    Spatial evaluation of public credit guarantees for Italian SMEs

    The recent literature on the effects of the Central Guarantee Fund (CGF) shows a positive but moderate effect of CGF on subsidized firms and involved regional economies. Nevertheless, the results neglect the presence of spatial relations across firms and regions. The spillovers can be positive, on the demand side, or negative, tightening factor markets. In this paper we deal with spatial effect of CGF, considering spillovers across NUTS-3 areas in Italy. The impact is decomposed into direct effects on the NUTS-3 areas where the guarantees are required, and indirect effects from the neighboring areas. We use different models combining a «long» DID approach and a spatial Durbin model. The results suggest that there is a positive and statistically significant, albeit modest, correlation between the use of CGF and the growth of provincial economies, controlling for sectoral differences, dimensional characteristics and several interactions. The presence of spatial spillovers marginally increases the positive effect of the CGF

    Do Rural Development Policies enhance performance of agritourism farms in Italy?

    Over the last decades, the political commitment to foster rural areas has led to a substantial reform of both the agricultural and rural sectors. The diversification of activities has played an important role in the development of the rural economy. On this stream, in Italy, the Law 228/2001, in regulating multifunctional farms, introduces the notion of agritourism to stimulate rural tourism, and create employment and income opportunities for agricultural entrepreneurs. Although agritourism is conceived as one of the fundamental instruments in fostering rural areas, literature does not examine the benefits brought by these farms on the agricultural sector, while major efforts are devoted to analyse the impacts on the environment, on the landscape and on tourism flows. Instead, we aim to study whether agritourism may constitute a key-factor in improving local entrepreneurship and, in wider terms, in fostering rural areas. Using data on subsidies and economic results of farms from a dataset which is part of the Farm Accountancy Data Network (FADN), the chapter assesses whether there is a positive impact of agritourism and public policies on the economic activities of Italian farms by means of a counterfactual approach. In this way, we are able to produce differentiated estimates of the role played by the Common Agricultural Policy on both agritourism and “conventional” farms, and to understand how agritourism activities may be considered as a fundamental factor in supporting rural areas

    In this paper we identify and estimate the presence of spill-over effects generated by industrial subsidies in the Southern regions of Italy. The identification problem is resolved by conditioning to a set of spatial variables using an econometric model. The identification strategy is based on two effects: “diffusion” effect (from subsidized LLS to contiguous areas) and “received” effects (where the effects depend on to the weight of subsidized contiguous areas).The results show the presence of a positive diffusion effect and a negative “received” effect . Both effects have a statistical significance that depends on the empirical econometric specifications

    Il PNRR e i servizi ambientali: tra mercato e affidamento in house

    Uno degli assi del PNRR riguarda i servizi idrici, da un lato; e quello della gestione dei rifiuti e dell'economia circolare, dall'altro. Trasversalmente, una riforma della governance, finalizzata ad accelerare la transizione verso modelli industriali, considerata un prerequisito fondamentale per un'efficace "messa a terra" degli interventi previsti. Se questa transizione è per molte ragioni indispensabile e da troppo tempo attesa, il rischio è che riproponendo per l'ennesima volta il tema della liberalizzazione dei servizi pubblici locali lo Stato finisca paradossalmente per ostacolare l'obiettivo, riaprendo un cantiere istituzionale che il referendum sull'"acqua, bene comune" aveva virtualmente concluso, delegando ai principi dell'acquis comunitario lo scioglimento di quei nodi che il legislatore italiano non era riuscito per un ventennio a sciogliere. Il rischio è che, come in passato, l'incertezza normativa e il senso di precarietà vadano a frenare una transizione tecnologica e un ciclo di investimenti che si erano finalmente avviati
