    In the minds of the average European citizen, and especially young citizens, the digitisation of government, business and everyday life- that is, of society as a whole- is linked to the growth of convenience, comfort and well-being. But is this really the case? In our paper, we compare the growth in the pace of digitalisation, as expressed by the DESI (Digital Economy and Society Index) (or its individual components) with changes in the EFI (Economic Freedom Index)(or its individual components). Our research for selected Central European countries is based on data for the period 2017-2022. The data source for the DESI index is the European Union database, and for the EFI is The Heritage Foundation database. Among the methods, we mainly used correlation analysis (Spearman's correlation coefficient) and data analysis using MS Excel tools and functions. Overall, the measurements show that the countries of the Middle East can be divided into three categories. The first category is countries where there is a strong correlation between DESI and EFI results. These countries are Austria, Slovak Republic and Slovenia. The second category is countries with a medium correlation- Poland, Czech Republic and Germany. The lowest correlation between DESI and EFI is identified in Hungary.     The objective of the contribution is to analyze the growing danger of insider threats and their impact on the security of company information systems and to show the select ways of their potential solutions in the Czech Republic and the Slovak Republic. Three basic approaches and thus also data sources were used for this article. The first source includes global quantitative data from large corporations identified for the time period of 2016-2022. The second source includes conclusions from a range of commercial and scientific projects in which the authors have been involved. The third source includes professional literature and documents concerning information security in organizations. The percentage and significance of insider incidents in current corporate practice, especially in large organizations, keeps increasing, as does the motivation to investigate these incidents, as the presented trends from the investigated time period. Also, the time to detect and resolve an insider incident is relatively long. Organizations can use the tools to protect themselves against insider incidents. Two limitations are crucial for the article. The data and conclusions are valid for large corporations. Their applicability to SMEs and micro-firms is not great. The analyzed input data are not a representative sample of the individual analyzed regions’ economies

    One of the imperatives of the times is to vigorously reduce the costs of all business activities. This is no different in the state and public sector. One way is to digitise their agendas and digital communication between the state and the citizen. In this article we present the situation and development of digitalization in the Czech Republic. Firstly, its ranking among the EU countries, then we look at data mailbox services and the possibility of accessing e-government services in general. We measure the level of digitalization and state maturity within the EU using the DESI index - in 2022, the Czech Republic was ranked the 19th worst among EU member states. The use of data mailboxes is growing significantly in the Czech Republic, and users, however, focus mainly on downloading documents prepared for them by the state and public administration

    This Master thesis deals with the subject of state censorship of the Internet. The objective of the thesis is to map the techniques of state censorship of the Internet and the methods of circumvention. In the first part, the author introduces organisations and projects that investigate state Internet censorship in the world. Subsequently, the author depicts inspection methods of communication and the Internet filtering techniques. The following part focuses on the principles of circumventing Internet censorship. It also describes various techniques of the circumvention of the censorship. Another objective of the thesis is to test the practical methods of circumventing Internet censorship. As a destination for the measurement the author has chosen PRC where he scrutinised the state of Internet censorship and tested the success rate of circumvention methods. The presented outputs serve as an overview of the techniques of the state censorship of the Internet and the methods of its circumvention, and can be used as a foundation for further work

    The Impact of the ISDS on Users

    This thesis work is to do with the Information system of data boxes (ISDS) which is introduced from legislation's and user's point of view. Because the introduction of this system has influenced hundreds of thousands of subjects the main target of this thesis is to find out about the impact of the ISDS on users with the help of the analysis method. In this work firstly the data provided by the Ministry of Internal Affairs are examined and interpreted, secondly the results of the poll conducted by the author and then a cost-benefit analysis of the system from the users' point of view is carried out. The results of the work show that the ISDS was at the end of the examined period (2009 -- 2013) beneficial for its users and the total economic benefit for the respective period is 3.6 billion Czech crowns. This means that every crown spent on the operation of the system by the Ministry of Internal Affairs represents savings of 2 Czech crowns. The author of this work has come to the conclusion that the system is from a legislative, technological and economic point of view very well created. The author recommends to the system administrator its further development and also recommends to use its potential among thousands of OSVČ (the self-employed)

    Electronification of the judiciary in Czech Republic

    This thesis deals with questions connected with the electronification of the judiciary in the Czech Republic majoring in the civil judicial proceeding. The first part focuses on the description of the background of electronization of judiciary in the Czech Republic, benefits and barriers associated with computerization. The author describes the conditions to implement e-justice (which are reform of judiciary, development of information society or technical readiness). Process of electronification of the judiciary is illustrated by introduction of eJustice project. There are disscused three basic elements of e-justice in the main part of thesis. These are the electronic judicial record, electronic filing and electronic delivery. Author describes the conditions to implement these features, ascertains the current situation and identifies assets and imperfections of actual solution. Main goal of this thesis is to provide reader with the view of the electronification of the judiciary in the Czech Republic and sum up the most importatnt parts of electonical civil judicial proceeding

    Diplomová práce se zabývá státní cenzurou Internetu. Cílem práce je zmapovat techniky státní cenzury Internetu a metody pro její obcházení. V první části jsou představeny organizace a projekty monitorující státní cenzuru Internetu ve světě, dále autor popisuje metody odhalení nežádoucí komunikace a způsoby její filtrace. Následující část se zabývá základními principy obcházení Internetové cenzury a přiblížením jednotlivých technik. Dalším cílem je ověření metod obcházení Internetové cenzury v praxi. Pro měření si autor zvolil Čínskou lidovou republiku, kde zjišťoval stav cenzury a následně testoval úspěšnost metod pro obcházení cenzury.     In today's era, digital transformation has become an essential part of every business. With the increasing use of digital technologies, businesses are becoming more dependent on data. This dependency includes areas like from payment systems and online banking to algorithmic trading and risk management. Higher usage of IT technologies increases the risk of cyber-attacks, data breaches, and other security threats. In this article, we will compare the Digital Operational Resilience Act (DORA) and NIS2 and their impact on Database Security. The DORA will seek to harmonies digital resilience in the European Union through the introduction of requirements on ICT risk management and ICT-related incident reporting. Significant penalties can be imposed for non-compliance companies. Penalties can be presented as a periodic penalty payment of 1% of the average daily global turnover of the company in the previous business year. DORA applies to all financial entities in the EU and to the ICT providers servicing the industry

    Diplomová práce se zabývá Informačním systémem datových schránek, který je představen z pohledu legislativy a uživatele. Protože spuštění tohoto systému ovlivnilo stovky tisíc subjektů, je hlavním cílem práce zjištění dopadů ISDS na uživatele, metodou analýzy. V práci jsou nejprve zkoumána a interpretována data poskytnutá Ministerstvem vnitra České republiky, dále výsledky dotazníkového šetření autora a poté je provedena analýza nákladů a přínosů systému z pohledu jeho uživatelů. Z výsledků práce vyplývá, že ISDS byl na konci zkoumaného období (2009 až 2013) pro uživatele přínosný, celkový ekonomický přínos za sledované období činí 3,6 mld. Kč. To tedy znamená, že jedna vynaložená koruna Ministerstvem vnitra České republiky na provoz sytému, představuje pro uživatele úsporu dvou korun. Autor práce došel k závěru, že systém je po legislativní, technologické i ekonomické stránce velmi dobře vymyšlen.
