India’s Innovation Policy: Current State and Features of the Indian Model
Purpose: this article analyzes India’s innovation development model. In this regard, the author aims to examine the current state of India's innovation policy as well as its features as one of the tools for solving the socio-economic problems of the state.Methods: the author applies general scientific methods of logical analysis, comparison and generalization, as well as quantitative methods (graphical and tabular methods, and descriptive statistics). In addition, the article embraces a systematic approach that contributes to a holistic consideration of the research subject.Results: the article provides an overview of the fundamental documents and projects of the state's innovation policy, studies India’s positions in world innovation ratings as well as notes the unique features of the Indian model of innovative development associated with the government strategy adjusted to the socio-economic, cultural and civilizational features of this country.Conclusions and Relevance: the article addresses the distinguishing characteristics which have eventually become disadvantages of the existing system and touches upon the reasons that hinder the development of innovations and prevent the country from achieving tangible results in this domain. The author concludes that without systematic government support, appropriate staffing, and functioning triple helix model involving academia, industry, and government, the country's innovative development will be limited, and India will fail to address the ever-widening gap between grassroots and high-tech innovation sectors will continue to grow. Still, Russia may learn a lot from the Indian experience as it also aims at solving its “grand challenges”, including those of social and economic nature, by the means of innovations
Cultural and Civilizational Ties between India and China Today
From the second half of the 20th century bilateral relations between India and China have not received adequate coverage in domestic and foreign science. India and China, due to the strengthening of their economies and the gradual increase in political weight in the world arena, are increasingly viewed as geopolitical rivals, with the emphasis shifting from their bilateral to regional cooperation. It is notable that there are almost no articles on the cultural and civilizational ties between the countries. First of all, this is due to the limited nature of these contacts determined by a number of geopolitical and historical reasons. The countries separated by the world tallest mountain range developed independently from one another with little interaction between them, and it was not until the second half of the 20th century that these Asian powerhouses established solid relations. The bipolar period, in fact, formed the countries’ ambiguous perception of each other, which in many respects continues to restrain cooperation not only in the cultural sphere, but also in other areas. In addition, China and India themselves tend to pay little attention to this lack of communication, since at this stage and in the context of mistrust and rivalry cultural and civilizational ties are not a priority. Even statistics are scarce in both Indian and Chinese sources. At the same time, it is this line of cooperation that might somewhat smooth out the contradictions that have accumulated between the countries in other areas and contribute to a better understanding of each other. Because of intensifying personal contacts between the citizens of both countries and growing importance of the media sphere this mutual understanding is of utmost importance. This article aims to fill the gap that exists today in the scientific field regarding the dialogue of cultures between Delhi and Beijing. The author examines the main elements of cultural cooperation between the two countries and identifies the key problems they face today, as well as points out the opportunities for rapprochement based on the areas that make possible the development of appropriate interaction: religion, traditional health practices, similarities in the political outlook, large expatriot communities, education, art and tourism
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

Исследование опирается на применение общенаучных методов логического анализа, сравнения и обобщения, а также использование количественных методов - графического, табличного, описательной статистики. Целостному рассмотрению предмета исследования способствует системный подход.Результаты работы. В статье проводится обзор основополагающих документов и проектов инновационной политики Индии, отмечаются уникальные черты индийской модели инновационного развития, связанные с ориентацией индийского руководства на социально-экономические и культурно-цивилизационные особенности страны, ее многоукладность. Анализируются позиции государства в международных рейтингах как индикаторы эффективности выбранного индийцами курса, сильных и слабых сторон инновационной стратегии. Выделяются те особенности существующей системы, которые предопределили специфику ее формирования в Индии и стали причинами, препятствующими развитию инноваций и достижению практических результатов научно-технической политики.Выводы. Текущая стадия инновационного развития Индии характеризуется рядом диспропорций, не позволяющих стране реализовать имеющийся потенциал. Автор считает, что без решения вопроса систематической государственной поддержки, соответствующего кадрового обеспечения и налаживания трехстороннего взаимодействия государства, науки и промышленности инновационное развитие страны будет носить ограниченный характер. При этом уже имеющийся разрыв малоэффективных и высокотехнологичных секторов будет только расти. Индийский опыт может быть полезен для России, которая также стремится решить ряд проблем, обусловленных «большими вызовами», в том числе социально-экономического характера, посредством внедрения инновационных технологий

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
