    L’articolo ricostruisce la biografia di Baldassarre Scorza (1739-1820), funzionario attivo nell’amministrazione pubblica lombarda. Specializzato in materia commerciale e daziaria sin dall’apprendistato svolto presso i fermieri, Baldassarre Scorza diede un contributo di rilievo alla riforma daziaria dello Stato di Milano del 1786 attraverso la sua attività di segretario degli vari organi di governo preposti alla riforma. Stilò il bilancio di commercio del 1778 che servì come base sulla quale riflettere per impostare la riforma daziaria milanese, i cui dati sono stati elaborati e commentati in questo saggio.The biography of a government official in Lombardy’s public service under the Absburgs: Baldassarre Scorza (1739-1820)’s most important work was the 1778 Balance of Commerce of the State of Milan, a milestone on the path to a new approach to trade and customs’ duties, culminating in the 1786 Reform which had him play an active role from the very start.     Cycling is a climate-friendly, cost-effective, and greenhouse gas-efficient transport mode that produces relevant positive aspects to: urban innovation (new technology and services, that is, e-mobility and public bike-sharing systems), environment (reducing emissions, traffic congestion easing, increasing energy efficiency), public health (road safety, psycho-physical wellbeing, noise reduction), urban economy (infrastructure cost saving, low service and vehicle expenditures, energy saving, creation of sustainable green jobs), and inclusive society (improving inclusion of the local population, quality of life, wellbeing). Considering the 2014 Paris Declaration of the Transport, Health and Environment Pan-European Programme (THE PEP) for "the development of a pan-European Master Plan for cycling promotion,"it is necessary to implement support tools for urban planners and designers, who, simultaneously, provide a cognitive framework able to direct urban policymaking toward active mobility models/options and sustainable urban development processes. After highlighting the good practices of European cities related to the promotion of soft active mobility and modal split that contrast the use of private cars, this study presents a "morpho-syntactic"approach-based methodology apt at analyzing the city of Potenza (county seat of the Basilicata region, southern Italy) with the intention of producing a design scenario to develop urban cycling as an alternative urban development strategy. Geomorphological analysis-based techniques have been integrated with graph theory-based space-morphological analyses using the Space Syntax Analysis and the Place Syntax Analysis. The results obtained are useful to support a decision-making process for the development of an urban cycling infrastructure scheme that integrates Potenza's active transport infrastructures (mechanized pedestrian mobility) according to a multimodal approach. With the current national cycling supportive policy framework, local authorities are in a position to adopt strategies and actions aimed at promoting cycle-tourism and urban cycling, thus improving sustainable mobility policies as a component of urban planning

    This article is a critical essay that uses a comparative methodology and semantic exploration in order to understand the actual and modern meanings of two poetic texts, “Patria tierna” y “Patria pobre”, concerning first at all a marvelous attitude and secondly a provocative perspective, instead that they were written in 1955. Trough the linguistic and rhetoric analysis, the author shows how Scorza expresses his poetic and ideological project about Peru, his country, contrasting two radical and opposites visions: the one metaphorical deals with hope and possibility of transforming the society, and the other prosaic position full of violence that faiths against the first one. Two axes are key on Manuel Scorza’s poetic writing: the aim of peace and social justice in Peru.Este artículo es un ensayo crítico que utiliza el método comparativo y las posibilidades semánticas para comprender la configuración de dos textos poéticos, “Patria tierna” y “Patria pobre” que conservan su vigencia maravillosa y su perspectiva denunciatoria en pleno siglo XXI a pesar de haber sido escritos en 1955. Scorza traza su proyecto estético e ideológico sobre su patria Perú expresando dos visiones radicalmente opuestas: una metafórica que da esperanza en el cambio y otra prosaica que por el grado de violencia se confronta a la primera en el análisis lingüístico– retórico. La sed de paz y de justicia social en Perú son dos ejes fundamentales de la poética de Scorza
