    The development of inclusive education progresses at different speeds across the world. In the Russian Federation inclusive education is developing primarily at the school level but one of the most crucial aspects of socialization is additional education, and in this regard the needs of children with special needs and disabilities remain an outstanding issue. A concept of the national monitoring of additional education for children with special needs and disabilities is proposed. The article presents the project of the toolkit for the national monitoring of entities engaged in additional educational activities for children with special needs and disabilities, which includes eight blocks: organizational structure of entities engaged in implementing additional educational programs for children in each constituent territory of the Russian Federation; implementation of additional educational programs for children with special needs and disabilities in entities with various subordination and organizational structures; material and technical support; staffing and professional training for specialists engaged in implementing additional educational programs for children with special needs and disabilities; information on ongoing additional educational programs for children with special needs and disabilities; typical obstacles which arise in the course of activities organized by entities engaged in implementing additional educational programs for children with special needs and disabilities; information resources and the system of inter-agency interaction in the course of the implementation of additional educational programs for children, including those with special needs and disabilities; financing of entities engaged in implementing additional educational programs for children. The presence/absence of a regional centre of additional education for children is going to be identified, as well as its official name, and the number of subordinate entities which implement additional educational programs in the corresponding Russian region in various areas: arts, sports, science, sociology and pedagogy, technical sciences, tourism and local history, intellectual games.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    The article discusses the directions of the reforms carried out in the higher education systems of developed countries in terms of internationalization of education. The internationalization of education is considered as a factor in ensuring international cooperation in terms of competitiveness. The author analyzes the integration process with the participation of the Russian Federation in the framework of the European Higher Education Area and the Asia-Pacific Educational Space, as well as the format of academic cooperation within CIS, SCO and BRICS. The main features of the internationalization of education at the present stage are discussed. It emphasizes that the focus of the international student mobility increasingly shifts to the Asia-Pacific region. The article provides an analysis of international experience, as well as the factors that students take into account when they choose a destination of academic mobility (the language of instruction, the quality of programs, school fees, immigration policy). Regional specifics of international academic mobility are disclosed. Special attention is paid to the particularities of university operating in different countries - mechanisms of higher education, manifested in the degree of autonomy granted to universities in addressing the reception, organization and content of training, the final certification and financing. Recommendations are given for the purpose of promoting mobility, taking into account the experience gained in this field by the Peoples’ Friendship University of Russia.В статье рассматривается направленность преобразований, осуществляемых в системах высшего образования развитых стран в условиях интернационализации образования. Интернационализация образования рассматривается как один из факторов обеспечения международного образовательного сотрудничества, происходящего в условиях все возрастающей конкуренции на мировом рынке образования. Анализируются интеграционные процессы как в рамках Европейского пространства высшего образования, так и Азиатско-Тихоокеанского образовательного пространства, а также в формате таких объединений, как СНГ, ШОС, БРИКС. Рассматриваются особенности интернационализации образования на современном этапе. Особо отмечается, что фокус международной студенческой мобильности все более смещается в Азиатско-Тихоокеанский регион. Приводится анализ зарубежного опыта, а также факторов, которые учитывают студенты, когда они выбирают место обучения (язык обучения, качество программ, плата за обучение, иммиграционная политика). Раскрываются региональные особенности международной академической мобильности. Особое внимание в статье уделяется особенностям действующих в разных странах механизмов управления высшим образованием, проявляющихся в степени автономии, предоставленной вузам в решении вопросов приема, организации и содержания обучения, итоговой аттестации и финансирования. Приводятся рекомендации в целях содействия расширению мобильности с учетом опыта, накопленного в этой сфере Российским университетом дружбы народов

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
