian people. The study made on County Dambovita area, shows that an important reason of the poor attractiveness of agro-tourism in mountains rural area is the les proper marketing of the services. Based on these conclusion and taking advantages on the public administration area, it was started a program of public and private marketing of rural tourism. The main stages of the programme were: 1) the evaluation of specific indicators of rural tourism like staying overnights, net using capacity in function and quality of provided services; 2) provide information and advertise the area facilities and natural environment using the public administration infrastructure; 3) make the link between the owners of tourism capacities and public servants by a briefly marketing training; 4) re-evaluation the indicators mention above. The results of the programme implementation prove that the public and private marketing, used in partnership by local authorities and of rural tourism services providers, could be a tool of better development. Never the les, the win-win situation rise up from the benefit of general economic development of the area obtained due to a larger flux of domestic and foreign tourists.tourism, development, public, private affairs, marketing

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.
