Tra innovazione e continuità. La dottrina militare cinese dalla tarda età maoista a oggi

Prevailing narratives tend to emphasize discontinuity between China's present and past. In the military realm, reliance on advanced technology in the present is often contrasted with the Maoist principles of the past. This article tries to overturn this perspective, by underlining continuity in China's military doctrine from the late Maoist era to today. Three major factors of continuity are identified: the concepts of relative advantage, people's war, and active defence. The conclusion is that advanced technology has not jeopardized China's doctrinal tradition, which has in fact proved crucial in shaping the PLA's path to technological innovation

Italy-China relations and the Belt and Road Initiative. The need for a long-term vision

    No full text
During Chinese President Xi Jinping's visit in March 2019, Italy and China signed the Memorandum of Understanding on the Belt and Road Initiative (BRI). As Italy was the first G7 country to formally join the BRI, the Memorandum caused alarm in the United States and Europe. The paper explains why Italy and China, apparently so distant from both a political and an economic point of view, opted for cooperation under the BRI. It concludes that, in order to seize the opportunities provided by the BRI and reduce the associated risks, Italy needs a long-term vision for the future of its relations with China, anda more structured and permanent public debate on its China policy.

Upholding the Correct Political Direction : The PLA Reform and Civil-Military Relations in Xi Jinping's China

The military reform launched in late 2015 has significant implications for China's civil-military relations. One of the stated goals of the reform is to "uphold the correct political direction" by strengthening party control over the People's Liberation Army. This has been achieved by centralising power over the PLA in the hands of the Central Military Commission, while at the same time centralising power within the Commission in the hands of its Chairman. This dual centralisation of power might considerably change the way in which the 'conditional compliance' model of civil-military relations works in Xi Jinping's China

Le sfide della ricerca sulla Cina e in Cina oggi: contesto interno e internazionale

The rise of Xi Jinping has ushered in a “New Era” characterized by the centralization of political power in China and the limitation of space for intellectual debate, with consequences for academic research, especially in the humanities and social sciences. Old challenges, such as the difficulty of accessing sensitive sources and fields of study, are now combined with new complexities related to the international context, particularly competition with the United States. Reflection on these issues was the focus of the panel discussion “Doing research in and on contemporary China,” which was held at the University of Turin on the occasion of the 18th TOChina Summer School in June 2024.L'ascesa di Xi Jinping ha inaugurato una “Nuova era” caratterizzata dall'accentramento del potere politico in Cina e dalla limitazione degli spazi di dibattito intellettuale, con conseguenze per la ricerca accademica, soprattutto nelle scienze umane e sociali.

The Belt and Road Initiative is closely related to an academic debate that took place in China during the past decade. Its topic was the relative importance of land and sea for the future of international politics, as well as its implications for China’s rise: should Beijing focus on the Asia-Pacific maritime domain or on the Eurasian landmass? In response to the academic debate, the Belt and Road Initiative was conceived as a geopolitical project that places China at the centre of the international space by leveraging on its dual nature as both a continental and a maritime power. Still, the fate of the Belt and Road Initiative hinges on finding a solution to some theoretical issues that the academic debate left unresolved
