Ha sido asesor y consultor en diversos países y organismos internacionales como la ONU, la OMS, la FAO, el BID y el Banco Mundial. El derecho de acceso a la información pública en Uruguay
Correa Freitas presenta un estudio sobre los alcances y los límites legales y constitucionales del acceso a la información pública en Uruguay identificando los controles entre poderes del Estado y las garantías de información de los ciudadanos. El artículo se concentra en los mecanismos de rendición de cuentas en el Legislativo, el Ejecutivo y el Judicial, así como en las funciones de la Auditoría de Cuentas del país, los partidos políticos e instituciones autónomas, en su relación con la difusión de información. El autor concluye que para la mejor garantía del derecho fundamental a la información, se requiere una reforma a la Constitución uruguaya y la adecuada sanción de legislación especializada.In this article, Correa Freitas presents a legal study of the limits and scope of the right to access to information in Uruguay, and identifies the checks and balances between the State powers and the consitutional rights of the citizens. He focuses on the accountability mechanisms within the Legislative, the Executive and the Judicary, as well as on the role of the Controllership, the political partes and autonomous institutions in relation to the dissemination of information. Developing Academic Literacy and Voice: Challenges Faced by A Mature ESL Student and Her Instructors
Drawing on critical, socio-cultural and sociolinguistic theories of writing, text and voice, this ethnographic study examines the challenges that a mature ESL student and her instructors in a university course on Spanish Language Media face as they co-construct a common understanding of academic literacy and voice in an undergraduate General Studies Program offered by a university in Western Massachusetts. Intertextual analysis of the data suggests that traditional product-based approaches to helping students develop academic literacy might not be very effective. However, to be able to take a different approach, such as the one suggested by genre scholars, both faculty teaching content subjects and writing tutors would need appropriate training
EDUARDO J. CORREA: Discreto novelador nacionalista
This critical essay on the novels of Eduardo J. Correa stems from the author\u27s doctoral thesis, presented at the UAZ in 2011. It opens with an introductory chapter that includes a few brief words about the author, which highlights his friendship with Ramón López Velarde, since one of the working hypotheses is that the writer from Jerez is a key figure to understand the configuration of some of the characters and plots that the writer from Aguascalencia develops in his novels.
In Chapter I, the author proposed to talk about the importance of spaces in several of his texts due to the abundance of mentions and descriptions of three cities in the center-west of the country: Termápolis (Aguascalientes), Guadalajara and León. In the following chapter, he develops the aspect of the protagonism of female characters in his novels as a trait of modernity. This feature is developed in two phases: first, he analyzes the configuration of active, strong, independent characters, which were not common in the narrative works published at the time Eduardo J. Correa wrote his novels. Next, he hopes to show that the interweaving of complicated issues such as communism and its possible relationship with Christianity, together with plots typical of the romance novel, could have been strategies of the author aimed at attracting the attention of the female audience, to engage them in the reflection of more important issues.
In Chapter III, entitled “Eduardo J. Correa. Discreet nationalist novelist”, we analyze the only one of his novels that is set in the countryside and that deals with a different problematic from those touched upon in his previous novels. An analysis is made of the elements present in a sui generis text in Correa\u27s narrative, to show that it is the biased perspective of a social group that, while denouncing the abuses of the powerful, also incurs in violent acts protected by a system of beliefs and the popular interpretation of them.
The author closes her essay with a reflection on a pertinent question: is Eduardo J. Correa a writer outside the canon?Este ensayo crítico sobre las novelas de Eduardo J. Correa surge de la tesis doctoral de la autora, presentada en la UAZ en 2011. En ella, se abre con un capítulo introductorio que incluye unas breves palabras sobre el autor, donde destaca su amistad con Ramón López Velarde, pues una de las hipótesis de trabajo es que el escritor jerezano es una figura clave para entender las configuración de algunos personajes y tramas que el escritor aguascalentense desarrolla en sus novelas.
En el capítulo I, la autora se propuso hablar de la importancia de los espacios en varios de sus textos por la abundancia de las menciones y descripciones de tres ciudades del centro-occidente del país: Termápolis (Aguascalientes), Guadalajara y León. En el capítulo siguiente, desarrolla el aspecto del protagonismo de los personajes femeninos en sus novelas como un rasgo de modernidad. Este rasgo se desenvuelve en dos fases: primero, analiza la configuración de personajes activos, fuertes, independientes, que no fueron comunes en las obras narrativas publicadas en la época en la que Eduardo J. Correa escribió sus novelas. Enseguida, espera mostrar que el entretejido de problemáticas complicadas como la del comunismo y su posible relación con el cristianismo, junto a tramas propias de la novela rosa, pudieron haber sido estrategias del autor orientadas a llamar la atención del público femenino, para engancharlo hacia la reflexión de temas más importantes.
En el capítulo III, que se titula “Eduardo J. Correa. Discreto novelador nacionalista”, se analiza la única de sus novelas que está ubicada en el campo y que aborda una problemática distinta a las tocadas en sus novelas anteriores. Se realiza un análisis de los elementos presentes en un texto sui generis en la narrativa de Correa, para mostrar que se trata de la perspectiva sesgada de un grupo social, que si bien denuncia los abusos de los poderosos, también incurre en actos violentos amparado por un sistema de creencias y la interpretación popular de las mismas.

Constitución ecologica y política económica en Ecuador, durante la década presidencial de Correa
in Spring 2017, Ecuador celebrated presidential elections where, for the first time since 2006, Rafael Correa couldn’t be candidate, due to the second transitional disposition included in the constitutional reform of 2015. The most important legacy of this decade, according to the author, is the 2008 Constitution, that has included the concept of sumak kawsay/buen vivir as one of the main objective of the State public policy. Although its intrinsic novelty, the expression can be interpreted at least in two different manners, each implying opposed views about how to develop the State economic model and to implement sustainable measures for the protection of Nature and biodiversity. Analysing the economic policies during the Correa presidential mandate, the author reflects on the compatibility of extractivism with the constitutional compromise of building the State of buen vivir
Exploring Academic Writing and Voice in ESL Writing
This literature review explores two basic questions: First, why have English as a Second Language (ESL)/English as a Foreign Language (EFL) academic writing courses not been able to significantly help ESL/EFL students meet the academic writing demands of their university courses? Second, how can ESL/EFL writing instructors better help these students succeed in their undergraduate courses? To respond to these questions, the author reviews how notions of academic writing, text, and voice have changed over time, and how these changes have influenced (ESL) and (EFL) writing approaches and methodologies. The author also presents some of the critiques that scholars have posed regarding each of these notions, approaches and methodologies, and draws some conclusions based on these critiques
