Le istituzioni scolastiche e i patti educativi di comunità: modelli di governance collaborativa e di co-progettazione territoriale
Nei sistemi scolastici contemporanei, le politiche relative al tema del contrasto alla dispersione scolastica e della povertà educativa (Thèvenon et al., 2018), puntano oggi alla valorizzazione del coinvolgimento di tutti i livelli di governance, per la promozione di modelli educativi legati alle partnership interistituzionali. All’interno di un’idea di scuola come learning hub (OECD, 2020) le pratiche collaborative interistituzionali - tra scuole, famiglie e territori - vengono infatti considerate come possibilità concrete di attivazione di processi all’interno del cosiddetto welfare di comunità. A livello nazionale, con il Piano Scuola 2020-2021 (MI, 2020) vengono formalmente istituiti i Patti educativi di Comunità, con i quali si chiede alle scuole la promozione di accordi di partenariato e alleanze educative con la possibilità di co-orientare obiettivi, risorse e azioni, in direzione di una crescita collettiva e interconnessa di quella rete di attori, pubblici e privati, che costituiscono la comunità educante (Zamengo & Valenzano, 2018).
E’ in questo quadro che si inserisce la presente ricerca dottorale che - in linea con una letteratura che sostiene la centralità dell’organizzazione scolastica, della figura strategica del docente e la necessità di una sua formazione nella promozione di partenariati efficaci (Epstein, 2019; Thompson et al., 2018) - ha mirato a sostenere le scuole nella sottoscrizione di un Patto educativo di Comunità, incrementando le competenze organizzative delle figure del middle management scolastico, per l’elaborazione di prassi orientate a sostenere le alleanze educative con famiglie e territorio. Nella prima parte del lavoro dottorale, viene presentato il complesso quadro teorico, per la cui definizione è stato imprescindibile accostarsi a prospettive e sguardi differenti sul tema delle alleanze educative, evidenziandone gli aspetti politici, normativi, storici, culturali, socioeconomici globali e, non da ultimo, locali. A partire dal tema della relazione tra scuole e famiglie, vengono presentate le teorie più rilevanti a livello internazionale e i principali modelli interpretativi. Si sono poi definiti i contorni teorici del rapporto tra scuola e territorio, con un ampio riferimento alle pratiche, cioè ai diversi modelli di scuola che - in linea con determinati assetti politici, sociali ed economici - si sono sviluppati negli anni per rispondere alle diverse e mutate esigenze dei contesti sociali. Con la convinzione che la ricerca educativa non possa prescindere da un confronto diretto con le pratiche, per quanto complesse, per andare ad intercettare i valori e i principi che le guidano, si è optato per un intervento di Ricerca- Formazione (R-F) che ha consentito di entrare in un contesto territoriale e di condurre una ricerca in collaborazione con gli attori istituzionali. La R-F è stata sviluppata con un approccio esplorativo/trasformativo e un disegno esplicativo con tre fasi sequenziali (Trinchero & Robasto, 2019): Fase Esplorativa, Fase Intervento e Fase Valutativa. Il campione della R-F è costituito da 8 istituti scolastici (6 Istituti Comprensivi e 2 Istituti di Istruzione Superiore) di uno stesso contesto territoriale compreso nel medesimo Distretto Socio-Assistenziale, caratterizzato da alto tasso di dispersione scolastica (OpenPolis, 2018). La natura partecipativa dell’intervento di R-F ha dato risposta ad una triplice istanza: incidere efficacemente sullo sviluppo professionale dei docenti come strumento atto a favorire un processo di confronto territoriale interistituzionale per l’implementazione di un Patto Educativo; dare un contributo alla comunità scientifica sull’ampio e articolato tema delle alleanze educative tra scuole, famiglie e territori; formulare raccomandazioni di policy sullo strumento di governance dei Patti educativi di comunità, come misura di contrasto alla dispersione scolastica. Le Fasi della R-F, sono state sviluppate a partire dai seguenti quesiti di ricerca: Q1. A livello istituzionale e territoriale, quali sono i fattori ostacolanti/agevolanti lo sviluppo di prassi organizzativo-gestionali scolastiche per la definizione di strumenti di governance collaborativa come i Patti educativi? Q2. Qual è la ricaduta di tali fattori sullo sviluppo di prassi organizzativo-gestionali relative alla governance collaborativa interistituzionale come i Patti educativi? Q3. Quali ricadute formative si sono verificate, nei singoli o nel gruppo di lavoro, a seguito dell’esperienza di R-F (Asquini, 2018)? Per la raccolta dati sono stati utilizzati strumenti quali-quantitivi, somministrati nelle diverse Fasi. Fase Esplorativa: analisi documentale dei Rapporti di Autovalutazione delle 8 scuole campione; try-out del questionario Measure of School, Family, and Community Partnerships (Epstein & Salinas, 1993); Focus Group con operatori del Terzo Settore. Nella Fase Intervento: Focus Group iniziale con il gruppo di 13 docenti-ricercatori; intervento formativo di 20h rivolto ai docenti-ricercatori; monitoraggio in itinere sull’intervento formativo. Fase Valutativa: Focus Group finale con i docenti-ricercatori, n.6 interviste semi-strutturate ai dirigenti delle scuole campione. Dai dati raccolti risulta evidente la necessità, affinché il Patto diventi uno strumento di policy ordinario e strutturale, di sostenere le istituzioni scolastiche attraverso la formazione di docenti (alla dimensione dell’interprofessionalità, all’utilizzo della co-programmazione e della co-progettazione interistituzionale, all’attuazione di modelli organizzativi che facilitino relazioni orientate alla corresponsabilità), attraverso finanziamenti stabili per programmi di partenariato di lungo termine e attraverso il sostegno di figure professionali specifiche all’interno dei territori
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
