    Introduction: Comparing Mobility Revolutions

    Transportation systems have undergone several revolutions over the past centuries. But this is the first time that multiple revolutions take place simultaneously. Decarbonization, digitalization and automation promise to address some of the most pressing concerns usually associated to mobility. How these three revolutions will interact is still unclear. Even less is known about the peculiar trajectories they are going to follow in each country or region. This Special Issue aims at exploring the legal dimensions of the mobility revolutions from a comparative perspective. In this introduction, we first describe the likely impact of the three revolutions on the regulation of transport systems. We then identify the legal dimensions which can be expected to be more tightly linked to regional, national and local features of transport systems. Our argument is that those features will drive the choices about the new mobility paradigms. This introduction also provides an overview of the fourteen contributions in the Special Issue

    A contribution to the stability of an overhanging pipe conveying fluid

    We investigate the dynamic stability of a pipe that conveys fluid, clamped or pinned at one end and with an intermediate support, thus exhibiting an overhang. The model of the pipe incorporates both Euler–Bernoulli and Bresse–Timoshenko schemes as well as transverse inertia. Material and external damping mechanisms are taken into account, while the conveyed fluid is supposed to be in fully turbulent flow. The pipe can rest on a linear elastic Winkler soil. The influence of all the physical quantities and of the overhang length on the critical velocity of the fluid front is investigated.     The (limited) constitutional provisions concerning the Government are the result of a debate within the Constitutional Assembly, that found its roots and tried to provide answers to the specific role that the executive played from the unification (1861) to World Word II, and in particular during the fascist regime. The extremely cautious approach in shaping the Constitutional attributions of the Government, coupled with the fragmentation and instability of the Italian political system, led to the perception, at the end of the 70s, that Italy was lacking a Government. Similarly to the general tendency that characterizes the executives in modern democracies, however, also in Italy the growth of the Executive has been outstanding, both from the point of view of the size and the type of powers. By contrast, the instruments of political accountability have not changed remarkably, despite several attempts of reforming them. On the contrary, the discipline of criminal responsibility has been changed, in order to subject criminal responsibility to ordinary justice. Lastly, what appears to have been increasing over time is the use of legal instruments of accountability aimed at measuring the effective implementation of the program of the executive, in order to ensure accountability towards the European institutions
