Una ricerca che responsabilizza all’azione politica: cittadinanza attiva nel comune di Portici
No full textLa ricerca che proponiamo è nata dall’esigenza di sperimentare uno strumento di ascolto e consultazione dei cittadini campani, in particolare del comune di Portici, e condividere insieme ad essi un metodo, che può diventare una buona prassi per aumentare il coinvolgimento dei cittadini nella cosa pubblica. Dalla letteratura presente sul tema “partecipazione” (Mannarini, 2008) e dall’osservazione empirica, riscontriamo quanto sia difficile che essa risulti in una pratica quotidiana, evitando effetti paradossali della stessa quali caoticità, conflittualità non adeguatamente gestite e risolte, o non scivoli in un mero discorso retorico. Lo scopo generale dello studio è stato così aumentare il senso di convivenza nella comunità offrendo maggiori occasioni di aggregazione e di partecipazione alla vita comunitaria, ed aumentare nel contempo il senso di responsabilità civica attraverso un coinvolgimento diretto nella presa di decisioni che riguardano l’interesse della comunità. Gli obiettivi specifici sono stati l’analisi dei bisogni territoriali e la verifica di un metodo di ricerca-azione. I partecipanti coinvolti sono stati 463 cittadini del comune di Portici. Ad essi è stato somministrato un questionario ideato ad hoc. Il metodo di somministrazione e poi di restituzione dei risultati è stato pensato nell’ottica sempre di promuovere responsabilizzazione. Pertanto sono stati utilizzati come centri di contatto con i cittadini i vari gazebo informativi posti nei luoghi di maggiore affluenza della popolazione, i negozi più conosciuti, gli esercizi commerciali tra i più frequentati della città (bar, pizzerie, ristoranti). I questionari erano accompagnati da un opuscolo che spiegava le finalità del progetto e le modalità di compilazione. I cittadini erano invitati a restituirli in apposite cassette da noi costruite, ben evidenti nei vari punti di contatto, e quindi essi sono stati responsabilizzati rispetto alla restituzione degli stessi. Il questionario utilizzato era composto da una scheda socio-anagrafica e da cinque aree, relative ognuna ad una problematica di interesse collettivo. Le aree erano: viabilità e parcheggi, pulizia e bellezza (architettonica e paesaggistica), trasparenza e legalità, sviluppo sostenibile della città, beni comuni (es. acqua). Ogni area era composta da cinque possibile soluzioni, a cui i cittadini dovevano attribuire un punteggio rispetto al livello di importanza su una scala autoancorante da 0 (Per niente importante) a 5 (Moltissimo importante). La consegna era pensata per stimolare la riflessione in merito alle scelte politiche che come cittadino ognuno avrebbe suggerito all’amministratore. A conclusione del percorso di contatto e raccolta dei questionari, i cittadini hanno partecipato ad un incontro pubblico con il sindaco, in cui sono stati restituiti i risultati della ricerca, divenuti materiale di discussione ed alcune soluzioni proposte come prioritarie dai cittadini sono divenute impegni pubblici del sindaco nella sua agenda politica. Dei risultati descrittivi emersi, saranno discussi i livelli di importanza attribuiti dai cittadini alle varie macroaree esaminate, così come le soluzioni ai problemi, da questi scelte come prioritarie. Dai risultati è stato possibile dare un’interpretazione sul livello di sensibilità dei partecipanti rispetto alle questioni sollevate, ed avviare una riflessione su come questa pratica possa diventare una azione sistematica nel coinvolgimento dei cittadini nella politica istituzionale ai fini della consultazione nei processi decisionali
The Book of Ezekiel and the Poem of Erra
No full textThis research attempts to demonstrate the likelihood that in the formulation of certain themes and motifs of the Book of Ezekiel, its author or redactor knew and used a contemporary Akkadian composition called the Poem of Erra. Twelve features shared by both works have been analyzed. These points of contact have been divided into two categories following a descending degree of probability. In the first category are four features which appear uniquely in the Book of Ezekiel. In the second category are eight features which are present in Ezekiel and in the rest of the Old Testament. The source of the first four features would most probably be extra-biblical, and more specifically the Poem of Erra. The source of the second category of motifs would be in antecedent Old Testament prophetic traditions. Nevertheless, the Poem of Erra might have influenced the formulation and presentation of some aspects of these motifs.
By virtue of the comparisons established in this research the book offers a detailed analysis of twelve features of the Poem of Erra thus contributing to a better understanding of this remarkable piece of Akkadian literature.
The survey of research on the Babylonian influence on the Book of Ezekiel offers a richly documented review of the over one hundred years old tradition of the interpretatio Babylonica of the Book of Ezekiel. The concluding section explores the particular poetic strategy used in the composition of a major theme and motifs of the Book of Ezekiel defined as literary emulation – creative synthesis of traditional material.
This research strikes one by the straightforwardness of this working hypothesis and the elegant solution it offers to the problems raided in this book. It has the marked advantage of bringing all the parallel to a single source – the relatively short Babylonian Poem of Erra. It offers guidelines and a demonstration of some principles of the comparative-contrastive approach, showing the considerable heuristic value but also the limitations of the comparative study of the Ancient Near Eastern literature
