    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Diagnóstico da gestão dos resíduos sólidos urbanos nos municípios da Bacia Hidrográfica do Rio do Índio : Estadfo do Paraná

Dentre eles, os resíduos sólidos urbanos tornaram-se um dos maiores problemas enfrentados pelas administrações públicas brasileiras. Neste contexto, o presente trabalho teve por objetivo diagnosticar a gestão dos resíduos sólidos urbanos nos municípios da bacia hidrográfica do Rio do Índio, estado do Paraná, Brasil. Os procedimentos metodológicos contemplaram a caracterização dos municípios pesquisados, aplicação de questionários, visitas técnicas in loco e avaliação das unidades de disposição final de resíduos domiciliares e comerciais utilizando-se para isso, o Índice de Qualidade de Aterro de Resíduos (IQR). Os resultados obtidos demonstraram que a estrutura administrativa para a gestão de resíduos contempla a utilização de 187 pessoas trabalhando na forma de emprego direto remunerado. A responsabilidade pelo gerenciamento de resíduos sólidos é executada pela administração pública direta, assim como de forma terceirizada. Os municípios pesquisados geram, em média, 1.813 t/mês de resíduos sólidos domésticos e comerciais, cuja geração per capita média é de 0,518 kg/hab./dia. A coleta convencional esta presente em 100% dos domicílios urbanos. Quanto à Coleta seletiva, observou-se que existem 41 catadores de materiais recicláveis, mas apenas os municípios de Cianorte/PR e São Tomé/PR têm programas implantados. Os resíduos da construção e demolição são coletados pelo poder público municipal e em Cianorte também por empresas privadas. A disposição final destes resíduos ocorre em áreas de depósitos irregulares, assim como em aterro de inertes. Para a gestão dos resíduos industriais verificou-se que a maioria dos municípios não realiza a coleta, sendo esta de responsabilidade dos geradores. Os resíduos especiais não contemplam com a utilização de programas de gerenciamento, mas apenas algumas iniciativas. Em relação à disposição final dos resíduos domiciliares e comerciais, esta pesquisa permitiu concluir que 80% dos resíduos gerados são dispostos de forma adequada para aterros sanitários e 20% são dispostos de forma inadequada para aterros controlados ou lixõesAbstract: Disordered urban growth, without appropriate planning for the urban systems, results in environmental, sanitary, social and economic problems. Among them, urban solid waste has become one of the greatest problems faced by the Brazilian public administration. In such context, this present study has had the objective of diagnosing the management of urban solid waste in the tows of "Rio do Índio" hydrographic basin, in the state of Paraná, Brazil. The methodological procedures observed the characterization of the researched towns, the application of questionnaires, technical in loco visitations and the evaluation of final disposition Units of domiciliary and commercial waste, utilizing, in order to accomplish so, the Waste Landfill Quality Standards (Portuguese: IQR - Índice de Qualidade de Aterro de Resíduos). The obtained results demonstrated that the administrative structure for management of waste contemplates the utilization of 187 people, working as direct remunerated workers. The responsibility for the management of waste is performed by direct public administration, as well as by outsourced companies. The researched tows generated, in average, 1.813 ton/month of domestic and commercial solid waste, whose per capita generation average is 0,518 kg/inhab./day. Conventional waste collection is present for 100% of urban houses. About selective collection, it was observed the existence of 41 collectors of recyclable materials, but only the towns of Cianorte/PR and São Tomé/PR have implanted programs. Construction and demolition waste are collected by the municipal public administration and also by outsourced private companies. The final disposition of these residues occurs in irregular disposal areas, as well as in inert waste landfill areas. For the industrial waste management, it was observed that most of the towns do not perform its collection, which becomes the generator’s responsibility. Special waste does not observe the utilization of management programs, but only a few initiatives.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    Elaboração de guia de orientações sobre o conteúdo do plano municipal simplificado de gestão integrada de resíduos sólidos e a participação da população

