Public Trust Analysis of Vaccination Covid-19 Policy in Indonesia
The Covid-19 vaccination program in Indonesia had been started since early 2021. Effectiveness, side effects, and the level of public awareness are still a problem in achieving the predetermined Covid-19 vaccination target. the study aimed to describe the level of public confidence in the effectiveness of the Covid-19 vaccine. The vaccine is an effective intervention that can reduce the high burden of disease globally. However, public skepticism about vaccines is a pressing issue for public health authorities. With the availability of the Covid-19 vaccine, there is little information available about public acceptance and attitudes toward the Covid-19 vaccine in Indonesia. The method used in this research is a Literature Review study. The results of this study are low-public trust or low trust in the vaccination policy itself, especially in the early days of the presence of vaccines in Indonesia. This low-public trust is much influenced by the distribution of information on social media which gives rise to a narrative of debate. This situation also has an impact on the pattern of acceptance, cooperative interest, and public participation in government policies in the vaccination program, in increasing public trust, of course, there is a role for the media as well to provide education and information on all matters related to the vaccination program. The government’s efforts to cooperate with the Indonesian Ulema Council in supervising halal vaccine products seem to have an influential intensity, this is because Indonesia is a country with the majority of the population converts to Islam, so with the MUI fatwa stating that vaccines used for the COVID-19 pandemic in Indonesia are considered and monitored for purity. But as time goes on and the government continues to make efforts, the public’s confidence in the COVID-19 vaccination is getting better, and the success of preventing COVID-19 is going well.

CONSISTENCY OF COVID-19 VACCINATION POLICY IN EFFORTS FOR EQUALITY OF VACCINE ADMINISTRATION
The handling of the COVID-19 pandemic has entered a new stage. Various policies and regulations in an effort to handle and break thechain of the spread of COVID-19 have been implemented by the government. These efforts include the PSBB policy, Transitional PSBB, PPKM, Micro PPKM, Emergency PPKM (Java-Bali) which had been implemented, Large- Scale Social Restrictions, Provision of activities that cause crowds, implementation of health protocols, and until now has entered the stage of policy regarding the COVID-19 vaccination. The vaccination policy has been contained in the Minister of Health Regulation Number 10 of 2021 concerning the Implementation of Vaccination in the context of Combating the 2019 Corona Virus Disease (COVID-19) Pandemic. The result of this research is with reference to the Perpres and Permenkes and when viewed from the implementation variables proposed by the theory of George C. Edwards III, which states that the effectiveness of policy implementation can be seen from the four variables that support the implementation of policies, namely: Communication, Resources, Disposition, and Bureaucratic Structure. So by reviewing these variables, that the implementation of the policy of the implementation of vaccination in Indonesia has been running quite well, and there are still various obstacles found both in its implementation and in the communication of the policy, so that there are still various perspectives that cause debate with the implementation of the vaccine policy. So that the consistency of the government in efforts to provide equal distribution of vaccinations in Indonesia is still running consistently even though in some remote areas the system and reporting of data on the implementation of the vaccination is still unknown
Cooperation Between Indonesia And Taiwan In Supporting The Protection Of Runaway Indonesian Migrant Workers In Taiwan
