The case studies were commissioned by the OECD (Organization for Economic Cooperation and Development), and examine failures of forest management in Britain (Bateman, I.), Sweden (Wibe, S.), Italy (Florio, M.), Germany (Bergen, V.; Behrndt, M.; Pfister, G.), and Spain (Campos Palacín, P.). The commonest causes of market failures related to non-competitive markets, external effects, incomplete information and demand/cost errors, and public goods. The commonest causes of intervention failures related to erroneous reasoning, group interest, and incomplete information

Knowledge and respect are the essential combination to guarantee targeted and respectful restoration of the architectural heritage. Same principles are essential also for the planning of enhancement interventions capable of giving new life to the buildings and guaranteeing their conservation in full respect of their artistic significance, of the material value and specific architectural connotations. This contribution presents some results of research experiences conducted in the Roman and Lazio area as part of the Course of Architectural Restoration in the decade 2012-2022, at the Faculty of Engineering of the University of Rome Tor Vergata. Theory and practice of architectural restoration of archaeological sites of Tivoli and Palestrina, churches, palaces, so-called minor buildings, villages and historic centres of Lazio had be illustrated using a unique method of investigation, based on principles and guidelines operative of the Italian restoration. These research topics, carried out in cooperation with a number of prestigious Italian Research Institutes and Superintendencies, have been explored in depth in degree and doctoral theses, also touching on the complex problem of the relationship between historic buildings and plant upgrades. The results achieved, some published, demonstrate the usefulness of a possible coexistence between historical-artistic sensitivity, technical knowledge and new uses of the architectural heritage

The effect of GRC Systems on Environmental Decoupling

    No full text
This study investigates the influence of Governance, Risk, and Compliance (GRC) systems on the phenomenon of environmental decoupling, defined as the misalignment between firms’ environmental disclosure and actual performance. Drawing on agency and stakeholder theory, we examine whether board oversight of climate risks, crisis management systems, and an-ti‐corruption procedures reduce the disclosure–performance gap. Using a panel of 924 Europe-an companies across 20 countries and 18 industries (2015–2024), we find that board oversight and crisis management systems are positively associated with environmental decoupling, suggesting symbolic rather than substantive governance. In contrast, anti‐corruption procedures significantly mitigate decoupling, highlighting the importance of binding and enforceable governance mechanisms. The findings contribute to the debate on the credibility of sustainabil-ity reporting and offer implications for scholars, practitioners, and regulators seeking to strengthen the alignment between communication and operational realities

Amending the Treatment of Defense Production Enterprises Under the U.S. Exon-Florio Provision: A Move Toward Protectionism or Globalism

Discusses the Exon-Florio Provision of the Omnibus Trade & Competitiveness Act. It gives the President of the United States the power to prohibit or to prevent on a temporary basis a non-U.S. corporation from merging with or acquiring a U.S. corporation when the transaction could potentially impair U.S. national security. The Note examines U.S. legislation that regulates direct investment and argues that the U.S. Congress should amend Exon-Florio in order to focus and strengthen the Provision\u27s application to transactions involving U.S. defense production companies. Part I of this Note sets forth the existing procedural and administrative requirements of Exon-Florio and explains several modifications to the Provision that Congress has recently enacted. Part II outlines additional proposed modifications to Exon-Florio that have been presented before Congress and considers such proposals with respect to a recent case involving the Provision. Part III argues that Congress should amend Exon-Florio in order to focus and confine the Provision\u27s application to national defense. This Note concludes that such modifications would be justifiable because they would define national defense as a narrow exception to the traditional U.S. globalist trade policy and, consequently, benefit all those involved in international mergers, acquisitions and takeovers in the United States

Opensource software can provide a wide range of educational computer games and gaming tools so to enable a sharing community among teachers. Since their appearance Metaverses1 appealed the tech- nology prone teachers, increasing the number of virtual worlds learning projects. The Open Source movement create an ecosystem of software, documentation and tools that it makes easier for teachers to share their work and learning objects. Here we show how an open source Metaverses becomes a tool for the teaching of science subjects in a Department of Human Studies, where students can learn the basics of a simplified von Neumann-class computer architecture in a OpenSimulator virtual learn- ing environment. A survey among students showed that interacting with a virtual computer architecture in a immersive 3D environment increased their learning achievements and subject comprehension
