    Retracted Article: Digital Economy and Digital Logistics as New Area of Study in Higher Education

    This article has been retracted by the iJET editorial team: The article on this page has been associated with fraudulent publication practices after its publication in iJET. The work could be linked to a criminal paper mill selling authorships and articles for publication in several online journals to paying customers. The iJET editorial team was initially informed about the paper mill’s fraudulent activities by Dr. Perron (University of Michigan) and his team on 08/03/2021. The investigation results were published on RetractionWatch under https://retractionwatch.com/author/perronetal/ on 12/20/2021. Based on the evidence provided by Dr. Perron and his team, the iJET editorial team considerably questions the paper’s scientific integrity and legitimacy as part of the scientific body. Finally, iJET decided to retract the paper. Neither iJET, Online-Journals.org, nor IAOE stands in any contact with the paper mill’s fraudulent activities. We condemn such procedures and dissociate ourselves from any person or entity, which is knowingly or unknowingly part of it

    Electronic learning resources and online education technology: issues of effectiveness evaluation

    The relevance of the problem under investigation is due to the widespread use of electronic learning resources and online education technologies in Russian universities and the need to improve their quality for increasing the students learning efficiency. The article aims to study the possibilities for improving the efficiency of e-learning resources and online education technologies and their application specific in teaching students. The leading method of this issue research is the analysis of electronic learning resources and online education technologies use at Russian HEIs. Research results: analysis of electronic learning resources and online education technologies use at Russian HEIs was conducted; approaches for evaluating the efficiency of electronic resources and online education technologies use were developed; recommendations on improving the e-learning resources and online education technologies use were formulated, as well as for developing methodological and pedagogical support for their use in the educational process.     The purpose of the article: The article is aimed at studying of key issues of the set of methods and methodology of teaching history to students of the direction "Economics"; identifying of key aspects of the history course, competent understanding whereof is important for development of professional competencies of future economists, is of special attention.Materials and methods: The leading approach to the study of this problem is the analysis of key problem issues of the history course, a competent understanding of which is important for the formation of professional competencies of economists.Results of the research: The article shows that in the history of economics there are a lot of controversial, controversial issues on which quite superficial, subjective judgments and conclusions can occur in the journalistic, and sometimes academic literature. A number of similar questions are considered, the features of their study with students are revealed. The work identifies key aspects of the course of history, a competent understanding of which is important for the formation of professional competencies of future economists. The recommendations of the methodological and methodological plan for their study are proposed to increase the effectiveness of training future economists. Applications: This research can be used for the universities, teachers, and students.     Strategies of Creative Capital Formation: Paradigm Platforms

    Concepts of creative capital are a natural continuation of ideas about the prevailing role of human capital assets, particularly when switching to the knowledge-driven economy. From the time when creative capital began to be designated as an economic phenomenon, quite a number of paradigm visions of its nature was formed which, in turn, became a base for determining of its formation strategies. The problem lies in the fact that these bases as such remain unexposed quite often, so it does not allow giving an explicit assessment to strategies formed on platforms thereof. Specifically, the point of the proposed article is reviewing the paradigm platforms of strategies of creative capital formation and understanding what of the proposed strategies are perspective and what, should they be realized, can lead to destructive results. The conducted analysis allowed to identify four paradigms and, respectively, four strategies of creative capital formation. The strategy of creative class formation, in the view of the author of this article, is beneath criticism and should be opposed by the strategy of broad development of creative communities, creative practices and providing conditions for development of each person's creative resources. The two other strategies are conventionally designated (in accordance with their basic paradigms) as the migration strategy and the generation strategy. According to the migration strategy, main efforts should be aimed at creation of conditions for attracting and retention of talents. The generation strategy is aimed at creation of conditions for finding and development of persons' creative potentials since their childhood.     Определение потребности обучения муниципальных служащих

    Activity of civil servants trained in institutions shows not good assistance and services for people. Local authorities responsible for solving problems act not in a very good way; it is not always due to lack of finance (they often refer to) but weak points in management and personnel low competence. It results in searching for new approaches to personnel training which should be based not on knowledge and skills of civil servants but solving urgent problems of definite municipal entity. The paper is aimed at suggesting methods able to develop professional skills of civil servants to institutions and local authorities. Suggested methods are based on studying the structure of local community, its needs and requirements in solving economic, social, spiritual and moral problems; and on estimation of professional competence of civil servants and its correspondence to the problems being solved. The author suggests to solve the tasks in the following way: to analyze social and economic situation of municipal entity, identify and analyze the most urgent and complicated problems, define the civil servants responsible for solving the problems mentioned above and define the level of civil servants professional competence and correspondence to the problems being solved. The author applied such methods as opinion polls, testing of civil servants, content analysis of the letters and applications provided by local citizens to local authorities and observing and following the operational meetings of local authorities. The paper results in recommendations on making curricula, new model of educational process aimed at overcoming the gap between the problems of municipal entity and training of civil servants in order to solve the problems. The article makes conclusion that applying of methods discussed and observed by the author leads to significant impact in local authorities ’ activity and life quality of people

    In recent times, phenomena such as globalization have led to the creation of new ways of relating in the educational context to generate value in the perception of each institution. That is why, based on this research, the aim is to identify the relational marketing models that have been applied in some Higher Education Institutions to understand what their main analysis variables are and how they have involved the teacher. To achieve this, the literature review methodology is used and as a result there are eighteen marketing models with a relational approach, concluding that they have focused on different audiences such as students, graduates and industry, but the application to teachers as the subject of the model It has been scarce. © Universidad del Zulia.
