La complessità della digitalizzazione e dell'uso degli algoritmi nella PA
Il Consiglio di Stato, auspicando un’ampia digitalizzazione dell’attività amministrativa, affronta la questione dell’utilizzo degli algoritmi permesso a talune condizioni: 1. la conoscibilità a monte del modulo utilizzato e dei criteri applicati dall’algoritmo e 2. la possibilità di verifica di logicità e legittimità della scelta e degli esiti affidati all’algoritmo, da parte dell’organo titolare del potere e con ciò responsabile.
Tale approccio, teoricamente valido, appare in realtà poco garantista dei diritti fondamentali dell’individuo potenzialmente coinvolto, stante la difficoltà per la PA e per i cittadini di comprendere linguaggi, moduli e logiche algoritmiche applicate, oltre alla mancanza di linee guida adeguate

Shear band-driven precipitate dispersion for ultrastrong ductile medium-entropy alloys
Precipitation strengthening has been the basis of physical metallurgy since more than 100 years owing to its excellent strengthening effects. This approach generally employs coherent and nano-sized precipitates, as incoherent precipitates energetically become coarse due to their incompatibility with matrix and provide a negligible strengthening effect or even cause brittleness. Here we propose a shear band-driven dispersion of nano-sized and semicoherent precipitates, which show significant strengthening effects. We add aluminum to a model CoNiV medium-entropy alloy with a face-centered cubic structure to form the L21 Heusler phase with an ordered body-centered cubic structure, as predicted by ab initio calculations. Micro-shear bands act as heterogeneous nucleation sites and generate finely dispersed intragranular precipitates with a semicoherent interface, which leads to a remarkable strength-ductility balance. This work suggests that the structurally dissimilar precipitates, which are generally avoided in conventional alloys, can be a useful design concept in developing high-strength ductile structural materials.</p

South African responses to Open Access publishing: a survey of the research community
Open access publishing offers wide benefits to the scholarly community and may also afford relief to financially embattled academic libraries. The progress of the open access model rests upon the acceptance and validation of open access journals and open archives or institutional repositories by the academic mainstream, particularly by publishing researchers. To what extent are the key actors in the South African research system aware of the advantages of open access? This article reports on the findings of a recent survey undertaken to assess the current awareness, concerns and depth of support for open access amongst local researchers, research managers and policy makers in South Africa. The study focuses on issues of quality, article or author charges and the established academic reward system. It concludes that within the prevailing framework, there is little prospect that academics would choose to publish within open access
journals. Recommendations for advocacy by the library community are proposed