    Orientadora: Prof.ª Dr.ª Cristhiane Michiko Passos OkawaDissertação (mestrado em Ciências Ambientais) - Universidade Estadual de Maringá, 2019RESUMO: Os municípios brasileiros são responsáveis pela gestão dos resíduos sólidos gerados em seus territórios e, quando gerenciados incorretamente, tais resíduos ocasionam problemas ambientais, sociais, econômicos e de saúde. A Política Nacional de Resíduos Sólidos - PNRS -, Lei Federal nº 12.305/2010, instituiu o Plano Municipal de Gestão Integrada de Resíduos Sólidos - PMGIRS - para municípios com mais de 20.000 habitantes e o Plano Municipal Simplificado de Gestão Integrada de Resíduos Sólidos - PMSGIRS - para municípios com menos de 20.000 habitantes, ambos obrigatórios e com diretrizes estabelecidas para ações relacionadas à gestão de resíduos sólidos urbanos e à limpeza urbana. O objetivo deste trabalho é analisar os PMSGIRS de municípios do oeste paranaense, verificando se eles atendem de forma satisfatória o conteúdo previsto na PNRS. Além disso, objetiva-se elaborar um produto educacional, por meio da educação ambiental não formal, sobre o conteúdo do PMSGIRS e seus mecanismos para o controle social. O grupo amostral dessa pesquisa são 16 municípios com menos de 20.000 habitantes, situados na região oeste do Paraná. Esses municípios são integrantes da área administrativa do Instituto Ambiental do Paraná, com sede Toledo. Como metodologia para avaliação dos PMSGIRS, foi elaborada uma lista de verificação, baseada em manuais do Ministério do Meio Ambiente e Leis brasileiras sobre o tema. A lista de verificação possui 282 itens. Do grupo amostral, 1 município não possui seu PMSGIRS e outro possui o Plano Intermunicipal de Gestão Integrada de Resíduos Sólidos - PIGIRS -, não sendo analisado. Dos demais 14 municípios, 04 possuem Plano Municipal de Saneamento Básico - PMSB -, que contemplava o eixo de resíduos sólidos, e 10 possuem o PMSGIRS. Os resultados desta análise mostram que 78% dos planos não atendem de forma satisfatória os conteúdos previstos na PNRS, obtendo menos que 70% do conteúdo exigido. Somente 03 planos (22%) obtiveram índice considerado satisfatório. Devido à baixa qualidade desses planos, foi elaborado o produto educacional "Guia de orientações: Conteúdo do Plano Municipal Simplificado de Gestão Integrada de Resíduos Sólidos e a participação da população", como uma alternativa para aprimorar os conhecimentos de agentes públicos e técnicos ambientais sobre os conteúdos do plano e estimular a participação social na formulação, implementação e avaliação das políticas públicas relacionadas aos resíduos sólidos. Espera-se que a utilização desse guia de orientações apresente as seguintes possibilidades: gerar maior interesse dos agentes públicos e técnicos ambientais para ampliação de conhecimentos sobre resíduos sólidos e PMSGIRS; aprovar planos que cumpram o conteúdo exigido por lei; incentivar técnicos municipais a serem mais comprometidos e capacitados; e repensar o papel do cidadão na tomada de decisões municipais por meio do controle socialABSTRACT: Brazilian municipalities are responsible for the management of solid waste generated in their territories and, when improperly managed, such waste causes environmental, social, economic and health problems. The National Policy on Solid Waste - PNRS - Federal Law No. 12,305 / 2010 established the Municipal Plan of Integrated Solid Waste Management - PMGIRS - for municipalities with more than 20,000 inhabitants and the Simplified Municipal Plan for Integrated Solid Waste Management - PMSGIRS - for municipalities with less than 20,000 inhabitants, both mandatory and with established guidelines for actions related to urban solid waste management and urban cleaning. The objective of this paper is to analyze the PMSGIRS of western Paraná municipalities, verifying if they satisfactorily meet the PNRS content. In addition, it aims to develop an educational product, through non-formal environmental education, on the content of PMSGIRS and its mechanisms for social control. The sample group of this research are 16 municipalities with less than 20,000 inhabitants, located in western Paraná. These municipalities are members of the administrative area of the Paraná Environmental Institute, based in Toledo. As a methodology for evaluating the PMSGIRS, a checklist was prepared, based on manuals from the Ministry of the Environment and Brazilian Laws on the subject. The checklist has 282 items. Of the sample group, one municipality does not have its PMSGIRS and another has the Intermunicipal Plan of Integrated Solid Waste Management - PIGIRS -, not being analyzed. Of the other 14 municipalities, 04 have Municipal Basic Sanitation Plan - PMSB -, which included the solid waste axis, and 10 have PMSGIRS. The results of this analysis show that 78% of the plans do not satisfactorily meet the PNRS content, achieving less than 70% of the required content. Only 03 plans (22%) obtained an index considered satisfactory. Due to the low quality of these plans, the educational product "Instructions Guide: Content of the Simplified Municipal Plan for Integrated Solid Waste Management and the participation of the population" was developed as an alternative to improve the knowledge of public agents and environmental technicians about contents of the plan and stimulate social participation in the formulation, implementation and evaluation of public policies related to solid waste. The use of this guideline is expected to present the following possibilities: generate greater interest from public officials and environmental technicians to expand knowledge on solid waste and PMSGIRS; approve plans that comply with the content required by law; encourage municipal technicians to be more committed and trained; and rethinking the role of citizens in municipal decision making through social control154 f. : il.     We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
