Propuesta metodológica para la asignación del código único de entidad para los elementos incluidos en la base de datos cartográfica integrada a escala 1:100.000 del Instituto Geográfico Agustín Codazzi (IGAC)
El presente trabajo propone una metodología que permite asignar el Código Único de Entidad (CUE) para cada elemento geográfico con topónimo conocido e incluido en la Base de Datos Cartográfica Integrada escala 1:100.000 del Instituto Geográfico Agustín Codazzi (IGAC). Para ello se realizó el diagnóstico de la información entre la base de Nombres Geográficos a la escala de estudio encontrando inconsistencias como diferencias en los topónimos y/o posición, luego se resolvieron las inconsistencias encontradas de una plancha seleccionada, se editaron sobre la Base Integrada según observaciones realizadas a la plancha y se asignó el CUE a los elementos de ésta de acuerdo a la metodología plantead

El presente documento presenta el análisis multitemporal de los procesos de densificación y expansión urbana durante el periodo del 2013 al 2019 para la ciudad de Bogotá D.C. exceptuando la localidad de Sumapaz, mediante el procesamiento de datos de las construcciones que sufrieron cambios de altura durante el periodo de estudio, en contraste con los cinco tratamientos urbanísticos que plantea el Plan de Ordenamiento Territorial reglamentado por el Decreto Distrital 190 de 2004.This document presents the multitemporal analysis of the urban densification and expansion processes during the period from 2013 to 2019 for the city of Bogotá D.C. El catastro multipropósito como una construcción que parte de la comunidad: propuesta para alcanzar una visión con propiedad
The land registry consists in surveying the physical, legal and economic information from the land lots. This allows the towns, and the country, to keep updated the land databases regarding location, area, outline, access, land value, and legal status. This is a support to be used in the public policy-making, investments, territory ordering, and infrastructure works. Today, the rural land registry shows a great lack of updating, almost 95 %, which indicates that the processes, rules and resources are not being used efficiently. This fact has a direct impact on both the local and regional territorial projects. For this reason, the challenge of the multi-purpose land registry lies in having new regulations that take into account the decentralization when executing the registry, hiring land registry experts and transforming it in a public service. In addition, the methodology set out herein is intended to show that the direct participation of the owners in the process would yield efficient results in the medium termEl catastro consiste en el levantamiento de información física, jurídica y económica de los predios, lo que permite a los municipios y al país mantener actualizadas las bases de datos prediales en cuanto a su ubicación, área, forma, acceso, valor catastral y situación legal. Este es el soporte a partir del que se generan políticas públicas, inversiones, ordenamiento territorial y obras de infraestructura. Hoy día, el catastro rural presenta un grado de desactualización cercano al 95 %, lo que demuestra que los procesos, normas y uso de los recursos no se están utilizando con eficiencia, lo que impacta de manera directa proyectos territoriales locales y regionales. Por esta razón, el reto del catastro multipropósito radica en una nueva reglamentación que incluya la descentralización en la ejecución del catastro, la contratación por gestores catastrales y su transformación en un servicio público. Construyendo el catastro desde la comunidad. Una visión con propiedad
El catastro es el censo de la información predial en su aspecto físico, jurídico y económico, permitiendo la actualización de información sobre una propiedad, su localización, área, linderos, forma, situación legal y su avalúo de construcción y terreno. El levantamiento del catastro permite generar políticas públicas para dirigir inversiones hacia el ordenamiento territorial, realizar obras de servicios públicos e infraestructura física, por parte de los municipios y del Gobierno nacional. En la actualidad, el catastro en Colombia presenta un alto porcentaje de desactualización, especialmente en las zonas rurales donde alcanza cifras cercanas al 85 %, lo que obliga a presentar alternativas que permitan disminuir la problemática. Por lo tanto, se plantea esta propuesta para la realización del levantamiento de la información catastral a partir de la participación directa de la comunidad, teniendo como antecedente la identificación de los factores que inciden en el porcentaje de desactualización, evidenciando las ventajas de un catastro multipropósito (en adelante cm) sobre uno convencional y planteando las ventajas que ofrece dicha participación comunitaria en cada una de las etapas que conlleva el levantamiento
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
