    A fast approximation algorithm for solving the complete set packing problem

    We study the complete set packing problem (CSPP) where the family of feasible subsets may include all possible combinations of objects. This setting arises in applications such as combinatorial auctions (for selecting optimal bids) and cooperative game theory (for finding optimal coalition structures). Although the set packing problem has been well-studied in the literature, where exact and approximation algorithms can solve very large instances with up to hundreds of objects and thousands of feasible subsets, these methods are not extendable to the CSPP since the number of feasible subsets is exponentially large. Formulating the CSPP as an MILP and solving it directly, using CPLEX for example, is impossible for problems with more than 20 objects. We propose a new mathematical formulation for the CSPP that directly leads to an efficient algorithm for finding feasible set packings (upper bounds). We also propose a new formulation for finding tighter lower bounds compared to LP relaxation and develop an efficient method for solving the corresponding large-scale MILP. We test the algorithm with the winner determination problem in spectrum auctions, the coalition structure generation problem in coalitional skill games, and a number of other simulated problems that appear in the literature

    Application of capital budgeting methods in small and medium-sized enterprises : case studies of SMEs in Vietnam

    Many researches in the past studied capital budgeting in Small and medium-sized enterprises (SMEs), showing that unlike large corporates, small businesses apply different methods in their capital budgeting decision. Previous research’s findings results that Discounted cash flow method is not commonly favoured by SME’s owner and manager. Based on the past findings, this thesis expands its researching to study how SMEs apply methods to determine a capital budgeting decision in a developing country. The paper is a qualitative research to be implemented in Vietnam, a developing economy. The thesis aims at finding out the reality of applying appropriate methods in making capital budgeting decisions in SMEs in Vietnam. From the interviews with CEOs of three SMEs in different industries, the thesis is finally able to collect qualitative data and draw a picture of how SMEs in Vietnam apply capital budgeting methods to determine a project investment. The major findings of research show that (1) under a context of developing economy, SMEs express the positive attitude towards opportunities from the economy as well as illustrate their business activities with both successful growth and future development; (2) when appraising a project investment, SMEs do not have an unprofessional capital budgeting process and only calculate critically necessary steps and evaluate the feasibility of project investment; and (3) SMEs give no exact name for methods and techniques in capital budgeting and they apply a various combination of calculation from different techniques such as NPV, PB, PI to forecast revenue and expenditure of project, not fully focus on a specific technique or method

    This recording and transcript form part of a collection of oral history interviews conducted by the Vietnamese American Heritage Foundation and donated to the Chao Center for Asian Studies at Rice University. This collection includes video recordings of interviews with Vietnamese Americans native to or living in Texas. This interview forms part of the national 500 Oral Histories Project conducted by the Vietnamese American Heritage Foundation.Nguyen Nga Dung was born on 12 October 1950 in Tuyen Quang, Vietnam. Her occupation here in the United States is as a realtor. She is Buddhist. She arrived in the United States on 1 December 1977. Nguyen Nga Dung tells story of the journey of her family when they migrated from Hanoi to South Vietnam in 1955. Nguyen Nga Dung remembers the Fall of Saigon vividly. She remembers prisoners escaping and having to return that day at night. There was a power outage so people were burning oil lamps. She remembers people wearing black with red strings on their upper arms and shooting guns in the air and raiding homes for American supplies like lights and cots. Nguyen Nga Dung tells reasons why she is afraid of the Communist regime. She shares her experiences while living under the Communist regime from 1975 to 1977. Nguyen Nga Dung narrates her escape by boat from Vietnam to Thailand, the story of her sister and her niece who were among 158 people on a boat. 156 people on that boat were never landed and died in the sea. Nguyen Nga Dung remembers her first days of her life in the USA

    Sharp bound on the support of integer linear optimal solutions

    We study the support of optimal solutions of integer linear programs (ILP) that are of the form {min cTx, s.t. Ax=b, xZ+n}\{\min~c^T x, ~s.t.~ Ax = b,~ x \in \Z^n_{+}\}. We provide an upper bound on the size of the support as (m-1)+\ceil{\log_2(g^{-1} \sqrt{det(AA^T)})} and show that the bound is tight in the following senses. First, we provide a class of problem where equality hold. Second, we provide a variation of \citet{aliev2018support} asymtotic lower bound of the size of the support that matches the form of the upper bound better
