No full textIl materiale a seguire, partendo da una brevissima e necessaria descrizione della più generale materia del «governo del territorio» e da un altrettanto breve inquadramento degli istituti appartenenti al diritto urbanistico, si propone di offrire agli studenti e ai professionisti in generale una sintetica descrizione dei titoli abilitativi all’attività edilizia e delle singole tipologie di intervento da autorizzare, con particolare riferimento alla disciplina di dettaglio prevista dal Legislatore della Regione Lombardia.
Più in particolare, l’obiettivo che si vuole raggiungere è quello di fornire una conoscenza di massima dei principali istituti previsti in materia, oltre ad una ricognizione degli estremi normativi che ne disciplinano sia il contenuto che l’ambito applicativo.
La semplificazione amministrativa voluta dal Legislatore nazionale è infatti un’arma a doppio taglio: le pratiche edilizie hanno sì, oggi, un minor tempo di attesa, ma tramite il meccanismo dell’«autocertificazione» della «legittimità» dei vari lavori, i professionisti, considerato nondimeno che gli uffici delle varie amministrazioni pubbliche coinvolte non svolgono (quasi) più quell’efficace lavoro di consultazione preventiva tecnico - P.A., hanno visto nel corso degli ultimi anni aumentare notevolmente il relativo perimetro di responsabilità.

Low frequency current oscillations and maximum power point tracking in grid-connected fuel cell based systems
No full textThe study of a double-stage single-phase inverter for
fuel-cell-based applications is proposed in this paper. A novel
control strategy aimed at reducing the low-frequency oscillations
of the fuel-cell (FC) current in order to guarantee the FC safety
operating conditions is proposed. The reduction of such oscillations
increases the FC lifetime and avoids high mechanical stress
of the membrane and unnecessary consumption of reactants. Furthermore,
it allows one to design a strategy for extracting the
maximum power from the FC stack with a total control of the
concentration losses. Simulation and experimental results confirm
the effectiveness of the proposed approach
Users' preferences towards innovative and conventional public transport
No full textThe potential in urban environments of innovative public transport systems based on automation is being investigated within the CityMobil project (2006-2011). The Rome demonstration is implementing a cybernetic transport system (CTS) to connect the new fair with the car park. For this, a demand study has been carried out with a view to assessing the attitudes of the users towards innovative and conventional systems. A stated preference survey has been designed based on two questionnaires: one for the choice between foot and CTS, one for the choice between foot and a minibus. The responses to the two questionnaires have been pooled and a logit model has been calibrated using the joint maximum likelihood. The results are indicative of the relative preference of the users for innovation, as the demand for CTS is higher than the demand for minibus, the scenario and level-of-service attributes being the same. The hypothesis of heterogeneity across individuals of the attitude towards innovation is tested using a mixed logit formulation. Finally, the variation of preferences with the characteristics of the users, including gender, age and education, is explored. (C) 2011 Published by Elsevier Ltd.
