    Public Participation in Spatial Planning in Poland as an Element of Evidence Based Urban Planning – Case Study of Lodz

    The paper presents the problem of public participation in spatial planning in Poland. The author presents the Polish spatial planning system and shows the possibilities of local community participating in the process of preparing the local acts. Significant attention is paid to showing how information from local society could be used to take right decision and could become the basis of the evidence based urban planning on local level. To illustrate the theoretical problem presented in the first part of the paper, the author of the article used the case study of Lodz as the third largest Polish city. The author presents how inhabitants participate in the spatial planning process of the city. The analysis carried out in this paper shows that remarks from local society are one of sources of information and data about the space of gmina

    The use of geoinformation in rural and urban-rural gminas of Zgierz poviat – a pilot survey

    The use of geoinformation becomes more and more common due to the implementation of EU law to the regulations of individual member states. The opportunity of faster implementation of spatial information systems and geoinformation is possible thanks to the popularisation of knowledge concerning the ways of using spatial information. The pilot survey was conducted in rural and urban-rural gminas of Zgierz poviat (administrative unit of the 2nd order). The aim of the survey was to check if the officials in small gminas have knowledge and access to geoinformation. A part of the research was the identification of the sources of obtaining knowledge and sources of obtaining spatial data. The consequence of such an attitude was, as well, to prove in which areas of territorial unit activity geoinformation is used. An important element of the study was self-assessment of the knowledge level of the officials about geoinformation and spatial information systems. The study helped to determine if there is a knowledge gap in Polish gminas. The analyses allow for indicating the level and areas of geoinformation usage by the local authorities

    Land-Use Planning and Satellite Imagery Used for Green Areas Protection – Case Study of the City of Łódź, Poland

    The article presents the issues of spatial planning on the case study of Łódź. Of significance in Łódź are its outer peripheries, which due to their natural value have become areas that must be protected and monitored in order to limit the anthropogenic impact. Protection of these areas may be carried out through the usage of instruments such as local land-use plans which help to limit the green field development phenomenon and to look after the biologically active surfaces within the borders of the city. The second step which may concern the areas with local land-use plans, as well as those without current local land-use plans, is monitoring. Such monitoring may be carried out through the analyses of satellite imagery of the city area. Such activities are a kind of low-budget enterprises which bring many benefits at a very small cost resulting from the purchase of satellite imagery. From the perspective of the authorities, a crucial fact is that the material collected during the analyses of the satellite imagery may be used in the initial phase of the planning process as an element of the inventory of areas designated for the development of land-use plans.This publication was prepared thanks to a grant for the implementation of tasks aimed at the development of young scientists in the framework of the project entitled “Spatial information systems in spatial planning application in the field of culture and environment

    Local initiatives for green space using Poland's Village Fund: evidence from Lodzkie voivodeship

    Poland's Village Fund (Fundusz Sołecki) is an instrument operating at the level of the so-called sołectwo, into which local-administration units known as gminas may be further sub-divided. These are therefore auxiliary administrative units in rural areas whose receipt of means from the Fund in question allows for the activation of local communities. Against that background, the research detailed here sought to examine Village Fund by reference to the greenspace-related projects pursued using it in the rural gminas of Łódzkie Voivodeship. Additional aspects are the classification of the tasks carried out, presentation of the statistical analysis applied, and consideration of the breakdown obtained for indicators relating to the share of funds allocated to green areas – by reference to the properties of the normal distribution curve

    Urban spatial policy and its impact on open areas – Płock case study

    Spatial planning has to be carried out in accordance with the sustainable development principle. When compiling every document indicated in the Spatial Planning and Development Act, local authorities have to take into account the conditions that are valid in a gmina. They should rely on available materials which are a support for the decisions that are made. An element that constitutes support for local authorities is spatial data available in international sources, e.g. the European Environmental Agency or individual sources, e.g. vector versions of the documents in the scope of spatial planning. The purpose of the article is to present which materials used by local governments can allow for an appropriate assessment of the need for new areas of housing development and the limitation of decisions concerning the liquidation of open areas in cities. The article presents tools and data which constitute a basis for an evidence-based spatial planning policy and have to be used by local authorities. The procedure presented in the article can be a tool supporting the spatial policy and an element of evaluation whether the decisions made by local authorities are correct

