Photoluminescence of Homoleptic Lanthanide Complexes With Tris(benzotriazol-1-yl)borate
No full textBright photoluminescent neutral complexes having general formula [Ln(tbtz)3] (Ln = Eu, Tb; tbtz = tris(benzotriazol-1-yl)borate) were obtained by reacting K[tbtz] with EuCl3 and TbCl3. The emissions in the visible range, related to the f-f transitions of the trivalent lanthanide ions, are observable upon excitation with wavelengths shorter than 350 nm. The most intense emission bands correspond to the 5D0 → 7F4 transition at 699 nm for the europium complex and to the 5D4 → 7F5 transition at 542 nm for the terbium derivative. The luminescence is in all the cases mostly associated with the antenna-effect from the coordinated tbtz ligands. The synthetic approach was successfully extended to the preparation of the analogous yttrium and gadolinium derivatives. Tricapped trigonal prismatic geometry was attributed to the complexes on the basis of luminescence data and DFT calculations. Highly photoluminescent plastic materials were obtained by embedding small amounts of [Eu(tbtz)3] or [Tb(tbtz)3] in poly(methyl methacrylate)
Impact of green roofs on stormwater runoff coefficients in a Mediterranean urban environment
No full textIn this paper an analysis of green roof impact, a typical stormwater management facility constructed with the aim to reduce the volume of stormwater produced by traditional concrete roofs, is performed. As an example an application to the urban drainage network system of the University of Salerno Campus is illustrated. The main results show that the soil thickness and the water storage capacity are the most important factor affecting the soil water budget of the green roof, especially for event scale analysis. Depending on their values, a minimum and maximum reduction of stormwater production respectively of about 40% and 98% is provided by the green roof construction

The author finds that data is needed to support evidence-based regulation, that information technologies, and in particular AI, can enable a more extensive and beneficial use of data, and that the use of data in ex-post evaluations can improve the regulatory process. The Regulation of Content Moderation
No full textOnline platforms have become a key infrastructure for creating and sharing content, thus representing a paramount context for the individual/collective exercise of fundamental rights (e.g., freedom of expression, association) and the realisation of social values (citizens’ information, education, democratic dialogue). At the same time, platforms offer new opportunities for unfair or harmful behaviours, such as the unauthorised distribution of copyrighted content, privacy violation, unlawful content distribution (e.g., hate speech, child pornography), and fake news. To prevent or at least mitigate the spread of such content, online platforms have been encouraged to resort to content moderation. This activity uses automated systems to govern content flows to ensure lawful and productive user interactions. These systems deploy state-of-the-art AI technologies (e.g., deep learning, NLP) to detect prohibited content and restrict its further dissemination. In this Chapter, we will address the use of automated systems in content moderation and the related regulatory aspects. Section 2 will provide a general overview of content moderation on online platforms, focusing mainly on automated filtering. Further, Sect. 3 will describe existing techniques for automatically filtering content. Section 4 will discuss some critical challenges in automated content moderation, namely vulnerability, failures in accuracy, subjectivity and discrimination. Furthermore, Sect. 5 will define some of the steps needed to regulate moderation. Finally, in Sect. 6, we will review existing legislation that addresses content moderation in online environments

This research is aimed at answering to this question by sketching a comparative analysis which takes in consideration in an historical perspective the evolution of the law on the subject in two jurisdictions belonging to the civil law tradition like Italy and France.
