    Market Reform, Regional Energy and Popular Representation: Evidence from Post-Soviet Russia

    This article investigates the relative impact of regional energy production on the energy voting choices of State Duma deputies between 1994 and 2003, controlling for other factors such as party affiliation, electoral mandate, committee membership and socio-demographic parameters. We apply Poole’s optimal classification method of roll call votes using an ordered probit model to explain energy market reform in the first decade of Russia’s democratic transition. Our main finding is that the gas production factor is inter temporally important in the formation of the deputies’ legislative choices and shows Gazprom’s strategic position in the post-Soviet Russian economy. The oil production factor is variably significant in the two first Dumas, when the main legislative debates on oil privatization occur. The energy committee membership tends to consistently explain pro-reform voting choices. The pro-and anti-reform poles observed in our Poole-based single dimensional scale are not necessarily connected with liberal and state-oriented policies respectively.energy regulation, market reform, energy resources, roll call votes, legislative politics, State Duma, Russia

    Should I stay or should I go? How local-global implicit temporal expectancy shapes proactive motor control: An hdEEG study

    In this study, we investigated the effect of global temporal prediction on the brain capability to implicitly adjust proactive motor control. We used the Dynamic Temporal Prediction (DTP), in which local and global predictions of an imperative stimulus were manipulated by using different stimulus-onset asynchronies (SOAs), presented with several distribution probabilities. At a behavioural level, the results show a performance adjustment (reaction time decrease) depending on the implicit use of global prediction. At a neurophysiological level, three separate computational steps underlying motor control were investigated. First, the expectancy implementation was associated with global probability-dependent contingent negative variation (CNV) modulation supported by the recruitment of a frontoparietal network involving the anterior cingulate, the left intraparietal sulcus, the occipital, and the premotor areas. Second, the response implementation was modulated by the global prediction fostering stimulus processing (P3 increase) at the motor response level, as suggested by both oscillatory (beta desynchronization), as well as source analysis (frontal cortical network). Third, the expectancy violation lead to a negativity increase (omission-detection potential) time locked to the global rule violation and additionally, to delta and theta power increase interpreted as inhibitory control and rule violation detection, respectively. The expectancy violation further engaged a left lateralized network including the temporal parietal junction (TPJ) and the motor cortex, suggesting involvement of attentional reorienting and a motor adjustment. Finally, these findings provide new insights on the neurocognitive mechanisms underlying proactive motor control, suggesting an overlapping between implicit and explicit processes

    The Authorities and Society in the Elections to the Fourth State Duma (Based on the Materials of Vologda Governorate)

    The article deals with the interaction of the authorities and society during the election campaign to the Fourth State Duma of the Russian Empire and is based on the materials of Vologda Governorate. The decline in social activity after the end of the First Russian Revolution led to a certain weakening of the population’s attention to election campaigns, and interest in the parliament as a new political institution was clearly fading. However, in 1912, on the eve of the elections to the Fourth Duma, there was a clear revival of social and political life in Vologda Governorate as well as a shift of public sentiments to the left, which caused concern of the authorities at all levels. The article considers the actions of M. Shramchenko, the governor of Vologda, taken to ensure the election to the Duma of the right-wing candidates who were needed by the authorities. On the eve of the elections to the Fourth Duma, polarization of political forces in the governorate as well as throughout the country could be seen: the opposition relied on the Kadet Party and moderate socialists and stood against the right-wing candidates nominated by the authorities. Formally, the Kadets did not have their own organization, but they acted as a united group and enjoyed serious prestige with the voters of the city curia and, to some extent, peasant curia. The article analyzes electoral slogans of the right-wingers and the opposition, the course of the election campaign, and its results. Particular attention is paid to the mechanisms of support for right-wing candidates by the governorate administration and the use of administrative resources by it. The conclusion is made that the opposition sentiments, which were clearly manifested during the elections at the governorate level, tended to grow and the influence of the authorities tended to decline. Despite all the restrictions of the electoral law of June 3, 1907, the elections to the Fourth State Duma showed obvious social demand for reforming the country. However, at the level of Vologda Governorate, the governorate authorities failed to satisfy that demand by entering into a limited dialogue with the opposition and to properly consolidate the right-wing forces. Applying a wide range of administrative measures against the opposition, the governorate administration drove the situation into a dead end even deeper, which led to an increase in contradictions between the government and the public

    Multi-objective stochastic scheduling of inpatient and outpatient surgeries

    With the advancement of surgery and anesthesiology in recent years, surgical clinical pathways have changed significantly, with an increase in outpatient surgeries. However, the surgical scheduling problem is particularly challenging when inpatients and outpatients share the same operating room blocks, due to their different characteristics in terms of variability and preferences. In this paper, we present a two-phase stochastic optimization approach that takes into account such characteristics, considering multiple objectives and dealing with uncertainty in surgery duration, arrival of emergency patients, and no-shows. Chance Constrained Integer Programming and Stochastic Mixed Integer Programming are used to deal with the advance scheduling and the allocation scheduling, respectively. Since Monte Carlo sampling is inefficient for solving the allocation scheduling problem for large size instances, a genetic algorithm is proposed for sequencing and timing procedures. Finally, a quantitative analysis is performed to analyze the trade-off between schedule robustness and average performance under the selection of different patient mixes, providing general insights for operating room scheduling when dealing with inpatients, outpatient, and emergencies