    Sustainable development is an overriding principle of spatial planning. The article addresses the issue of sustainable spatial planning putting forward a hypothesis that the majority of gminas do not follow the paradigm of sustainable development. The purpose of the article is to indicate a method that allows to estimate demographic capacity on the basis of spatial data. A consequence of the capacity assessment is the possibility to demonstrate, which of the surveyed gminas in the central region allot too much space for housing development. For the credibility of the research, gminas that are fully covered with land-use plans have been included in the analysis. The most significant conclusion that results from the research is the fact that in the research group there is no connection between the demographic situation and the assumptions regarding housing development in land-use plans. The majority of local governments prepare these documents in isolation from statistical and spatial data, which results in situations where the implementation of the plans’ guidelines leads to an increase in the population number up to thirtyfold. This kind of practices harm the inner and inter generation justice and lead to an excessive anthropogenic impact on the space surrounding a human being

    Celem artykułu jest wskazanie priorytetów przeznaczenia gruntów w studiach uwarunkowań i kierunków zagospodarowania przestrzennego. Szczególnie istotne staje się to z perspektywy gmin wiejskich, które muszą w sposób przemyślany wskazywać nowe obszary do zabudowy mieszkaniowej. Istotnym elementem zapisów studium jest fakt, że miejscowe plany zagospodarowania przestrzennego muszą być zgodne z ich wytycznymi, co wymusza konieczność racjonalności już na etapie przygotowywania studiów uwarunkowań. Istota studiów uwarunkowań polega na tym, że są to obecnie jedyne kompleksowe i obligatoryjne dokumenty sporządzane dla całego obszaru gminy. Analiza studiów uwarunkowań gmin wiejskich województwa łódzkiego przeprowadzona została na podstawie danych gromadzonych w badaniu „Lokalne planowanie i zagospodarowanie przestrzenne”, prowadzonym przez ministra właściwego do spraw budownictwa, planowania, zagospodarowania przestrzennego i mieszkalnictwa. Na ich podstawie dokonano klasyfikacji gmin w oparciu o sposób przeznaczenia gruntów pod określone zagospodarowanie. Sporządzona klasyfikacja jest podstawą dla określenia zróżnicowania przestrzennego badanego zjawiska wśród samorządów.The aim of the paper is to indicate priorities of land use presented in the study of conditions and directions of spatial development. This is particularly important in the case of rural municipalities, which are in need of appointing areas for housing development in the study of conditions and directions of spatial development. An important element of the study is the fact that land-use plans must be consistent with their guidelines. These studies currently comprise the only comprehensive and mandatory documents drawn up for the entire municipality area. The analysis of the study of conditions of the rural municipalities of the Łódzkie Voivodeship was based upon the data collected in the survey “Local planning and land-use”, conducted by the ministry responsible for construction, spatial planning and housing. Municipalities being examined were classified depending on allocating land for specific development. The classification has become reference for defining spatial diversity of a given phenomenon among local authorities

    Streszczenie: Zmiany zagospodarowania przestrzennego gminy są jednym z elementów pozwalających na ocenę prowadzonej przez władze lokalne polityki przestrzennej. System zagospodarowania przestrzennego w Polsce pozwala gminom na opracowywanie co do zasady: fakultatywnych miejscowych planów zagospodarowania przestrzennego oraz obligatoryjnych studiów uwarunkowań i kierunków zagospodarowania przestrzennego. Dokumenty te uzupełniane są przez wydawane na szczeblu gminy decyzje o warunkach zabudowy i zagospodarowania terenu. Zmiany w zagospodarowaniu przestrzennym podlegają ocenie na podstawie weryfikacji dokumentów związanych z prowadzeniem polityki przestrzennej. Ważna okazuje się relacja między decyzjami o warunkach zabudowy a pozwoleniami na budowę, co pozwala na określenie faktycznych zmian w zagospodarowaniu przestrzennym gminy. Jest to istotne z punktu widzenia gmin prowadzących politykę przestrzenną w oparciu o decyzje lokalizacyjne. W przypadku gminy miejsko-wiejskiej Szczucin analiza pokazuje relacje między małym miastem a otaczającymi go obszarami wiejskimi, co pozwala zwizualizować i ocenić wpływ miasta na te tereny.Changes in land-use planning are one of the elements for an assessment spatial policy carried out by the local authority. Polish spatial planning system determine that communes prepares local land-use plans and studies of conditions and directions of spatial development. These documents are supplemented by planning permission. Changes in land-use are assessed on the basis of these three documents. Analysis of these documents allows to demonstrate consistency between the spatial planning documents in commune. It allows to analyze goals of the authorities in the field of spatial planning. One of the most important relations is the relation between planning permission and building permit decision, which allows to determine the actual changes in the land-use in the commune. These analysis show the impact of small town on the rural areas surrounding it. Spatial data used in this type of analysis are the basis for appropriate decision making related to the functioning of communes. Article is an example of conducting this type of analysis by using open source software and real data coming from Szczucin commune
