    This book, comprising contributions presented at the XIX Edoardo Amaldi Conference, examines important aspects of international cooperation aimed at enhancing nuclear safety, security, safeguards (the “3S”), and non-proliferation, thereby assisting in the development and maintenance of the verification regime and progress toward a nuclear weapon-free world. The Conference served as a forum where eminent scientists, diplomats, and policymakers could compare national perspectives and update international collaborations. The book opens by addressing the political, institutional, and legal dimensions of the 3S and non-proliferation; current challenges are discussed and attempts made to identify possible solutions and future improvements. Subsequent sections consider scientific developments that can contribute to increased effectiveness in the implementation of international regimes, particularly in critical areas, technology foresight, and the ongoing evaluation of current capabilities. The closing sections discuss scientific and technical challenges to the effective implementation of the 3S approach and the role of international cooperation and scientific community actions in leading the world toward peace and security

    Two new astronomical windows are opening at the beginning of the third millennium, thanks to Observatories of very peculiar cosmic messengers: neutrinos and gravitational waves. Bruno Pontecorvo and Edoardo Amaldi, in different ways, have contributed to the advancement of these fields of research and have inspired the work of many physicists. I dedicate this contribution to the memories of these two scientists. Remembering my encounter with Bruno, I report here on the experimental search for gravitational waves, in Italy and worldwide, and on some aspects of the study of the simultaneous emission of gravitational waves and neutrinos by a supernova

On the 30th anniversary of Edoardo Amaldi’s death, the film tells the story of the life and works of one of the most relevant scientific figures of the 20th century, from his commitment to the creation of CERN and ESA and the reconstruction of European physics to his contributions to the search of gravitational waves. The film will be introduced by Nobel Laureate Barry Barish, who is writing a biography of Amaldi with film screen writer and physics historian Adele La Ran

    On the Approximability of the Minimum Fundamental Cycle Basis Problem

    We consider the problem of finding a fundamental cycle ba- sis of minimum total weight in the cycle space associated with an undi- rected biconnected graph G, where a nonnegative weight is assigned to each edge of G and the total weight of a basis is defined as the sum of the weights of all the cycles in the basis. Although several heuristics have been proposed to tackle this NP-hard problem, which has several interesting applications, nothing is known regarding its approximability. In this paper we show that this problem is MAXSNP-hard and hence does not admit a polynomial-time approximation scheme (PTAS) unless P=NP. We also derive the first upper bounds on the approximability of the problem for arbitrary and dense graphs. In particular, for complete graphs, it is approximable within 4 + ε , for any ε > 0
