Get PDFFor more about the East-West Center, see http://www.eastwestcenter.org/The Pacific Islands Development Program (PIDP) of the East-West Center was mandated by the Standing Committee of the 1980 Pacific Islands Conference to investigate aquaculture development in the region. As a result, an aquaculture assessment project was initiated in 1982. The three major thrusts of this project were: country reviews that documented aquaculture-related activities in the region; case studies that provided detailed evaluation and analysis of two projects in the region (one in Kiribati and the other in Tonga); and extension and training activities. Despite having many apparent advantages for aquaculture development, the Pacific Islands region also has significant disadvantages that may limit its development of aquaculture. The Pacific Islands region has had considerable experience with aquaculture. Some islands have a tradition of aquaculture, while to others it is a new concept. Currently, various aid organizations are supporting several aquaculture development projects in the region. In addition, some island governments are supporting their own efforts. Aquaculture development projects in the region have been many, but those that have resulted in commercial development have been few. Sustained profitable commercial operations are rare and often not related to any demonstration project.Project Background. It was originally funded by the United Kingdom, with technical assistance and equipment from the United Nations Development Programme (UNDP) and the United Nations Food and Agriculture Organization (FAO). Now it is operated under the umbrella of the Kiribati Fisheries Division. The primary objective of this facility is to provide baitfish (milkfish) for Te Mautari, the national fishing company, and its four pole-and-line vessels. The secondary objective is to produce food fish (milkfish) for local consumption. In addition to the primary facility at Temaiku, a research station is operated at Ambo, which is currently doing experimental work with prawn, crab, and milkfish. The Government of Tonga had been considering initiating an aquaculture project for several years but desired more information prior to an actual commitment. PIDP, on the other hand, desired real data as a basis for its aquaculture case study. Communication and discussions with the Tonga Fisheries Division resulted in the identification of a specific project that would benefit both parties. The project identified was a proposed 200 ha mullet farm in Vava'u. The PIDP aquaculture team of K.R. Uwate and P. Kuntuba visited Tonga to collect background materials for the study.