Indonesia's relations with Taiwan cannot be separated from problems and issues related to Indonesian Migrant Workers. Among these issues is the case of Indonesian Migrant Workers who exceeded the period of stay or overstayed in Taiwan. The overstaying status of Indonesian Migrant Workers creates vulnerability to violations of the rights of Indonesian Migrant Workers and even Indonesian Migrant Workers can be treated arbitrarily. So protection is needed so that the rights of Indonesian Migrant Workers are fulfilled. The type of research that the author will use is qualitative descriptive research because it is considered appropriate to research needs. The data sources used by the author in this research are secondary data such as data obtained from documents, photos, research journals, books relevant to research, news and credible internet media as support for primary sources related to regulations. the rights of Indonesian migrant workers abroad. The results of this research show that the protection and cooperation efforts undertaken to protect Indonesian Migrant Workers include institutional improvements through BP2MI, the launch of the SP2T and Embedded SP2T schemes, the renewal of the Memorandum of Understanding (MoU) between Taiwan and Indonesia regarding the Recruitment, Placement and Protection of Indonesian Migrant Workers in December 2018, as well as a self-surrender program for overstayer workers from the Taiwanese authorities
The Collaboration in Socializing Policies of Covid-19 Pandemic
Role of regional government in socializing the policy produced by SKPD of this local government is an obligation for every apparatus to socialize that policy so that the society, as the main receiver of the related polciy, will get their rights and obligations properly. The communication of regional government in this research can be discussed in more explicit regarding the flow of that communication delivery from the government to the community. The method used in this research was decriptive with qualitative approach and applied the theory of Edward III to see the stages of communication in its role in socializing the policy of the Government of South Tangerang City. Those types of socialization media were main instruments of regional government pf South Tangerang to socialize policies. There was another type of socialization namely direct media or socializing to every neighbourhood. The conclusion of this research was that the socializing of policies has been conducting through various types of media; online, printed, and electronics. The Office of Communication and Informatics of South Tangerang City played its role also in regards to socialization by cooperating with Press Councils to monitor the behaviors of media. It is suggested that th e Government of South Tangerang City keeps improving their performance in socializing policies so that these will reach the purposes of the policies produced in order to build law order society towards the policies made

Perubahan Status Hak Guna Bangunan Menjadi Hak Pengelolaan Dalam
Kaitannya Dengan Bea perolehan Hak Atas Tanah dan Bangunan (BPHTB) (Studi
kasus pada tanah bekas Kawasan Hotel Indonesia) merupakan proses perubahan yang
timbul sebagai akibat dari Perjanjian Bangun Guna Serah (Built, Operate, Transfer
(Perjanjian BOT)) antara PT. Hotel Indonesia Natour dengan PT. Grand Indonesia.
Sebagai akibat dari dilaksanakannya Perjanjian BOT, status tanah dari obyek BOT
harus disesuaikan status haknya yang semula HGB atas nama PT. HIN dirubah menjadi
HPL atas nama PT. HIN. Terdapat perbedaan interpretasi atas “substansi” peristiwa
antara PT. HIN selaku Wajib Pajak dan Badan Pertanahan Nasional (BPN) dengan
Direktorat Jenderal Pajak dan Kantor Pelayanan PBB mengenai obyek yang dikenakan
BPHTB yang dipermasalahkan oleh PT. HIN, dimana Direktorat Jenderal Pajak dan
Kantor Pelayanan PBB beranggapan bahwa obyek tersebut terhutang BPHTB
sedangkan menurut BPN tidak terhutang BPHTB sehingga diterbitkan Surat Tagihan
BPHTB (“STB”), yang mewajibkan PT. HIN untuk membayar BPHTB.
Tujuan dilakukannya penelitian ini adalah Untuk mengetahui pelaksanaan
perubahan status HGB menjadi HPL dalam kaitannya dengan BPHTB sebagai akibat
dari pelaksanaan Perjanjian BOT serta akibat hukum yang timbul atas status
kepemilikan tanah setelah dilakukannya konversi hak dari HGB menjadi HPL dan
perubahan status hak dari HPL menjadi HGB di atas HPL dan upaya hukum yang
ditempuh apabila terjadi perbedaan penafsiran dan pelaksanaan UU BPHTB.
Metode Pendekatan yang digunakan dalam penelitian tesis ini yaitu metode
penelitian yuridis empiris dan spesifikasi penelitian yang digunakan adalah secara
deskriptif analitis. Pengumpulan data penelitian menggunakan metode pengumpulan
primer dan data sekunder dengan Teknik Analisis deskriptif kualitatif.
