Analysing the Feasibility of Counterfactual Methods for Estimating Environmental Effects of the CAP.
The Common Agricultural Policy (CAP) has been one of the main pillars in the construction of
the European project. While its fundamental goals remained the same, the policy over the
time adapted to evolving needs: since 2014 specifically with and ever-increasing regard also
towards environmental objectives. This Report aims to assess the feasibility of estimating a
causal relationship between the CAP and environmental outcomes. It offers an assessment of
the present state of both data availability and associated obstacles and deficiencies. Different
counterfactual impact assessment scenarios based on the FADN survey at the European level
are summarised in a set of concise documents, referred to as fiches, which provide details
about the databases and variables to be used, the methods to be applied, and give a judgement
on the current feasibility at different geographical levels within the EU territory. Where
applicable, references to further complementary data sources containing potentially useful
information are outlined
The heterogeneous effect of European Union Cohesion Policy on regional well-being
This study contributes to understanding the multidimensional effects of the European Union Cohesion Policy and highlights the importance of considering a wider range of well-being indicators when evaluating regional policies. The Extended Regional Development Index is an index of regional well-being that measures a broader set of regional outcomes. We examine the effects of Cohesion Policy on the Extended Regional Development Index in European Union-27 regions from 2007 to 2013, analysing the distributional effects on different quantiles of the index. Our findings highlight the Cohesion Policy’s role in supporting regional well-being and individual income levels during the double recession of 2008 and 2011. Moreover, the policy contributes to a process of convergence between regions, especially in light of increased disparities due to the European Union’s eastern enlargement

An evaluation of the CAP impact: A discrete policy mix analysis
The Common Agricultural Policy (CAP) is one of the main pillars in constructing the European project. Since 1962, the CAP has evolved from its traditional role of supporting farmers? livelihood and improving agricultural productivity to embrace the goal of balanced territorial development. In the process, the CAP has become a policy with many different instruments allowing MS, farmers and regions to adopt distinct implementation models. This report explores a rich data set on disaggregated CAP payments and regional characteristics to evaluate the CAP as a mix of policies at the EU level. The project aims to showcase the feasibility and value-added of quantitative approaches able to infer causality while considering the diversity of measures deployed in rural area
Learning-by-Exporting and Productivity: Evidences from a Panel of Manufacturing Firms
This paper investigates the dynamics of productivity experienced by firms that start to exporting. The effect of entering into international markets is disentangled by the self-selection component and its empirical distribution is evaluated. Results show that the impact on productivity of moving from the status of non-exporter to the status of exporter is different at different sections of the productivity distribution
