Raffaello e la "maniera moderna", da Ferrara a Bologna
Si presenta il quadro storico della precoce acquisizione di opere raffaellesche a Ferrara e della loro ricezione da parte di artisti ferraresi; si accompagna al fenomeno anche l'acquisizione del linguaggio di Raffaello in artisti, come Garofalo e i Dossi, che hanno intrapreso anche un viaggio di studio a Roma. Ferrara è presentata come l'imprescindibile fonte per l'acquisizione della maniera moderna da parte di Alfonso Lombardi, che non si recò a Roma prima del 1533. A Ferrara lo scultore doveva avere assorbito però anche la cultura artistica veneta, a partire dalle opere di Tiziano, almeno il primo dei Baccanali, l'Offerta a Venere, e probabilmente l'Assunta, che avrà avuto modo di vedere a Venezia. Inoltre a Ferrara sono significative le figure dello scultore Giovanni Andrea Gilardoni, compagno di Alfonso al Boschetto, e del pittore Niccolò Pisano, che lavorerà pure a Bologna e che aveva eseguito per lo stesso Gilardoni la pala dei Quattro Santi coronati, oggi a Worcester. Nel saggio si allude poi all'evoluzione della "maniera moderna", esperita con l'arrivo a Bologna di Parmigianino, in fuga dal Sacco di Roma
The migrant crisis in the Mediterranean Sea: Empirical evidence on policy interventions
This paper presents a novel set of empirical evidence to explore several hypotheses regarding the migrant crisis in the Mediterranean Sea. The political instability in transit countries, such as Libya, that made pre-existent repatriation policies ineffective, called for several search-and-rescue operations in the Mediterranean, which in turn have been wrongly accused of fostering illegal immigration and increasing deaths at sea. The empirical results show that the main determinants of the departures are several root causes at the departing African countries, underlining the importance of fighting human smuggling networks. The paper suggests a change in migration studies’ perspective, to leave behind the pull-and-push-factors narrative that is open to be politically slanted and to focus instead on the short-term versus long-term horizons of implementation of the policy interventions
Alfonso Lombardi a Santa Maria della Vita: per una rilettura stilistica
After having spent the first years of his career as a sculptor at the court of Ferrara, Alfonso Lombardi moved to Bologna in about 1519. There, before 1522, Lombardi completed a large-scale terracotta statuary group of the Funeral of the Virgin for the confraternity of Santa Maria della Vita. In his crafting of this work the sculptor succeeded in reinventing the language of sculpture according to the canons of Roman-inspired figurative culture of the first two decades of the sixteenth century, known in Emilia above all through the circulation of drawings and prints. An attentive stylistic study enables us to read the Funeral of the Virgin through the lens of Alfonso Lombardi’s training in Ferrara, appropriately setting the work in the context of Emilian Raphaelism around 1520. A remarkable aspect of these statues is the naturalistic handling of expressions and flesh passages, now more appreciable through a new series of photographs
Is Transparency a ‘Free Lunch’? Evidence from the Italian Local Health Authorities
The healthcare is often considered one of the sectors most prone to corruption, and transparency policies have been proposed in several countries to fight bribery and corruption. Indeed, the transparency of public bodies potentially plays a relevant role in preventing misbehaviour and favouring accountability. This study contributes to a broader understanding of the role of transparency in the healthcare sector using Italy as a case study. For this purpose, we first built a composite indicator to assess the differences in transparency, performance, and integrity between Italian local health authorities (LHAs) retrieving the administrative data available on their websites. Then, we used both non-parametric method and multivariate regression to explore the relationship between the performance of different expenditure functions (total production costs, administrative costs, and medical and non-medical-related service costs) at the LHA level and the transparency index. Our results show a wide difference in transparency, performance, and integrity among LHAs that does not always follow the classic north–south divide in Italy. In addition, we find results consistent with the idea that transparency is generally associated with a better capability of LHAs in the containment of healthcare expenditure while imposing larger administrative burdens. Overall, reforms promoting transparency impose administrative costs, which policymakers should bear in mind to develop less burdensome transparency measures, as they might not be a ‘free lunch’
Contrasting the Business of Smuggling Migrants: A Managerial Approach
This article deals with the contrast to the criminal organizations that
support the smuggling of illegal immigrants along the Central Mediterranean
route. The purpose of the article is to show why and how the
knowledge of the business of the criminal organizations that deal with
human smuggling is useful to set up the appropriate strategies to contrast
them. Management theories provide useful insights for prosecutors and
should be adopted as investigative tools; they will prove especially useful
when investigative cooperation between different countries is needed to
tackle transnational crime. The methodology adopted is based on two
case studies, based on the investigative proceedings conducted by the
State Police under the direction and coordination of the Public Prosecutor
Office in Palermo (Italy), concerning two criminal networks that smuggle
migrants in the Central Mediterranean route (“Glauco 1”, “Glauco 2”,
“Glauco 3” and “Glauco 4” and “Scorpion fish”).
The results are that the business model canvas, which is a theoretical
construct developed by management research, provides insights for procutors on the two case-studies and should be adopted as an investigative
tool. Preliminary feedback on the ongoing research have been encouraging:
the Working Group on fostering international cooperation and
investigative strategies in fighting the smuggling of migrants, organized
by the European Committee on Crime Problems (CDPC) of the Council
of Europe has provided useful comments and remarks on our preliminary
research. This article recommends the applications of this toolset and
fosters managerial studies towards finding more refined instruments in
support to fighting crime

We present a synthesis of some results of our research on the migrant crisis along the Central Mediterranean Route. In the uncertain North-African geopolitical scenario, characterized by Libya’s instability, our results show that, contrary to common beliefs, the search and rescue operations (SARs) at sea are not a pull factor and do not contribute to increase the probability of dying at sea: SARs save the lives of migrants. The migrant flow originates from the structural conditions of the sending countries and is facilitated by the criminal networks, whose activity needs to be contrasted
Francesco Arcangeli e il Bastianino: due "sognatori di Padania"
The article proposes a rereading of Francesco Arcangeli’s monograph on Bastianino, published in 1963 for an historic series sponsored by the Cassa di Risparmio di Ferrara. A partial misunderstanding of Arcangeli’s text unintentionally led to poorly grounded scholarship and historiography, and in particular an attempt to extend Tasso’s definition of parlar disgiunto (disjointed speech, or style) to a distinctly heterogeneous group of painters active in the second half of the sixteenth century. The author aims for a detailed analysis of the book on Bastianino, not only with a focus on its substantial points but also associating it with the key elements of Arcangeli’s thought and other texts of his, especially the monograph on Ennio Morlotti, published in 1962 by Edizioni del Milione, and the article Lo spazio romantico in the journal Paragone in 1972