Berdasarkan hasil penelitian, dapat disimpulkan bahwa pelaksanaan perubahan
HGB menjadi HPL dalam kaitannya dengan BPHTB sebagai pelaksanaan dari
Perjanjian BOT memberikan akibat harus dirubahnya status tanah milik PT. HIN sebagai
Obyek BOT yang semula HGB atas nama PT. HIN dilepaskan haknya kepada Negara
untuk kemudian diajukan menjadi HPL atas nama PT. HIN. Selanjutnya PT. GI selaku
penerima hak BOT, dapat mengajukan permohonan HGB atas nama PT. GI di atas HPL
atas nama PT. HIN. Akibat hukum perubahan status hak dari HGB menjadi HPL adalah
berubahnya status hak atas tanah milik Negara selaku pemegang saham PT. HIN
menjadi HPL atas nama PT. HIN. Upaya hukum yang dilakukan oleh PT. HIN atas
terjadinya perbedaan interpretasi atas “substansi” peristiwa mengenai pengenaan
BPHTB terhadap Obyek BOT, sehingga berakibat diterbitkan Surat Tagihan BPHTB
(“STB”), yang mewajibkan PT. HIN untuk membayar BPHTB adalah dengan
mengajukan gugatan kepada Kepala Kantor Pelayanan PBB Jakarta Pusat Satu dan
Kepala Kantor Pelayanan PBB Jakarta Pusat Dua melalui Pengadilan Pajak guna
mempertimbangkan kembali penolakan permohonan pembatalan yang diajukan oleh
PT. HIN atas diterbitkannya Surat Tagihan BPHTB, karena secara yuridis STB BPHTB
menjadi batal demi hukum. Namun ternyata keputusan Pengadilan Pajak adalah
menolak permohonan pembatalan atas STB BPHTB yang diajukan oleh
PT. HIN tersebut.
Saran yang dapat disampaikan oleh Penulis, kiranya dalam pelaksanaan
Perjanjian BOT harus mengkaji lebih dalam segala aspek hukum dan peraturan
perundangan terkait dengan pelaksanaan secara hukum maupun perpajakan serta
mengkonsultasikannya dengan instansi terkait dengan pelaksanaan Perjanjian.
Sehingga tidak mengakibatkan masalah yang lebih rumit di kemudian hari.

ABSTRACT
Modification of Right to Build on a Land (HGB) to be Right of Land Management (HPL)
and its correlation to Fee for Acquisition of Rights of Lands and Building (BPHTB)
The Case Study of former Hotel Indonesia's Site
Modification of Right to Build on a Land (HGB) to be Right of Land
Management (HPL) and its correlation to Fee for Acquisition of Rights of Lands and
Building (BPHTB), The Case Study of former Hotel Indonesia's Site, are modification
process that revealed as a result of Build, Operate and Transfer (BOT) Agreement
between PT. Hotel Indonesia Natour (HIN) and PT. Grand Indonesia (GI). As a
consequence of the BOT Agreement, land status of the BOT's premise need to be
adjusted. The Right to Build on Land (HGB) held by PT. HIN then modified to be
Right of Land Management (HPL) held by PT. HIN. The land status modification
then made dispute of interpretation over substantial issues between PT. HIN as
Taxpayer and National Land Authority as one party, and Directorate General of
Taxation (DGT) and Land and Building Tax Office (L&BTO) as the other party,
where DGT and L&BTO considered PT. HIN is BPHTB liable and then issued
BPHTB Collection Letter (STB), that made PT. HIN is compulsory to disburse
BPHTB.
This research purposed to (i) understand modification process of HGB to be
HPL and its correlation to BPHTB as a legal consequences of land ownership after
right modification from HGB to be HPL and modification of the right status from HPL
to be HGB over HPL; and (ii) find viable legal effort if there is any dispute of
interpretation or implementation Law of Acquisition of Rights of Lands and Building
(UU BPHTB).
This research is using empirical judicial approach and analytical descriptive
method. The primary and secondary data collection has using descriptive qualitative
analysis.
Based on research, it can be concluded that HGB to HPL modification in
conjunction to BPHTB as the implementation of BOT Contract, it made PT. HIN
have to release its ownership of HGB land status (as BOT Agreement Object) to the
State and then submit new application of HPL land status upon HPL land status
owned by PT. HIN. The legal effect of HGB to HPL land status owned by PT. HIN.
modification is the change of HGB to HPL land status modification is the change of
land ownership right of the State (as PT. HIN Shareholder) from HGB to HPL.
