Smart Planning: Sustainability and Mobility in the Age of Change
This book offers an overview of sustainability and urban mobility in the context of urban planning – topics that are of considerable interest in the development of smart cities. Environmental sustainability is universally recognized as a fundamental condition for any urban policy or urban management activity, while mobility is essential for the survival of complex urban systems. The new opportunities offered by innovations in the mobility of people, goods and information, as well as radically changing interactions and activities are transforming cities. Including contributions by urban planning scholars, the book provides an up-to-date picture of the latest studies and innovative policies and practices in Italy, of particular interest due to its spatial, functional and social peculiarities. Metaverse or Urban Digital Twin: that is the question
ESSAY 144/09METAVERSEURBAN DIGITAL TWINAUGMENTED CITYThe growing interest in the Metaverse from the business world is a testament to its increasing importance and the poten-tial impact it could have on our society. Large companies and investors have rec-ognized the enormous economic poten-tial that the Metaverse can offer, prompt-ing them to invest significant amounts of money in its growth and the development of platforms and applications. The acqui-sition of land and properties in the Meta-verse by prominent figures in various sec-tors, such as finance, entertainment, and sports, reflects the rise of the Metaverse as a new form of expression, entertain-ment, and social interaction.Bringing these reflections into the field of urban planning, we can say that the tech-nological innovation behind the develop-ment of the Metaverse has dematerialised the urban object by transfiguring it into an immaterial digital content. Can new technologies merely replicate or simulate the city? Starting from this question, this paper seeks to overcome a naive fascina-tion with the Metaverse, proposing instead a reflection on the Urban Digital Twin and the Augmented City, in the firm belief that new technological tools can redefine and develop new dimensions of humanised space rather than reproduce a simulacrumof the city inhabited by cyber-citizens
Cybercities: a new way of thinking about the Town Planning of the Future. The case of Naples
The cable network is innervating an increasing number of italian cities in order to perform new multimedial facilities and to lift up their international competitiveness as well. Naples represent a very interesting case of troubled city which entrusts to optic fibers also its urban re-launch.
It is necessary to envisage how the scenario of the urban system will be in the future. By the adoption of a systemic approach it is possible to define an interpretative model of the city since that seems to offer the best opportunity for envisaging the interrelations between different elements of the system.
According to this approach, the paper tries to answer to the following questions : how will be the physical system alteration due to the cable network arrangement ? how will be the functional system alteration and the change of the perspective one ? the cable network can be considered just like another urban infrastructure (such as water network, electricity network, etc.) ?
With regards to the last question the paper intends to warn the town planners to consider a cable network not at all like an urban infrastructure. The Cybercity is reasing. Artificial Intelligence for Urban Planning—A New Planning Process to Envisage the City of the Future
Assuming that Artificial Intelligence (AI) is changing the approach to urban planning issues, this study investigates whether changes will start to occur at a theoretical level or if technological innovations will mostly be endured rather than used with full knowledge. The authors observed that technological innovation often occurs without a unifying theoretical framework to provide knowledge and a basis for its adoption. The first use of technology in urban management dates to the late 1950s, and it has recently regained attention within the scientific literature; however, a significant deficiency still exists regarding the definition of a theoretical framework for its use. Focusing on the use of AI in urban and regional planning, this study aims to address this gap by outlining theoretical observations that can guide the integration of AI into new approaches for the management of urban transformations. The enormous impact that the rapid and pervasive spread of AI is having on all human activities necessitates the definition of new educational and disciplinary processes, especially in fields like urban planning, which rely on the high potential of such technology for envisioning future scenarios. It is therefore essential to assume that AI will also modify the management of urban and territorial transformations. This study aims to suggest a framework for scholarly debate on the need to define new historical–disciplinary dimensions by appropriately using AI in the phases of urban planning, avoiding the risk of passively accepting AI’s potential by delegating the development of urban planning tools to artificial reasoning. Building on these premises, this study first provides a thorough and critical literature review regarding the use of AI in urban planning and then proposes a methodological framework. The final section discusses the possibilities and limitations of this approach, thereby contributing to the scientific debate on defining a theoretical framework for the adoption of AI within urban and regional planning processes
Territorio e vulnerabilità. La localizzazione di attività ad elevato impatto territoriale
La città e il territorio, interpretati come sistemi dinamicamente complessi, sono costantemente esposti a rischi derivanti da eventi naturali o dall’insediamento non corretto di specifiche attività ad elevata vulnerabilità.
Lo smaltimento dei rifiuti solidi urbani (RSU), da tempo, è stato individuato da studiosi, city managers e amministratori come uno dei principali nodi problematici con ricadute sul sistema di gestione e sul funzionamento generale delle città. Il volume, approfondendo la tematica del “rifiuto urbano”, propone una procedura basata su determinazioni tecnico–scientifiche, in grado di supportare il decisore pubblico nel processo di individuazione dei territori che presentino caratteristiche tali da renderli idonei e/o preferibili per la localizzazione di una struttura impiantistica complessa per il trattamento dei RSU. La procedura metodologica proposta può essere adottata per la scelta ubicativa di altre funzioni con analoghi livelli di impatto per il sistema territoriale interessato
Virucity. Rethinking the urban system
The paper focuses attention on three fundamental points. The first one concerns an analysis of the urban condition perceived and detected directly by the observation of the city suddenly deprived of the fruition component and characterized by the functional reset of urban activities with the exception of health functions. The second element is attributable to a systemic interpretation of the phenomenon through the analysis of the effects on urban subsystems produced by the pandemic, recalling the holistic approach to the study of urban phenomena. The third element concerns the envisaging of possible post-virus urban scenarios for which a significant bifurcation is foreseen: on the one hand, if the virus produced a rethinking of life models and the need for new ways of acting and interacting in the city we could imagine an urban future characterized by a general rebalancing of anthropic contexts; on the other hand, if the desire to return to entropic and energy-consuming models will prevail, we will continue to witness the slow degradation of human and natural habitats that will lead to the “right” extinction of human beings. These alternatives underlie a series of dilemmas that the paper emphasizes as structuring elements of possible future urban scenarios, highlighting the fundamental role of urban scientists and planners
