    Geodynamic implications of paleomagnetic data from Tertiary sediments in Sakhalin, Russia (NW Pacific)

    N-S trending right-lateral strike-slip faults, which were active in the Tertiary, transect Sakhalin, Russia, while Mesozoic forearc and accretionary rocks testify to an earlier period of subduction. Several kinematic models have been proposed for the region, but the details required to constrain these models, such as the timing of the transition from subduction to strike-slip tectonics in Sakhalin, are still unknown. Even first-order tectonic features, such as the boundaries of the plates with which Sakhalin evolved during the Tertiary, are poorly known. Paleomagnetic results from around Sakhalin were obtained to constrain the geodynamic evolution of the region. Comparison of paleomagnetic inclination data with the apparent polar wander paths for the Eurasian, Pacific, and North American Plates suggests that Sakhalin probably evolved with the North American Plate, although a history including the Eurasian Plate cannot be ruled out. Paleomagnetic declination data suggest that significant clockwise vertical axis rotation has occurred in Sakhalin since the mid-Paleocene. It is likely that this rotational deformation was accommodated by Tertiary activity on right-lateral strike-slip faults, which may be associated with the opening of the Japan Sea, Tatar Strait, and Kuril Basin. These data contradict a published kinematic model for eastern Sakhalin, where counterclockwise vertical axis rotations were predicted for Neogene basins in the East Sakhalin Mountains. Agreement is better, however, with published paleomagnetic data from southern Sakhalin, where clockwise vertical axis rotations were documented

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Robust Hydropower Planning Balances Energy Generation, Carbon Emissions and Sediment Connectivity in the Mekong River Basin

    We present a framework for strategic dam planning under uncertainty, which includes GHG emissions mitigation as a novel objective. We focus on the Mekong River Basin, a fast‐developing region heavily relying on river‐derived ecosystem services. We employ a multi‐objective evolutionary algorithm to identify strategic dam portfolios for different hydropower expansion targets, using process‐related and statistical models to derive indicators of sediment supply disruption and GHG emissions. We introduce a robust optimization approach that explores variations in optimal portfolio compositions for more than 5,000 state‐of‐ the‐world configurations, regarding sediment origins and trapping and GHG emissions. Thus, we can rank dam projects\u27 attractiveness based on their frequency of inclusion in optimal portfolios and explore how uncertainty affects these rankings. Our results suggest that developing dams in the upper Mekong would be a more robust option for near‐term development than, for example, the lower Mekong and its tributaries, for both environmental and energy objectives. Our work presents a novel approach to better understand the basin‐scale cumulative impacts of dam development in high‐uncertainty, data‐scarce contexts like the Mekong Basin. - Plain Language Summary: Hydropower is considered an important energy source to meet many climate mitigation targets. Its negative impacts are however often underestimated, including the emission of greenhouse gases (GHG) from reservoirs. This study introduces a framework for planning dams strategically in the Mekong River Basin, a region heavily dependent on river‐related services. The framework considers uncertainties and incorporates greenhouse gas emissions mitigation and sediment transport disruption as new objectives. Using a multi‐objective evolutionary algorithm, the research identifies optimal dam portfolios for different hydropower expansion goals.     Both spending and tax policies have been implemented in the United States with the goal of stimulating private sector research and development (R&D). Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    Trends in Preserving Scholarly Electronic Journals

    Scholarly electronic journals have become the largest and fastest growing segment of digital collections for most libraries. Many issues and concerns for managing electronic journals relate to preserving and providing continued access to them. The preserving of scholarly electronic journals is a complex issue with various aspects and is largely different from archiving of print-based scholarly journals. In this paper the author deals with issues concerning archiving of scholarly electronic journals. The purpose of this paper is to identify and discuss different issues related to preserving scholarly electronic journals. The following issues are discussed: differences between print and digital media, shift in the responsibility of archiving, copyright and intellectual property rights, cost of archiving, expertise, selection, redundancy, organizational issues, etc. Technical issues and challenges related to digital preservation include a lack of practical implementations of preservation standards and a lack of technical knowledge, in general, of what information is required to support the digital preservation process within organizations. Nevertheless, digital preservation has received considerably more prominence in recent years, gaining the attention of entities such as national libraries, national archives and other organizations