Legal effort that conducted by PT. HIN as interpretational dispute of
substantial issue happen on imposing BPHTB to BOT Object, that made BPHTB
Collection Letter (STB) and made STB issued and made PT. HIN compulsory to pay
BPHTB is to submit lawsuit against Chief of L&BTO Jakarta Pusat Satu and Chief of
L&BTO Jakarta Pusat Dua through Taxation Court to consider to annul STB,
because judicially the STB null and void. But the Taxation Court then decided to
refuse PT. HIN submission.
The Author then recommend, in BOT Agreement implementation, all legal and
regulation aspects must be scrutinized thoroughly especially on taxation or legal
implementation matter and always consider to consult to competent agencies for
contract implementation. It has to be done to preempt complication in the future.

IMPLEMENTATION OF INTEGRATED STUNTING REDUCTION ACCELERATED POLICY IN WARU JAYA VILLAGE, BOGOR DISTRICT
Stunting is a condition of failure to thrive in children under five due to chronic malnutrition, especially in the first 1,000 days of life. According to the results of the Indonesian Toddler Nutrition Status Survey, the stunting rate in 2021 has again decreased to 24.4%, which is higher than the WHO standard of 20%. The prevalence of stunting in Waru Jaya Village in 2019 was 30.5%. The purpose of this research was to analyze the implementation of policies to accelerate the reduction of stunting in Waru Jaya Village, Bogor Regency, West Java. The research method used is descriptive qualitative method. Data was obtained through interviews with related parties and also from several official government websites. The data were analyzed using the policy implementation theory of Merilee S. Grindle. The results show that there is a Regional Government policy in the form of a Regent's Instruction related to accelerating the reduction of integrated stunting in Waru Jaya Village and it has been implemented properly as evidenced by a reduction in the stunting rate to 2.9% in 2021. The Regent's Instruction should be updated so that it is in line with Presidential Regulations. The implementation of the policy to accelerate the reduction of integrated stunting in Waru Jaya Village is going well because it is based on an integrated prevention and treatment policy even though there are a number of things that need to be improved
The Success of the Vaccine Policy in Treating Covid-19 in Indonesia
The Covid-19 pandemic has created new problems for various countries hit by this pandemic, especially regarding how the country’s efforts are to pre- vent and stop the spread of the COVID-19 pandemic so that it does not become wider and cause more victims. The covid-19 vaccine is one of the policies taken by many countries in response to the covid-19 pandemic. The purpose of this study was to find out how successful the vaccination policy was in handling the Covid-19 pandemic in Indonesia. The research method used in this study is Literature Review, the data used is to collect several research papers related to the covid-19 vaccination policy. The results of the research related to the success of the vaccination policy as a response to the Covid-19 pandemic in Indonesia can be said to be successful, because the level of attainment of vaccine doses continues to increase, then positive cases of COVID-19 continue to sag, although there are still pros and cons in the community, and there are also cases of the public’s distrust of the covid-19 vaccine, the biggest obstacle due to the lack of clarity of information regarding the corona vaccination, these obstacles can be input for the government to further accelerate the vaccination program. The government itself has targeted vaccination to reach 2 million doses a day, and also the occurrence of public distrust with the covid-19 vaccine
Inequality of Public Transportation Policy in the Disruptive Era Between Online and Conventional Transportation
Indonesia is one of the countries with a large market for online transportation. This paper describes a meta-analysis on policy inequality regarding public transportation. Meta-analysis and Computer Assisted Qualitative Data Software (CAQDAS) were utilized to evaluate the inequality of public transportation policy for conventional transportation. Scopus search engine was also used to identify broad literature on a particular policy regulation in Indonesia between 2010 and 2021. Then, this study employed online news related to the conflict between conventional and online transportation. The result disclosed a policy inequality between online and conventional transportation based on the social movement on online media. Thus, the government has to implement a strict policy applicable to transportation. The words “protest”, “regulation,” and “police” were also seen clearly on the issue. In addition, the protesters, comprised of drivers from Uber, Grabcar, and Go-Car, said that Transportation Ministry Regulation No 32/2016 would disadvantage them because it is too difficult to comply with the requirements. Hence, the government can decide on self-regulation to design a policy for online transportation. In this case, state law is still necessary when monopolistic attempts are made, unfair competition exists, public safety as consumers is maintained, and taxes are collected
