    The article aims to provide a theoretical and empirical contribution to the debate surrounding «participatory development approaches», presenting the results of qualitative research carried out in 20 Nicaraguan rural communities. The author brings to light some controversial and contradictory outcomes of participatory approaches, reading them as emblematic symptoms of a new «governmental» approach to development that has emerged in reaction to the crisis of classical top-down industrial expansion projects. Analysis of the case presented here shows that participatory development can paradoxically play a depoliticizing role, reproducing a discursive order that, by insisting on individual responsibility and entrepreneurship instead of on wider structural processes, incites local actors to adhere more enthusiastically to goals, in most cases established externally according to global market rules. At the same time, however, participatory approaches mobilize a set of material and relational resources which also nourish concrete experiences of political participation and conflict

    The financialization of poverty. Microfinance and the rise of the neoliberal development paradigm

    Micro-credit has long been described as a «silver bullet» against poverty, although in recent years this enthusiastic narrative is increasingly being questioned. Much of the debate surrounding microfinance keep being focused mainly on issues related to models, methodology and impact evaluation. The article aims to analyze microfinance from a wider political economy perspective, linking its origins to the transformations that the development narrative and tools have experienced from the Seventies onwards. As a consequence of the crisis of Fordism, the author argues, the industrial-expansion projects which characterized the post-colonial period have gradually been replaced with a set of techniques, discourses and knowledge intended to manufacture new «entrepreneurial subjects» to whom directly delegate the fulfilment of the development goals. Within this «governmental» strategy, emblematic of the neoliberal accumulation paradigm, programs to improve access to credit play a crucial role, expanding the financial sector (i.e. financializing new social, economic and spatial spheres), providing a market-based alternative to classical welfare interventions and engendering specific «effects of power» such as the depoliticization of poverty

    Nei confronti di coloro che il linguaggio dominante identifica e definisce come "poveri" vige ancora oggi un atteggiamento ambiguo, spesso compassionevole e talvolta persino pieno di ammirazione. E tuttavia, a seconda delle esigenze del caso, la pietà si trova a cedere continuamente il passo alla forca. Certo è che, a dispetto della narrativa che li colloca ai margini, i poveri hanno storicamente assolto molte funzioni: da capro espiatorio su cui si abbatte, proietta e riproduce il dominio delle classi egemoni, a monito mediante il quale incentivare l'auto-attivazione produttiva dei soggetti, a base sociale e carne per la riproduzione della ricchezza dei ricchi e del potere dei potenti. L'autore mostra come oggi, attraverso la leva retorica della "lotta" alla povertà, quote crescenti della popolazione mondiale vengano immesse direttamente nel cuore delle nuove catene spaziali e sociali di comando, drenaggio e accumulazione globalmente strutturate dalla finanza. Vi è un nuovo paradigmatico modo di "governare" la povertà - di cui la microfinanza è emblematica - che fa leva sul debito, quale strumento di soggettivazione e di assoggettamento che supera di gran lunga, in quanto a pervasività, sia l'elemosina medioevale che il salario. Spaziando all'interno di vari campi del sapere, l'autore mette in luce la relazione che intercorre tra il divenire del capitale, le trasformazioni della cooperazione allo sviluppo e l'imporsi di un peculiare ordine discorsivo che, spingendo gli individui ad assumere uno sguardo introspettivo sulla propria condizione, funge da meccanismo di legittimazione delle crescenti disuguaglianze che caratterizzano l'economia-mondo contemporanea

    Da ormai più di settant’anni lo sviluppo continua a rappresentare uno dei principali obiettivi dichiaratamente perseguiti dai governi e dalle organizzazioni multilaterali. Eppure, la storia dello sviluppo è costellata di promesse mancate e fallimenti clamorosi. Forse è finalmente arrivato il momento di sbarazzarci di questa parola così ingombrante, anche se, in fin dei conti, tutto dipende dal significato che le si attribuisce. Facendo dialogare tra di loro diversi campi del sapere, questo libro aiuta a fare chiarezza sul concetto di sviluppo, sulle diverse prospettive teoriche da cui esso è stato analizzato e decostruito, oltre che sui problemi e sulle criticità che ancora oggi lo caratterizzano. Tanti temi attualmente al centro del dibattito pubblico, quali le disuguaglianze o la crisi ecologica, non possono essere adeguatamente affrontati senza posare lo sguardo sui processi di sviluppo dell’economia-mondo capitalistica.     The debate on the impact that the COVID-19 pandemic has had on the agri-food system is animated by contrasting positions. While some authors tend to emphasize the great resilience shown by food chains at a global level, others argue that the pandemic is exacerbating the contradictions that characterize the industrial agri-food system. The article aims to contribute to this debate by analyzing the effects of the pandemic on the Italian agri-food system. The authors analyze the way the pandemic crisis has affected the diverse agri-food chains, particularly focusing on short supply chains. Short supply chains are generally portrayed as a valid alternative to the dominant agri-business model, although more needs to be learned about their actual strengths and weaknesses. The pandemic provides an opportunity to test whether short supply chains are able to react to a global shock. It also serves to shed light on the factors that may affect, both positively and negatively, the capacity of short supply chains to address ongoing transformation of the "environmental and corporate" food regime. Starting from this assumption, the article presents the results of qualitative research exploring the reactions that short supply chains displayed to cope with the problems that emerged in the aftermath of the pandemic outbreak. As the authors show, the pandemic has highlighted some weaknesses of short supply chains. At the same time, these supply chains have also shown a great resilience and capacity for innovation. In any case, the pandemic has provided important indications to be considered at a policy level
