La conservazione permanente degli archivi digitali di natura pubblica. Il valore economico degli archivi digitali
Full text linkIl valore economico degli archivi è un tema ancora poco dibattuto negli studi archivistici, nonostante rientri a pieno titolo nell’ambito delle politiche di conservazione dei patrimoni documentari. Diverse sono le attività che richiedono una valutazione economica dei patrimoni, sia in ambito pubblico sia privato, e che coinvolgono quotidianamente anche gli archivisti, i quali si trovano spesso ad operare senza adeguati criteri di valutazione. Inoltre, con sempre maggiore frequenza si avverte la necessità di possedere dati che consentano di misurare l’attività degli istituti, anche per attrarre maggiori risorse e nuove forme di investimento da destinare alla conservazione permanente degli archivi. In assenza di dati attendibili, risulta molto complesso effettuare una valutazione e soprattutto attestare gli immensi benefici che gli archivi apportano, non solo agli enti in termini gestionali, ma anche alle comunità e ai territori in termini di impatto sociale, culturale ed economico. Questa ricerca dottorale si pone come obiettivo l’individuazione degli elementi che contribuiscono alla definizione del valore economico e alla misurazione degli impatti socioeconomici degli archivi, con particolare riguardo per gli archivi di natura pubblica e per gli archivi digitali. In particolare questo studio ha consentito di maturare una riflessione scientifica su alcuni aspetti attraverso cui sostenere, anche in maniera indiretta, la tutela e la conservazione dei patrimoni documentari. Lo studio poggia su due presupposti necessari: da una parte c’è la consapevolezza che gli archivi pubblici costituiscano un asset per lo Stato, dall’altra si attesta invece la necessità di sviluppare una cultura valutativa che consenta di migliorare la riconoscibilità sociale degli archivi, favorendo anche l’attenzione dei decisori politici nella distribuzione di risorse economiche da destinare alla conservazione a lungo termine. La ricerca ha sviluppato quindi due aree di indagine: una prima area di carattere economico patrimoniale, legata al valore monetario che gli archivi pubblici assumono all’interno del patrimonio dello Stato italiano; una seconda area concentrata sugli aspetti statistici e sulla produzione di strumenti di monitoraggio per l’elaborazione di analisi scientifiche di tipo quali-quantitativo sugli istituti, sui patrimoni e sugli utenti al fine di evidenziare gli impatti sociali ed economici che gli archivi determinano sui territori e sulle comunità di riferimento. Lo studio parte dall’osservazione degli elementi di natura contabile per comprendere come questi si applichino agli archivi pubblici. Sono stati analizzati i criteri che regolano l’attività di rendicontazione dei beni del patrimonio culturale dello Stato, secondo quanto disposto dall’ordinamento giuridico vigente e dalla disciplina economica. Il tema è stato osservato poi alla luce dei processi di armonizzazione e standardizzazione che regolano il trattamento contabile dei beni del patrimonio culturale pubblico nel quadro
internazionale. La prospettiva economico-aziendalistica ha suscitato nuove riflessioni, consentendo di osservare il tema del valore economico degli archivi sotto una luce nuova attraverso l’impianto logico proposto dalla dottrina economica internazionale.
La ricerca ha approfondito il tema della valutazione degli archivi digitali attraverso diverse prospettive: sono stati forniti i riferimenti normativi che qualificano l’archivio digitale pubblico come bene del patrimonio culturale nazionale. Sono state presentate inoltre le definizioni provenienti dagli standard internazionali di contabilità, per supportare una riflessione che consenta di identificare adeguatamente gli archivi digitali nell’ambito degli elementi patrimoniali dello Stato e degli enti pubblici. Infine, sono state illustrate alcune esperienze applicate al settore privato per delineare l’orientamento attuale delle aziende nella valutazione degli asset digitali. La riflessione ha condotto la ricerca nell’ambito delle rilevazioni statistiche nazionali, al fine di individuare adeguati strumenti di rilevazione che consentano lo studio e l’analisi scientifica delle principali dimensioni caratterizzanti gli archivi pubblici. L’uso della statistica può infatti supportare gli archivi nel raggiungimento di diversi obiettivi, sia con riferimento alla gestione interna, ovvero alle attività di pianificazione, progettazione e monitoraggio, sia per l’attività verso l’esterno e quindi per comunicare le prestazioni che l’archivio rende alla comunità in termini di servizi. L’uso di dati affidabili e coerenti, consente inoltre di quantificare il valore degli archivi e promuovere il ruolo che essi svolgono a beneficio della formazione, della ricerca, della cultura ed in generale della vita sociale ed economica.
A completamento della ricerca sono state svolte alcune attività di verifica sperimentale applicate sia agli aspetti contabili che agli aspetti statistici. Hanno aderito all’iniziativa l’Archivio di Stato di Lecce, l’Archivio di Stato di Roma e l’Archivio di Stato di Palermo
Going Beyond Counting First Authors in Author Co-citation Analysis

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Full text link“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Full text linkWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
