    The incomplete reform of local authorities (Law 56/2014), identifiable with the whole Delrio’s project, by now completely unworkable, other than inadequate under a variety of aspects, has not delineated new and effective models of governance, useful in terms of representation, care and management of strategic issues at the scale of Area Vasta. The reform has not restructured the form of government of intermediate authorities, nor has it defined, from a spatial and a functional perspective, their appropriate ‘pertinent dimension’. In addition, the reform has reiterated the choice of the Metropolitan Cities operated in 1990, hastily assimilating their borders to those of the provinces, confirming the highly unbalanced territorial situations and denying the metropolitan representativeness to some cities with functional supra-regional rank. Under this last condition is the conurbation of Pescara-Chieti, which is presented here as a case study

Dallo studio sono emersi possibili rischi alla salute dei residenti per esposizioni agli inqui¬nanti atmosferici derivanti dalle attività di ricerca ed estrazione di idrocarburi, dei quali il sottosuolo della regione s’è rivelato ricco. Pur nell’ovvia consapevolezza delle esigenze della collettività, dalla quale discende la necessità di operare ogni migliora-mento tecnologico per mitigare impatti sull’ambiente e sulla salute, risulta indiscutibile la rilevanza e strategicità del comparto ai fini dello sviluppo industriale e delle possibili ricadute occupazionali e logistiche.     Abruzzo as a two-faced region: Between vulnerability and environmental safeguard

    Since its establishment, safeguarding and enhancing the landscape and the environmental heritage represent two key-elements in Abruzzo’s regional planning. Several implemented plans, regulations and official documents over the years have been underlying the creation of an integrated regional development programme, increasing the image of Abruzzo as a “Green Region of Europe” (one-third of the protected surface so as to have three National Parks and a Regional Park). By contrast, recent national and regional reports show that Abruzzo – in all its four provinces – ranks among top positions in Italy as regards vulnerability risk in terms of surface, population, enterprises and cultural heritage, with percentages well above the national average in each category. These data present a jarring framework compared to the initially envisaged image of regional environmental rebalancing. The recentmost natural catastrophic events (abundant snowfalls within in a few days and continuous earthquakes) suggest the need for studying the actual resilience of the region. In view of it, it is important to assess the real control of the territory, the spending capacity of the local authorities and the broader coordination of the involved institutional actors, in order to avoid – or at least to restrict – situations that have been recognized to severely damage real estate assets, and incur especially heavy human losses

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
