Construcción de un sistema de formación profesional en el Perú basado en casos exitosos de la región Asia-Pacífico
Utiliza un enfoque sistemático para revisar la literatura internacional sobre el diseño de políticas en sistemas de formación profesional e identificar aquellos aspectos que podrían ser útiles para que el Perú mejore su sistema de educación técnico-profesional. Se llevó a cabo un análisis de los sistemas de formación profesional más profesional más relevante de los países de Asia y el Pacífico tales como Nueva Zelanda, Australia y Canadá, para identificar tendencias y definir criterios para analizar el sistema de formación profesional peruano. Algunas de las políticas más importantes que podrían tomarse en cuenta son: reducir la fragmentación del sistema actual mediante la articulación de todos los programas que el gobierno peruano está llevando a cabo en la actualidad, reformar la provisión de la educación técnica a nivel secundario y terciario, de tal manera que se priorice la transferabilidad de los grados y títulos a nivel nacional e internacional, y la creación de un sistema de consejería para los estudiantes que vaya acorde a los requerimientos del mercado laboral y las características socioculturales de los estudiantes.Victoria Masters (by thesis) Scholarship 2018 / Latin American Academic Achievement Scholarship 2018Tesi
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Constructing a Vocational and Educational Training System in Peru Drawing from Successful Cases in the Asia-Pacific region
Peru currently has a fragmented and incomplete approach to Vocational and Educational Training (VET). This presents a problem for the country’s growing demand for skilled human capital, especially the skills requirements needed to foster Small and Medium Enterprises’ (SMEs) productivity. In a context where trends such as globalization, competitiveness, and scientific and technological advances are setting big challenges to developing countries, it might be relevant that Peru gazes on best practices of those countries that have implemented recent reforms in their VET systems. This research uses a systematic approach to review the international literature on the design of VET policies and systems to discover the aspects which could be of use to Peru’s next steps in the development of its VET system. It drew on the most relevant VET systems across Asia-Pacific countries, such as New Zealand, Australia, and Canada, to identify trends and define criteria to analyse the current VET system. Policy transfer frameworks are used to draw from these systems those characteristics most needed. Some of the most important policies that the Peruvian VET system might consider are to reduce the fragmentation of current VET system by bringing all the targeted programs that the Peruvian government is carrying out at present into a more integrated whole of government approach, the reform of formal provision of technical education at secondary and tertiary level that stress the transferability of degrees across the Asia-Pacific region, and the creation of a training system according to requirements of the labour market and socio-cultural characteristics of students
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

An analysis of how political governance of liquid fuels contributes to energy security in Papua New Guinea
This study examines how political governance of liquid fuels at the institutional level contributes to energy security in Papua New Guinea (PNG) from a political economic perspective. An interpretive methodology and critical case analysis design were used to analyse LNG energy governance regime (policies, legislation, and institutions) and its relationship with energy security. The research design involved analysis of participants’ observations and documents in relation to the critical cases (instances) in the practice of the energy regime under the Somare and O’Neill governments between 2002 and 2017.
By using the characteristics of the Quality Energy Governance Framework (QEGF) which emerged from the analysis of the literature on energy governance and energy security, this study shared a new policy insight that energy security is actually created through the interactions that occur between political actors and the institutions and processes of energy governance. The study found that energy governance is a system of interacting institutions, policies and legislation created by the political institutions for the purpose of achieving economic efficiency in order to produce public value. The effective functioning of this system depends on the quality of the political institutions. A strong political institution constructs a quality policy regime which, in turn, translates into operational and adaptive qualities of an energy regime that enhances energy security. Alternatively, where a political institution is weak, the operational and adaptive qualities of the energy governance system are also incrementally diminished, thus generating energy insecurity, which, in turn, affects development outcomes.
Accordingly, the study concludes that in PNG the qualities of the energy governance system did not seem to effectively function efficiently as a whole due to the political-economic interests and non-compliance to the institutional qualities. This, in turn, has had the effect of generating energy insecurity rather than enhancing energy security. In effect, the practices associated with the formal governance arrangements have failed to deliver a consistent and predictable governance system for PNG LNG and development outcomes have suffered as a result. The social interaction of political and economic actors and their interests in the energy governance system is complex and quite difficult to predict, resulting in an unstable energy regime. Given the unpredictability of this energy regime, political reform should assume primacy as a first order priority to withstand emerging energy governance issues and challenges that might contribute to energy insecurity
Sustaining Primary Care Responses to Intimate Partner Violence
Globally, one in three women will experience intimate partner violence in their lifetime. The impact of violence on health and wellbeing is significant, yet, recognition of the relationship between intimate partner violence and ill-health is poor. Implementing and sustaining effective health care responses to intimate partner violence has proven challenging internationally. New Zealand holds a leading role via the Ministry of Health Violence Intervention Programme. Infrastructure supporting health professionals to respond to intimate partner violence and child abuse and neglect has been implemented across hospitals and selected community settings nationally. However, engagement with the primary care sector has been limited. In this study I explore what affects a sustainable response to intimate partner violence within New Zealand primary care settings.
I utilise complexity theory to reconceptualise a sustainable primary care response to intimate partner violence as a complex adaptive system. Concurrently, I analyse the function of health system documents informing intimate partner violence responsiveness and interview primary care professionals on responding to intimate partner violence as a health issue. I apply a complexity-led discourse analysis to each data source to explore how system interactions at policy and practice levels influence intimate partner violence responsiveness. I then thread the data sources together to show how sustainable responses to intimate partner violence are emergent from interactions throughout the health system.
This thesis argues the under-utilisation of the primary care sector in reducing intimate partner violence is a profound system gap. My use of complexity theory as an innovative qualitative research methodology calls attention to key system interactions challenging the emergence of intimate partner violence responsiveness in primary care. Similarly, I show how complexity may be harnessed to promote intimate partner violence responsiveness. This thesis shows why we need to think differently about how we work to reduce intimate partner violence.
